"Greetings. You elected me from among the Korofs [Tribal chiefs] to be the Ju-Korof [Supreme Chief] two years ago. Today, I am proud to say this to you: Our new nation is tied to our nomadic tradition. Our new nation is modern. Our new nation is strong."

A chorous of cheers went up. Ju-Korof Endistar waved them down.

"We have kept the tribes, but rose beyond them. We have kept the tradition of each man a warrior, but now have a full-time professional army in addition. We grow the economy every day, and the state's finances are stable. I have presided over all of this. And now I am here to tell you my deeds and more.

The anti-Nationalist rebellion I personally fought out. I charged into battle wielding a rifle, left behind by the Colonialists- which one it does not matter- and killed twenty-three of them my self. And now they are defeated."

More cheers.

"And this was a war of a type previously only Colonialists could enact. We used boats to stop the anti-Nationalists from smuggling in weapons at the ports. We used aircraft to see them and to attack them. Our army is modern. Our Fow-Ghageen, Fow-Bajash, and Fow-Oobloke can stand up to any Colonialist force of comprable size. And combined with all of our warriors, if they ever wish us back, we will make them a colony!"

Wild, raucous cheering overtook the crowdHe waited for them to settle.

But now, we have factories turning out itanis [A traditional portable dwelling, sort of like a camel-pulled RV. Most now have an engine for bursts of speed or for the camels to rest.] and labor-saving appliances. We now have to do as little work as a Colonialist to run our homes. We will, however, seek to re-establish trade with all nations who do not wish to control us. Also, we will continue to develop home industry and will not incur a trade deficit.

Also, we wish to reach out to other nations, particuarly developing nations such as ours who wish to remain free of Colonial and other foreign domination.

Thusly, we invite representatives from any government- whether they meet the above description or not- to come to Alei [Oasis, much like the Arabic term "wadi"] Tornis, our nation's meeting place where we are assembled now, in a week's time to discuss matters of international relations.

Also, we will continue to work to build erjezs [Something inbetween a school, community college, and public library] throughout the land, so that whereever one is, one may learn. The Dorha [Sacred text of the traditional religion] states, 'Knowledge is the key to mastery of all things, and he who masters knowledge will become the master of his own fate, below only God.' At the same time as looking to the Dorha, we must also look to other sources of wisdom and respect all faiths.

Lastly, as a ruler for life, I must be more responsive to the people. First, I am allowing people to discuss things publically, no matter how repulsive they are. This is essential to settling issues. Just as the ghiars [elders] of a tribe will sit and discuss before the korof makes a decision, so must it be with the state, except we all must act as elders. Second, I will perpetually be available. Come! Visit me in my office here. It is for availability to my people that I have given up wandering. It saddens me, but I am the right hand of my people. I have also given up great wealth to live here and be the right of my people. The permanent buildings we have put here are not for naught. I retire to them now, to my office. Any of you may come and see me, from the greatest ghiar to the little baby smaller than a desert bush. Thank you."

He walked off the stage, and exited through the cheering crowd.

I have prepared some basic information on our culture and country for you. It is not highly organized in structure, as there are many concerns for me to hear from my people. If you have any questions about us not addressed here, I will gladly answer them.

Governmentally, the nation-state is federalist, but instead of the subdivisions being geographically defined, they are defined by tribe. In the first election, held just after independence, only the Korofs- leaders of tribes- could vote for the Ju-Korof, who is essentially a democratically elected king, with strong but still limited powers. In a year's time (Specified by the constitution as "A year after the rebellion is put down), a ratification of Endistar's election will be opened to anyone who will travel to Alei Tornis. A year after that, election booths will be set up and manned by the Fow (Professional military) for a month at all Aleis.

The Fow consists of the Ghageen, a land army who primarily works in guerilla tactics. The Bajash is a small navy, mostly for patrol. The Oobloke is an air force.

Culturally, we revolve around nomadism. We are similar to many other desert, nomadic cultures. We value independence and choice above all else.

Social structures, as in most societies, are centered around the family. However, our families are unlike any other way of structuring them. While no sex is "preferred," Dorinal society is strongly matrilineal. In fact, "father" is not even a recognized relation. Rather, the mother, based on the main religion's belief that the souls of all of her future children are present in dormant form in the mother at her birth, the mother raises the child along with the broader community of the tribe. People will carry lists of their maternal ancestors back as far as they can be traced, because this is the source of their name: [Given name] son/daughter of [Mother's name]. I, as per the constitution, gave up lineage and tribe in order to unify all of the tribes.

There are twenty-two tribes of varying focus. Some focus on herding, others on commerce, others on war. An individual may switch tribes at will, although they should not expect a warm welcome if they attempt to return to a previous tribe they forsaked.

