Please note: the ONLY person (apart from forum moderators/administrators, obviously, though I doubt it will be necessary) with permission to post in this thread is the current World Cup Committee President, whoever it may be (currently me, but that won't always be the case). Anyone posting in this thread without permission will be subject to a loss of WCC voting privileges for one (1) World Cup. No exceptions. If you want to discuss something posted here, do it in the designated discussion thread (http://forums.jolt.co.uk/showthread.php?t=293066).
This thread will be used for official WCC announcements from the President, and ONLY for that.

All right, here's what we're going to do.
Those who are eligible to vote (see below) should contact me (TG, IRC, whatever) with a first and second choice for which proposed reform method they think is best. Eligible methods are all those posted in the discussion thread in the most recent designated time period.
vote tabulation
At the end of the voting period, all first-choice votes will be tallied. The proposal with the greatest number of first-choice votes wins. In the event of a tie, I will look at second-choice votes, and the one with the greatest number of second-choice votes wins. If it's still tied, I'll work something out then. Not meaning to blow it off, but I'm still pretty busy this week and don't have a whole lot of time to think about it right now. I'll be much better off at the end of the voting period.

All those who were eligible to vote before Spaam's original proposal was initially instituted shall retain eligibility to vote for this event. In addition, anyone to whom suffrage was granted as a result of Spaam's original proposal also is eligible to vote, since it has not fully been stricken from the books.

Proposals 998 and 999 (counted as a unit)
Proposal 998
This proposal supercedes any previous proposal or rule concerning the WCC.
1) The WCC for a particular World Cup shall be formed only of nations which have posted rosters during both that World Cup and the previous, and the previous World Cup hosts.
1a) Any nation eligible for the WCC must signify their acceptance to the President (2). The list of nations will be announced in public.
1b) Should more than one eligible nation belong to the same entity, the only one of said nations can become a member of the WCC.
1c) Should an entity not declare all member nations (including puppet nations) belonging to itself, then that entity, and all its nations (including puppet nations) shall be permanently banned from that and all future World Cups. Said entity can appeal the decision, but result of such appeal is entirely subject to the discretion of the WCC.
1d) Any member nation can be removed from the WCC and/or the Emergency WCC (3), by the Emergency WCC (3). This can only be done by a majority vote.
1e) The role of the WCC is to vote for the next World Cup hosts, the President (2), any decision that the President (2) chooses to put to vote (2d), and any other roles that this proposal sets out.
2) The President of the WCC shall be elected from among the WCC by public vote after every third World Cup.
2a) The candidates shall each be nominated by two WCC members. No WCC member can nominate more than one candidate or themselves. If there is only one candidate there shall be no election.
2b) In the event that the election does not result in a majority, the two nations with the most number of votes shall participate in an auxiliary election. Should this not result in a majority, or it is not possible to get two such nations, then the President shall be elected by the Emergency WCC (3).
2c) The Emergency WCC (3) can initiate an election at any time. This can only be done by majority vote.
2d) The role of the President is to maintain the list of nations in the WCC, make decisions, and any other roles that this proposal sets out. Such decisions can include putting a decision to the WCC (1d).
3) The Emergency WCC shall be formed by that subset of the WCC that are previous hosts of the World Cup.
3a) The Emergency WCC can be invoked by the President in the event of a decision that needs to be made within 3 RL days.
3b) The Emergency WCC can overrule any decision by the President, and vote on such a decision. All details pertaining such overrule must be announced in public to the WCC. The President can require that the WCC vote on such a decison in such event.
3c) The Emergency WCC can in extreme cases remove the current hosts of the World Cup. This can only be done by a majority vote. It is the role of the President to choose the replacement hosts, but this decision can be overruled by the Emergency WCC (3b).
3d) The role of the Emergency WCC are only those set out in this proposal.
4) The Vice President of the World Cup shall be the runnerup in the election for the President.
4a) If there is more than one runnerup, the Emergency WCC can either decide which runnerup shall be Vice President, or initiate an election for Vice President.
4b) The role of the Vice President is only to act as President should the President be unable to function in their normal capacity.
Proposal 999
This proposal supercedes every single other proposal and rule, except Proposal #998.
The hosts shall have complete control over the World Cup EXCEPT for
A) The WCC.
B) Various hosting rules: e.g. 4 cup rule, 2 host rule, etc...
C) Various signup rules: e.g. one puppet rule, non-puppet over puppet rule, etc...
D) General organisation of the World Cup proper: 8 groups of 4, 3 matchdays (every team play every other in the group once), top two teams in each group proceed to knockout stages, though the manner in which they do that is up to the hosts. 3 points for win, 1 point for tie.
E) Tiebreaks: Points then GD then GF then record against tied team then whatever method the hosts deem fit.
There shall be no other rules. The hosts shall be responsible for any screwups.
Proposal A
Proposal A: Proposal for the NationStates Football Association [NSFA]
The NSFA would oversee the running of World Cups and other umbrella tournaments such as the Baptism of Fire Cup and the Cup of Harmony.
It would comprise of two-nation departments running specific areas plus an ordinary membership.
These departments could include Statistics (in charge of maintaining KPB rankings: possible members Bedistan and Kaze Progressa), Communication (telegramming participants, advertising NSFA-run tournaments and informing members of votes: possible members Druida and one other) and Adjudication (settling disputes: possible members Rejistania and one other).
There would also be a group of ordinary members, maybe around twelve. These could be elected after every Cup by the existing members - a possible method could involve three nations elected every Cup, serving four-Cup terms. These votes would take place under the STV or AV system to faciliate additional choice. They could go on the same ballot paper as the World Cup hosting votes. Ballots would be sent via TG by the Communication Department and would be returned to the sender.
The entire NSFA would vote on certain issues if called by the Adjudication Department.
The intention is to balance the WCC's existing structure (which isn't inherantly bad) with a desire for inclusion that the WCC at present does not provide.
Proposal B
Proposal B: On the Further Inclusion of Nations into the Day to Day operations of the NS World Cup.
With an Increasing number of inactive past hosts, it is now more evident than ever that the World Cup would benefit from having non-hosts involved in the decision making process.
However, Dedication to the cup should still be a requirement, and past rulings such that the missing of two consecutive votes or ceasing of nation would obviously result in being replaced on the commitee.
Anyway, The Old point of Past Hosts being accepted to the committee would still stand, This would, off the top of my head include the following active nations:

