Note: Law Enforcement establishments in Jacksonopia take the form of rehabilitation services for convicted criminals. Consequently, budget figures for this area, including Armed Guard services and Rehabilitation Institutions, come under the Social Welfare budget. Under the Second Ammendment of the Jacksonopia Constitution, members of the public are entitled to own firearms to protect themselves, their family and their property from theft and/or willfull damage. Citizens are empowered to form defensive Militias and make Civil Arrests of criminals they capture. The government uses a Bounty system to ensure that criminals are captured and delivered to Rehabilitation Institutions rather than killed.