The primary religion (Which has no name) bears similarity- although it did not grow out of any of these- the Abrahamic religions mixed with elements of ancient religions from the Middle East, mixed with a little bit of Taoism. It is a covenant between the Dorinal people as a whole and Tinin, a monotheistic deity. Each tribe also has their own, individual scriptures in addition to the Dorha, the unifying text. However, it is also unlike any other major religion, in that there is no public worship. Rather, religious services take the form of, one day a month (It is different for every tribe) different religious leaders offer sermons on different theological topics. On the same day, there are rituals each individual observes. Individuals also are required to pray daily and fast on their birthday, if possible. There are also religious minorities of all the Abrahamic religions and of animism. It should be noted, though, that the majority religion does consider cats to be manifestations of certain aspects of Tinin, and almost all families will posess at least one. They are not worshipped, however.

Music plays an important part in our culture. Most music is simply sung, but there is also the traditional instrument, the itwed, which has eleven strings. Television was absent throughout most of the country until recently, where we have begun building repeaters for the country's one television station, and hope to develop more. Private television stations from other nations would be more than welcome as well.

Greetings, esteemed Ju-Korof, on behalf of the people of the Federation of Rittia. We are also a newly established independent nation. We have only today officially become independent from our benevolent former master, the Sultanate of Inshallah. I hope our peoples can cooperate effectively and attain prosperity for us both. In the first diplomatic gesture of the Federation, I am dispatching a member of our legislative body, the Council, who is held in high regard by his political allies and opponents, and who is a good friend of mine, Javier Geissler, to Alei Tornis to meet with you or another of your nation's leaders. Perhaps in the future I can visit you myself, but at present the task of governing my nation is very time-consuming.

From the descriptions of your nation I have heard, it seems you live in a desert area. Some of our scientists are former citizens of Inshallah and have experience with agriculture in very dry conditions. If you wish, we can send them to your nation to help improve your agricultural developments and thus allow your nation to be less susceptible to foreign economic imperialism.

Congratulations on your independence. This is exactly the type of arrangement we are looking for. Two young nations, working side-by-side, for shared benefit.

It will be my honor to meet Javier Geissler, and I will assure that he is given excellent accommodations in Tornis. I would like to know how Mr. Geissler intends to arrive: By air or by sea. If by air, there is an airfield a kilometer long at Alei Tornis. If by sea, he will stop off at our port city, Hujozi, and travel by rail. We will pay for whatever in-country transportation Mr. Geissler desires during his stay.

As far as agriculture in our desert, we have never had a problem with food. Centuries of pastoral tradition, and passed-down knowledge of where to find the best wild fruits, dates, grain, and herbs have guaranteed our survival. Assistance with agriculture, not to seem ungrateful, is not needed by us. We would not be averse at all towards the importation of foodstuffs, though. Variety in food is always welcome.

If there is any way we can help you, just ask. We captured large amounts of military equipment, for instance, when we drove all of the Colonialists out. We cannot use all of it, since there were so much more Colonialist forces than we have in our professional military at this point. We would be willing to give and sell at a low cost part of our weapons stockpile. Also, we would be willing to exchange technical advisors in industrial areas with you. The underlying way to independence is economic strength, and factories boost economic strength like no other endeavor.

I have also attached to this message a small information packet of information on our government and culture I have prepared and sent out with all first communications with governments.

I hope we will have a successful march to independence together.

We thank you and accept your offer of military equipment sales. We have freed up a good amount of money by reducing our nuclear arsenal (we regrettably were forced to keep some of our parent nation's weapons when we became independent in order to save them money) and would like to spend the extra cash on some weaponry we can actually use without heavy international condemnation.

We will gladly send you some of our agricultural surplus. However, our offer of assistance in the field of agricultural science stands, as we wish to make the "variety" you mentioned available to you from your own lands instead of other nations. We can't promise you could grow rice in a desert, but we can help.

We agree to the exchange of industrial experts. Our nation has just initiated an automobile construction program, and although our program will be internal, we have heard that a nation can make much money by exporting automobiles. In addition, the automobile factories will serve as prototypes for the military industry we plan to establish in the future.

We can work out the exact details of the arms and foodstuff trade at the conference, as well as the industrial exchange program.

As far as the agricultural issue, there is truly no one to use the knowledge. The nomads make up more than ninety percent of the population, and they are in no mind to settle down to tend fields. The remaining ten percent are merchants in our cities, who also would most likely ignore the issue of agriculture.