This leaves at minimum 12 nations, at most 17.
It is my belief that adding the World Cup Champion to this list would help reward participant nations with no desire or ability to host, who have a long standing history of dedication to the cup. At Current, only Commerce Heights and Crystilakere would benefit from this, but with non-members such as Squornshelous, Dance2Revolution and Melmond coming close in recent cups the potential is there for this to be an inlet for active, non-hosting nations to get their say as well. I think it is important to have a permanent way for nations that can not dedicate or have the desire to host an entire cup to attain a spot on the WCC as a result of their continued dedication to the cup itself.
This would leave around 15-20 nations.
It is my belief, that the role of this commitee should be increased. If there was more of an honor to being on the commitee, maybe more people would take it seriously, other than having to beg to receive host votes.
I believe, that at the end (or beginning, however you see fit) it would be beneficial for the above "Hard-Coded/Permanent" WCC members (Obviously Subject to activity) to participate in further elections in where members would nominate 3-5 at large World Cup Participants for a "Guest" Role on the commitee. The "Guest" members would vote on all issues, including host, for the duration of their elected period (one cup), at which point they may be reelected by the same process, or replaced by the same process. (For the nominations, a similar process to president could be used where each member nominates 3-5 nations, and those with the most cumulative nominates are accepted, but this is negligible and could be worked with later)
The Exact Number could be set, or variable. But Inevitably I am talking about something like this
15+ Former Hosts
2+ Past World Cup Champions
3+ Elected Guest Members
Which would form a 20ish-Nation WCC. Again, the numbers are not specific, just here to give you a general idea of what i'm trying to say.
Basically, the WCC as it is is just too damn inactive to matter. Hopefully something like this would spruce it up abit, not only by adding activity, but also by adding new ideas from new members, and by allowing the traditional "outsiders" the chance to have their opinions counted equally in the WCC.
Subsequent Proposal for Host Voting:
Instead of requiring a tallying of 80+ Votes, the 20ish-Nation World Cup Commitee, with representatives from -Past Hosts -Past Champions -Elected Members (Obviously those dedicated to the cup with high participation levels) would choose the host, With the option of using one of these, or coming up with a new method, including but not limited to -The inclusion of an open vote for all Non-WCC members that could count as the equivalent of one WCC Vote, or 5 WCC Votes, or could be used in the event of a tie, or some other method decided by the WCC. But the open vote would be apart of the Host Selection Process. The WCC Cannot vote on the finalized method of selecting the host until the At-Large members are elected to complete the commitee for this world cup.
By having a smaller commitee and requiring only a percentage of participations, it allows for quick decisions to be made if necessary without having to resort to a total dictatorship. By not fully relying on an open vote, the possibility of widespread corruption is extremely limited, but still rewards those who participate with a place to voice their opinion, and ultimately cast a vote.
Proposal KR1
This proposal supercedes any previous proposal or rule concerning the WCC.
1) The WCC for a particular World Cup shall be formed from the following:
Arridia
All hosts that have posted a roster in any of the previous THREE World Cups.
WCC President and Vice President if not covered by the above.
Five nations voted for by public poll for a two-cup term (see 1a)
1a) Nations can be nominated in the Discussions Thread from nations signed up for that World Cup by any nation other than the nominee at any point between Day One of the BoF and the final day of Qualifiers. The vote is then put to the "public" on Day One of the Finals, with polls closing at the end of the day of the Final itself. One vote per player, and only nations participating in that particular cup and existing WCC members are allowed to vote.
1b) One WCC membership per player.
1b) Should a player not declare all member nations (ie puppets) belonging to itself, then that player, and all its nations (ie puppets) shall be suspended from that and the next three World Cups. Said player may appeal the decision, but result of such appeal is entirely subject to the discretion of the WCC.
1c) Any member nation may be removed from the WCC. Such removal can be initiated by the EWCC (see below).
1d) Any member nation may resign from the WCC by informing the President via telegram. The President may also resign, by informing the Vice President.
1d) The role of the WCC is to vote for the next World Cup hosts, the President (see below), any decision that the President (see below) chooses to put to vote, and any other roles that this proposal sets out.
2) The President of the WCC shall be chosen from among the WCC by public vote after every fourth World Cup.
2a) The contenders shall each be nominated by two WCC members. No WCC member may nominate more than one contender. If there is only one contender there shall be no vote.
2b) In the event that the election does not result in a majority, the two nations with the most number of votes shall participate in an auxiliary election. Should this not result in a majority, or it is not possible to get two such nations, then the President shall be elected by the EWCC.
2c) The EWCC (see below) can initiate an election at any time.
2d) The role of the President is to make decisions, and any other roles that this proposal sets out. Such decision may include putting a decision to the WCC.
3) The Emergency WCC (EWCC) shall be formed by that subset of the WCC that are previous hosts of the World Cup.

