A royal tour (AMW only)
Ever since Zhang's return from his European tour, Zhang had not visited any other states on diplomatic missions. With the war in the pacific a major issue on the minds of everyone he worked with, he had considered making a trip to the island nations in the Pacific that were sitting nervously while the French and the Beth Gellens blew each other up, to let them know that China had not forgotten them, and that they would have friends in high places should they require aid or assistance.
Zhang's assistants began the important tasks of arranging contacts and such for a Pacific tour.

As the Emperor walked out onto the runway from his light plane, he realised this was the first time he had been to Tonga. It was warm and dry, a perfect place for some light diplomacy or a friendly visit. He was slightly overdressed in his Emperor's dress, and so had opted for a simple but neat looking short-sleeve shirt. He looked towards his host - they were preparing a traditional Tongan warrior dance.

As the tour progressed, Emperor Zhang met with the King of Tonga, Tupou IV for a friendly chat.
The main point of their chat : The Chinese government is willing to work with the Tonga government to expand cooperation and push forward long-term and stable ties, with an emphasis on economic, cultural, and military co-operation. Zhang spoke highly of Tupou IV ,who made important contribution to normalization of China-Tonga relations.
Zhang also pledged an increase of aid to Tonga, with an immediate pledge of some $100 million and the underwriting of a new school, a new hospital, and a Chinese funded high speed fibre-optic cable. In addition, Zhang touted the "economic benefits" resulting from granting basing rights to the Chinese Navy, and asked Tupou to seriously consider the proposal.
After the meeting, the two men and their delegation shook hands and pledged to do increase China-Tongan relations as quickly as possible.

After spending the next day touring the island, meeting the locals, and promoting China and giving speeches on the topic, Zhang leaves Tonga for his next destination - Nauru.
Arriving at Nauru International, Zhang greets the Prime Minister of Nauru, Ludwig Scotty.
General Liu reads a magazine article about the progress of the Emporer's tour of the Pacific with utter interests. It is indeed delightful to see these islands no longer needing to be fought over diplomatically by the Mainland and Taiwan, unlike 20 years ago. Few of the world's major powers would court them, leaving them as territories of diplomatic conquests for the two Chinas. Now that there is one China, friends are still great to collect.

One of Zhang's first tasks after arriving at Nauru was to attend a traditional village feast, aka a buffet lunch on the beach. As the Naurans had lost much of their culture, Zhang ended up eating western style food and watching a game of rugby while he ate, deciding to watch instead of play for fear of getting trampled by their "Jonah Lomu" wingers. Zhang was impressed by the Naurun hospitality in preparing excellent food while their national budget blew out again and again. News of Zhang's Pacific aid programme had definitely reached isolated Nauru and the extremely generous aid package to Tonga had wetted (whetted?) their appetites. After the buffet lunch, Zhang and Scotty began the tour of the island accompanied with light conversation.
It was clear that the unsustainable extraction of phosphate deposits had caused severe environmental damage. The other concern noted by Scotty was the crash of living standards experienced since the end of the phosphate dream. The detention centre and Australian aid payments were not enough, and often late. In turn, Zhang proposed an aid package that would be aimed at helping the Naurans generate enough income to run a viable state, and also promote Nauru in China and internationally. Zhang's package would be similar to the Naurun House enterprise previously owned by their government - the Chinese government would lease four inner city buildings to the Naurun government for a total of $1 for one year, and the Naurun government would in turn sub-lease it for a profit. In addition, the inner city buildings would also be able to promote Naurun interests in China such as tourism and investment links, generating further synergies to the Naurun economy. Zhang had also asked Scotty to consider accepting a Chinese military basing agreement. The two governments also pledged to develop further links in the fields of tourism, trade, and environmental rehabilitation research.
OOC: I think it's 'Nauruan'. You should consult the CIA World Factbook before you write about foreign countries. Nauru's the size of a small town. How can we have bases there? One military contingent can swamp the entire country. Don't forget, they also use Aussie dollar.

Feel free to visit East Islandia if you wish...it has been a while since we entertained any _Taiwanese dignitaries.
After the Nauruan trip, Zhang makes a long delayed reply to the Quintonnians and the East Islandians, using the communications suite on an ECNA S-900 WIGcraft. He was sick of flying, opting to wait for a more comfortable WIG.
"I would be honored to visit your esteemed nations," Zhang replied to his invitations.

Reservations at the Lotus Sea Resort are immediately booked; due to security reasons, however, Emperor Zhang will not be residing in an overwater bungalow and instead will live on a beachfront cottage. He will ostensibly spend some time scuba diving, canoeing, and enjoying the sun for one or two days, and then will be transported to the south of Islandia, where he will possibly tour some cities.

The whirlwind tour was really beginning to tire him out, despite him being incredibly fit for an older gentleman. High Chief Tamulafili extended him a pleasant welcome, complete with an ensemble of indigenous Samoan drumming. Of course, it didn't take long for aid to pop up in the topic of conversation. While attending to Chinese interests militarily was not possible 'in the foreseable future', better China-Samoan and aid could set the country on that path, the straight-talking High Chief commented.
Zhang was somewhat surprised by the Chief's style, but it did not offend him. Some more chit chat about the rugby followed, a common interest of the two men and they talked about Samoa's close game against the English side in the World cup for example. As the two men got talking about food, Zhang noted that Taro was used in many Chinese dishes, and the talk naturally drifted onto trade deals. When the two men finished their discussion and their meal, Zhang had agreed to removing the Taro import barriers in China and $35 million in annual aid, more than quadruple the amount donated to them by New Zealand. The high chief also offered to seriously consider the benefits of a base lease to China's military.

Emperor Zhang is free to come and go anytime he wishes, though it would be best if he informs the Islandian Foreign Ministry a week or so in advance. There will be a government Airbus A380 awaiting him at the airport of his choice, and possibly a fighter escort (the Emperor is free to bring his own) and mid-air refueling will be provided if needed.
In the meantime, China receives an offer through the Foreign MInistry to rent out some bases.
OOC: Is that offer East Islandia renting bases to China, or is the EI military renting bases in China?
Zhang notified the authorities of his intention to visit - it had been a while, and he was looking forward to talking with the Islandians.

I dont believe Zhang has met any Islandian diplomats before...or at least none that are still in power.
And EI is renting bases to China because of a recent round of downsizing. It was met with opposition from local communities who depended on the bases for their living, so a compromise was made: rent out the bases to other nations and keep the livelihood of the locals.

As Zhang arrives in East Islandia, he is met at Gateway International Airport in Erdana, in the East Lotus Sea.
Deputy Foreign Minister Yamato Kazuo and Premier Flaherty will meet him on the tarmac.
The Government of China appreciated East Islandia's offer and the Ministry of War and Defense has made a secure plan to allow the East Islandian Locals to remain in their job position.
The East Islandians will remain working alongside the Chinese. A Naval, and an Overseas Military Base is likely to be contructed in East Islandia. The Chinese Parliament has given permission to Emperor Zhang for constructing a deal with the East Islandians.