Also, my staff would like to set up in-country travel arrangements for Mr. Geissler. Will he be arriving by sea, or by air? He could also travel overland, although it would be extremely difficult. A trip where he arrives by sea at our port Hujozi, and then boards a train to Alei Tornis would allow him to see a great deal of the country on his way.

Councilor Geissler had originally planned to travel via a Rittian Federal Army Air Forces transport, but the offer to see the country by train has appealed to him and he will arrive at Hujozi on board the Rittian Federal Navy destroyer High Sultan. The High Sultan will remain in port while Mr. Geissler attends the conference, and if you or a representative would desire to visit the Federation, feel free to travel with him. Although Rittia's climate is almost always friendly, the political climate may be uncomfortable in the coming weeks as our President will be on trial relating to a most embarrassing scandal from which she may not emerge as our leader.

Aglar ux-Rihad squeezed the hand of his wife beneath the table, seated as they were one next to the other, facing across the long oak table which could seat seven - but currently only 'seated' three.

Of course, the table had never actually seated seven; this was, in fact, the first time it had seated three. Usually the four other seats were occupied by mere phantoms. Or, more specifically, heavily lagged trimensional representations of the other members of the Executive Council.

All of the seats each had name tags neatly engraved into the table - seamlessly so, in the stylized form of the High Nenya script, long and flowing characters faintly reminiscent of both the Feanorian and Arabic alphabets; Ma-Nenya, Ma-tek, Ax-turath, Vilya Elenosto, and Wolf Ville. The seat for the Custodial Protectorate of Wolf Ville was never taken; indeed, the seat was metaphorical, as it was empty. The place remained, however. There was one final seat, marked simply 'The Commonality'; this, predictably, was at the head of the table, where the Empress would be seated. Ma-Nenya and Ma-tek took the next highest slots, followed by Ax-turath and Vilya Elenosto. The seat for Wolf Ville sat alone, further down.

Currently occupied are the two seats for Vilya Elenosto and the Colonies, and the seat for Ma-tek, held by Ax-randiri Rihad, who sighs at Aglar's comment.

"The fact that the People still find discontent at the recent actions by the Armed Forces is not surprising, and, of course, is the reason for my journey, Vilya Elenosto; but let us deal with minor issues, first."

"Mmm, very well, Ma-tek," Aglar murmoured softly.

The High Lady Danielle smiled, lightly. "I have something. - Small nation by the name of Dorinal. We haven't recognized them, officially, yet. And the Diplomatic Corps has already requested permission to begin overtures. The 1st Ambassador acknowledges the traditional prerogative of the Executive Council to initiate the contact, of course."

"Mmm. What flag does IDFI have on them?" Ax-randiri Rihad arched an eyebrow slightly as he spoke, lips quirking just a little. "They're not trouble, are they, Vilya Elenosto? Won't cost us huge amounts of capital?"

Aglar laughed softly. "I looked at the brief earlier-"

"-as I well knew," Ax-randiri cut in, grinning.

"-and I noticed several key issues," Aglar continued smoothly, amber eyes sparkling. "Firstly, they are...a little..."

"Annoying?"

A sigh from Aglar. "Probably. Who isn't? Anyway, the brief on these suggests that they are rather predisposed to violence. Violent Humans are always in steady supply, of course, but these...they're not very long independent. Formerly a colony. They will likely view us with great suspicion; in fact, I suggest that we do the completely expected on this one. Send a ship, not a team via the more normal channels. It'll be expected of us; we do grand things like that, we Nenyar, and it'll make everybody nice and at ease."

"If they've even heard of you," Danielle teased, lips quirking.

"Mmm," Aglar agreed.

"I think you're right, Vilya Elenosto," Ax-randiri finally agreed, nodding. "We ought to play on those suspicions."

"I don't know about that," Danielle disagreed, seriously, her smile gone. "If we antagonize them at all, it could make things far more difficult in the long run."

Aglar shook his head, slowly. "I see your point, sweetheart, but we have no intention of invading them. The gunports will be sealed, as usual. "I agree," Aglar stated somewhat needlessly - he was already nodding.

For her part, Danielle sighs. "I don't know. Why don't we just...ask what they want?"

We would be interested to send a representative to Dorinal to discuss potentialities; by what mode of travel would you prefer them to arrive? We tend to prefer to utilize special diplomatic conveyance vessels, but are open to suggestion.

We are hosting a conference in our capital, Alei Tornis, is a week's time. (OOC: It's in the thread below, feel free to join) We would be very pleased if you would attend.

You may come by whatever means you wish. Your vessels may dock at our nation's sole port, the city of Hujazi. A train runs once a day from Hujazi to Alei Tornis, and vice versa. Your accomadations in country will be provided for, as will the costs of train transporation.