4e) In the event of Presidential resignation, the Vice President shall become Acting President for the remainder of the Presidential term. The EWCC will choose an Acting Vice President from within the WCC.
Proposal A-14
[The WCC]
The WCC for a particular World Cup shall be formed only of nations which have met one of the following conditions:
* Previously been ELECTED as host for the World Cup
* Previously been CROWNED as champion for the World Cup
* Received Nominations from 50% of the participating members During the Voting for host. (At-Large Members)
* When WCC Members Submit their vote for host, they will include with it a list of nations they feel deserving of a place on the WCC. There is no limit to the number of nations that a WCC can nominate to be on the WCC, but they must nominate at least one.
* Any nation that is nominated by 50% of the WCC members participating in the voteshall be a member of the WCC for the duration of the Cup, up to and including the vote for the host of the next World Cup, where they can then be re-nominated by all members including themselves.
Details:
> Any user can only vote using one eligible nation. IE: Only one of Vilita & Turori would be able to vote.
> Any member nation can be removed from the WCC by majority vote, especially if they are inactive.
> The WCC for any particular World Cup will vote for the next World Cup hosts, the At-Large Members for the next World Cup, the President, and any decision that the President chooses to put to vote
> While the WCC Votes are being collected, a public poll for HOST should be run. Should the WCC vote result in a deadlock, the public vote will decide the host from amongst the bids receiving the most WCC votes. Puppet nations should not participate in this poll, or risk being excluded from the next world cup through the discretion of the President..
> Votes should be Telegrammed to a neutral nation that is accessible by The President, The Vice President and Arriddia, or another elected member should he decline the role. Should the number of WCC members exceed the number of Telegrams in a box, multiple neutral nations can be set up, or, WCC members can confirm a single official e-mail address and CC an email to the 3 vote-tallyers.
[The President]
The President of the WCC shall be elected from among the WCC.
* Each WCC Member will send their single nomination for president along with their vote for host, and can not nominate themselves.
* If the current WCC President receives a nomination from at least 50% of voting members, no election will be held.
* If the current president receives less than 50% support, The WCC members will hold a seperate vote for president, choosing from the Current President and the additional member(s) with the most nominations
* The WCC can also call for a stand-alone election at any time with 2/3rds support, or, should the Current President support it.
* All proposals for resolutions or matters of interest must be sent to the President, and not publically slapped for an ego-fight. The president will go over the proposal, and if it is well-worded, will post it Anonymously for discussion. If the President is not available, the Vice-President (The loser of the last election) will take his place.

In a Nutshell: The WCC consists of One Telegram per cup, consisting of a nations Choice for Host, Choice for At-Large WCC Members, and Choice for President.

Benefits:
- Allows any number of active nations to earn a full-role on the WCC
- Upholds benefits to being host
- Includes Public Voting for All-Members at each Host Election
- The Entire Process is run through One Single Telegram or E-Mail, once per cup
- Addresses concerns about Powers. Participation requirements are not needed as any nation is subject to WCC removal via vote should they become inactive or for any other matters.
- Minimizes Corruption and Allows for Nations to be removed easily if need be.

* Setting a Term-Limit for WC Champions, such as X amount of Cups following their title.

Official and Important Statement from Kaze Progressa about World Cup 25:
Owing to the World Cup 25 Organising Committee consuming far too much Orcinus - or, in OOC terms, a simple blunder - we missed TnUI from the signups.
Milchama had previously offered to withdraw puppet Collonie from the competition if required, and this will now be done to allow TnUI in.
To ensure group balance is retained, a new group draw will be required. This also allows the formula to be tweaked slightly to prevent an excess of upsets as was seen on MD1.
We apologise for the confusion and inconvenience and hope that you roleplay it creatively and with good humour.

World Cup 26 Host Votes
To all involved National Football Associations and equivalents,
With the World Cup 25 Final fast approaching, the hosts for the centenary World Cup of Football now need to be decided. There are two pairs of hosts bidding for the honour of hosting this tournament, 100 years after the first in Ariddia. The two bids are:

Simeone Di Bradini stands alone on the stage, a stand in front of him with two simple microphones, behind which is hidden a written copy of his script as well as the envelope containing the name of the winning bid to host World Cup 26. It would either be Liverpool England and Rejistania or Commerce Heights and Oliverry. The World Cup Committee President knew precisely which one of those he'd prefer to win.
"... after so much excitment, and I have to say," he added, "personal enjoyment over the last installement of the World Cup in Kaze Progressa and Audioslavia, the time has come, finally, for me to announce the hosts for the centennial Cup, World Cup Twenty-Six."
A ripple of applause went around the room as the cameras focussed on the main bidders.
"And the hosts," he began, opening the envelope, "of World Cup Twenty-Six, will be..." His face showed the dismay of a man crushed by the truth he had to reveal. "Oh for fuck's sake, are two-thirds of you people stupid? Why in the hell would you lot vote in someone like me, then decide to vote for a pair of countries like..."

Bedistan and Fmjphoenix have pitted themselves against The Archregimancy and New Montreal States for the honour of hosting the twenty-seventh World Cup. And now, after voting by the World Cup Committee, I can officially reveal the results."

Simeone Di Bradini, World Cup Committee President, was striding past the assembled press corp, who were all flashing their bulbs and yelling random questions at him: except one.
One question wasn't so random.
"Mister Di Bradini!" The voice yelled in a distinctive Legalite accent, for some reason it made him turn around.
"Billy McPhay, Numalian Explorer Daily," The words spilled off his tongue like he'd said them a million times, tripping over into his question, "we have evidence that the nation of Spaam has been chosen to host the Cup of Harmony! Is this true?"
Simeone was taken aback. No-one should know that quite yet, much less be blurting it out in front of the various media men from nations such as Spruitland, Krytenia, Casari and Schiavonia.
"Numalian Explorer Daily has the Harmony Scoop!" McPhay cried out again. "Read all about it in the evening edition!"
"Okay!" Yelled Simeone. "You've got the scoop, alright. Spaam will host the Cup of Harmony for World Cup Twenty-Seven. By Six votes to Three, over Liverpool England and the Macabees with one abstain."
"And the World Cup itself?" Simeone thought on this question for a while. Bugger it, he thought, I'm not running for President again after this.
"The Orthodox bid of The Archregimancy and New Montreal States will host World Cup Twenty-Eight, after gaining thirteen votes to Druida/Tadjikistan's eleven. Liverpool England and the Macabees received two votes."
Right, now he was off to get pissed.

[OOC: Even though Star is technically back from his weekend away, I'll do the honors, as per the last call for bids]
Sal Langston's quiet friday was interrupted by his secretary. "Message from the World Cup Committee, via the Starblaydi Football Federation, Mr. Langston."
Sal blinked. "For me? Why would the WCC have anything to talk about. I already put forward the news on next year's Baptism of Fire."
"Actually, sir, it's not for you" continued the secretary. "It's actually for the Vice President of the World Cup Committee, who, of course, comes out of the Legalese delegation."
"I still don't know how we got nominated for the Presidency," muttered the Executive Director, before continuing. "Shouldn't that go to Jordan, down in Bellona?"
"No sir, he only wanted the job if we happened to win over Lopez and the Starblaydi delegation. He's back full-time running Oatka United."
Sal thought quickly, before making a decision. "Here, I'll take the letter for now, and see what Giovanni wants."
After a moments pause, in which Sal opens and reads the document, he continues: "eh, so Lopez taking a holiday, as they call it? Typical, with the Cup of Harmony stuff to be decided. Now, who should I get to run this?"
His secretary had no real response, other than that it wasn't something she knew much about.
"Alright then, let me go find ourselves a vice president."
Sal walked down the hall, looking for the first person he saw. It turned out he'd have to look down, as that person was only about 4 1/2 feet tall. He stopped the person with a greeting: "Hey Rickey, how are you today?"
"Hi Uncle Sal!" said the 12-year old son of Rocco Comienze, the Legalese National Team Coach. "I'm doing great! We got to play outside in recess today. I won the game of gladiators."
Sal let the last comment pass, figuring it didn't involve swords and disfigurement. "So, kiddo, how would you like to do something for me?"
Moments later, with the statment signed, Rickey ran back towards his dad's office. "Hey dad! Guess what I am now!"
The statement signed by Ricky Comienze, though typed by "Uncle Sal's" secretary, went like this:

With eighteen votes received, the motion to reduce the Qualifying bonus from 5 to 3 has been passed. This will apply from World Cup 33's Qualifiers onwards.

Bid Proposal!
Bidders: Unified Capitalizt States (Capitalizt SLANI) and Cafundéu
Scorinator: A spreadsheet using the Schiavone International Scorinator formula (as used in World Cup 30) will be used.
Desired group structure: Ten groups of eight (fourteen matchdays); the top three teams from each group will advance. The first tiebreaker will be number of wins, followed by head-to-head results, goal difference, and goals scored.
Other group structures: Ten, twelve, or fifteen groups of any size, depending on the number of teams signed up. If there are ten groups, the top three teams from each group will advance. If there are twelve groups, the top two teams from each group will advance and the third-place teams will play a two-leg qualification playoff. If there are fifteen groups, the top two teams from each group will advance. Groups will have an even number of teams if possible, to avoid bye days.
Group draw: Pots based on KPB ranks will be used; the order of teams for scheduling purposes will be randomized.
Ranking details: KPB scores will be used rather than sequential ranks; pre-qualifying ranks will be used throughout the cup.
RP bonus: A bonus for the overall quality of each player’s RPs so far will be multiplied by a modifier for RPing “frequently,” “occasionally,” or “never.” Someone that posts one great RP will get a larger bonus than someone who posts poor RPs every day, but someone who posts great RPs frequently will not have an overwhelming advantage.
RPs posted during qualifying will be included in deterimining the bonus for the finals.

Do you wish to repeal the Vilitan proposal but institute a French-style vooting system where the top 2 candidates go and run off in a second vote against each other, if no bid receives a majority in the first round?

Bid submissions are now closed. The vote will begin Friday 7 March at 0000 GMT (7pm Thursday on the east coast of North America). For real this time.

BAPTISM OF FIRE VOTING
Voting is now open for the 31st Baptism of Fire competition, to precede World Cup 44.

As the World Cup Committee President is involved with one of the bids, please send all votes to WCC vice-president Zwangzug.
Any votes sent to either of my nations (the Archregimancy or Alasdair I Frosticus) will be ignored.

EMERGENCY WORLD CUP COMMITTEE REFORM VOTING
Several proposals, outlined below, have been made regarding the potential reform of the Emergency World Cup Committee and its duties. Nations making formal proposals include Starblaydia, Qazox, Ad'ihan (formally putting forward proposals originally written by Krytenia), and the Archregimancy. I have not identified which nations have made which proposals in the list below in order to respect the principle of neutrality, but the respective nations are free to identify themselves in the Discussion Thread if they so wish. Proposals are listed in the order they were TGd to me - no favouritism is implied by the order.
I have gently edited a couple of the proposals. If they original proposer objects to this editing, please contact me by TG.
All WCC members are eligible to vote; proposer may vote for their own proposal. The list of eligible WCC members remains the same as in the previous post.
Voting remains open until 18:00 UK time on Saturday the 28th of February to allow ample time for discussion.
Votes from nations whose first letter begins with a-m should TG their vote to Alasdair I Frosticus, please. Votes from nations whose first letter begins with n-z should TG their vote to The Archregimancy, please. This lessens the chance that votes will be lost if I receive a lot of TGs in a short space of time.
A proposal must receive 50% of votes to win. If no proposal gains 50% of the vote, the two highest vote-getters will go through to a second round of voting (in the case of a tie for second, all relevant proposals will go through; in the case of a tie for first, only the two first place proposals will go through).
Do please read the proposals carefully. These reforms are significant.
EWCC REFORM PROPOSAL 1:
1 - The World Cup Committee (WCC)
Nations shall gain a place on the WCC by virtue of:
i) having posted a valid* roster in the previous two World Cup Roster threads.
or
ii) being currently active whilst having hosted or co-hosted a World Cup tournament in the past.
The WCC will be entitled to vote on Baptism of Fire, World Cup and Cup of Harmony hosts, as well as in WCC Presidential elections.
2 - The Emergency World Cup Committee
There will also be an Emergency World Cup Committee formed (currently by former World Cup host nations, but with a future structure as to be decided by later discussion and vote) for emergency situations when the Committee or President require fast decisions from a respected voter base.
*'valid' meaning that the nation posted the roster while competing in the tournament, and did not post one retroactively by gravedigging old roster threads or posting rosters for tournaments they were not signed up for.
EWCC REFORM PROPOSAL 2:
1 - A minimum of 2, and a maximum of 5, WCC members shall be elected to the EWCC in addition to its current membership of past WC hosts.
2 - The criteria to be used in determining those eligible WCC members than can be nominated shall be the following:
i) The Nation shall have competed in NO LESS than in THREE World Cup qualifying attempts of the last FOUR World Cup qualifying attempts.
ii) The Nation shall have competed in, at a mininum, the previous TWO World Cup qualifying attempts consecutively, and have been an active participant, (ie: Posted roster and RP'ed in at least 1/2 of the qualifiers), in said World Cups.
3 - The members shall be nominated by the WCC, approved by the incumbent WCC President and Nations CANNOT Nominate themselves for the voting list.
4 - The vote for the nominees shall take place at the same time as the vote for WCC President. If there are less than 2 eligible nations, (ie: 1 Nation eligible) then no vote shall be taken, until there are at least 3 nations are eligible. If there are 6 or more nations eligible to be nominated, a vote by the WCC will determine the nations elected to the EWCC, with nominated nations ineligible to vote for themselves; with teams receving at least 50% of the vote being elected to the EWCC. Nations voting in EWCC election MUST vote for at least 1 nation.
5 - The Duration of the elected EWCC members shall be the same as the WCC President, Three World Cups. If a nation elected to the EWCC becomes ineligible due to failure to maintain the criteria needed for nomination during a World Cup, said nation shall be dropped BEFORE the beginning of the next BoF host vote takes place.
EWCC REFORM PROPOSAL 3:
The Emergency World Cup Committee shall be renamed the Executive World Cup Committee; their duties and functions shall remain the same.
EWCC REFORM PROPOSAL 4:
1 - The EWCC shall be made up of those nations that fulfil all of the following criteria:
i) Must have participated in the last three World Cup tournaments, and have at least posted a roster for each.
ii) Must have hosted or co-hosted a WCC-sanctioned tournament.
iii) If an existing member, must have voted in at least one of the previous three EWCC votes.
2 - Should any of these criteria no longer be met, the EWCC member will be suspended until they re-fulfil criteria 1 and 2. (That will entail hosting another tournament.)
3 - Former WCC Presidents, the current WCC President and VP, and World Cup Founder Ariddia, will be exempt from suspension as a mark of gratitude for their service.
EWCC REFORM PROPOSAL 5:
1 – The Emergency World Cup Committee shall be renamed the Executive World Cup Committee.
2 – In addition to its current membership of former WC hosts, the EWCC shall also consist of the current WCC president, vice-president, and the host(s) of the most recently completed Baptism of Fire and Cup of Harmony hosts (when not already members in their own right).
3 – The WCC shall vote to decide the hosts of the World Cup and the Baptism of Fire.
4 – The EWCC shall vote to decide the hosts of the Cup of Harmony, and to choose replacement hosts of WCC-sanctioned tournaments when one or both of the original hosts are unable to complete their hosting duties.
EWCC REFORM PROPOSAL 6:
[I][note - this is not technically a proposal, but I've personally added it to the list to allow voters the option of maintaining the current structure, if desired]
I reject all of the preceding five proposals, and vote to maintain the current WCC/EWCC structure.

No proposal gained a majority of the votes, and a second round of voting is therefore required.
