Allanean rearmament of Khristian nationals has resulted in a rapidly escalating conflict on Mars, as a coalition led by Bajon attempts to limit the flow of weapons across the Allanean border. With neither side willing to attempt a peaceful solution, and with Allanean lack of diplomatic ability, it is most likely that the current situation will result in a full-scale war. The cause for ESUS involvement in the conflict remains unclear, although the giving away of Allanean Martian territory to ESUS members suggests the exchange of significant resources on the upper tiers of ESUS hierarchy in return for military support. Whether or not ESUS will continue to support Allanean actions in the region remains unclear. With members of such prominent organizations as VERITAS, NDA, MIDAS, and the Triumvirate maintaining significant holdings on Mars, a wide-scale assault by ESUS forces may escalate the localized conflict into an intersystem war.

OOC: Well, here I am. Got to help Allanea after all. ESUS constitution issues and all that. Auman, a lot of ESUS members are used to fighting against multi-galactic Empires with thousands of multi-kilometer uberships. Most of them are actually nerfing themselves for you. No need to be hostile OOCly about our 'cardboard armies.' (If I misunderstood your meaning, I apologize. Knowing what people actually mean on the Internet is really tough to do without smilies.)

Now some information about me. Basically, I take an extreme quality oriented stance, with twelve total capital ships and perhaps ten million military personnel all told. This ship is on the lower tier of my fleet, more suited to the general vibes I'm getting here as opposed to my larger and more powerful craft.

Star-Captain Tarsus frowned as he read his new orders. He'd never liked Mars much, too primitive and filled to the brim with too much alien scum. And now, he had to go and bail out an ally there who had apparently gotten into things a bit over their head. Well, every cloud has a silver lining. At least he'd be getting some action soon, and perhaps he'd get some elvish heads to mount on his wall.

"Helm, plot a course to Mars. Get the fighters prepped and the Knights drilled. My gut is telling me that we're going to be wading into a bloodbath here." He said, swallowing hard and thinking about his men. How many would he have to bury today? How many would have enough left to bury?

Each crewman went about their assigned tasks with the efficiency and diligence as befits a Veteran crew of the Human Empire. They had participated in the scourging of dozens of worlds, purging elf and alien alike. They worked like a well-oiled machine, and it certainly showed.

The ISV Harbinger moved quickly, its reaction less drives accelerating it away from Pluto and its patrol route quickly. Moments later, free of the Kuiper traffic, it engaged its quasi-space FTL drives, opening up a brutal, hellish green opening into the bizarre alien dimension. An opening that the comparatively small Harbinger soon exploited. A jump between two points in a star system is a simple procedure, requiring but a tithe of time to complete, moments in fact. Soon, another bizarre portal opened up near the blockade fleet, a few light-seconds out. Within weapons and communications range, but not so cloase as to provoke aggression. Hopefully.

"Jump successful. Approaching Mars, sir. Wait, receiving a message. From the Aumani. They're basically telling us to get the hell out of Dodge, sir."

"Aren't these the guys who are blockading Allanea?" Tarsus asked. Unlike many of his contemporaries, he wasn't so rabidly anti-Xeno that he was prepared to fire on a totally unknown force.

"Aff, sir." The young communications technician said moments later after consulting the sparsely populated intelligence report they had been given.

"Open a channel. Good. Attention all parties involved in the blockade of Allanea. This is Star-Captain Frank Tarsus of the Human Imperial vessel ISV Harbinger. I respectfully request that you cease your blockade of Allanea's Martian holdings before blood is inadvertently shed. Surely we can work out a peaceful solution to your problems here." Tarsus said, his ashen and teal-trimmed uniform glimmering in the brightly lit illumination of his ship's bridge. He'd taken the propaganda courses. He fully expected the blockaders to ignore him and open fire on somebody, yet painting the enemy to be the aggressors was always a good idea. Sun Tzu had a whole book devoted to subterfuge and PR. And Tarsus was an avid reader…

The two kilometer long vessel made no effort to get closer to the blockade, no effort to look hostile. Of course, any scan would speak volumes of the Harbinger. It was well armed and well armored, a true ship of war. But the weapons remained static, ready to be charged at a moment’s notice, yet not appearing hostile except for their sheer, imposing size.

‘The Way of The Mindset’, by the glorious founder of The Empire, teaches us many things. ‘Destroy the destroyers’ was perhaps the most relevant to the current conflict. Things had escalated quickly; Retroa could tell that a full out battle was not long off. The vacuum of space seemed several degrees colder as the hairs on the back of his neck prickled. His ship was new; it hadn’t ever seen military action. The current interim government had invested heavily in shipbuilding industries, and this shiny behemoth was the result. He knew it well, every system, every sub-system, but he couldn’t help but question the competency of officers that hadn’t seen The Empire go to war in their lifetimes. Holographic training programs could only teach so much.

‘Bah,’ he thought to himself. ‘Perhaps my age is showing. It’s but four hundred years since my last battle. I may be rusty, but I am no fool. We’ll prevail.’

Intership communications began to cease as the Mindsettian ships approached the shimmering red disc hovering in space before them. Their drives silently disengaged, and they cruised at a happy 7000km/s towards their destination.

“Sir, we’re approaching the Mars-Jupiter Lagrange point. This is the point of no return, we will be unable to FTL out after we pass the Thelasi FTLi border.”

Retroa stayed silent for a moment. Then, he spoke clearly: “Power up weapons. Prepare for combat. All decks, battle positions.”

"The support request filed by the Kajal Mars Defense Force has been recieved. The Fifth Fleet has been deployed and will arrive shortly."

Due to the FTL denial field, the fleet would have to come out of subspace transit perilously close to Mindsettian ships. If the fools chose to fire on the Kajali fleet, it would be their mistake.

The Fifth Fleet came out of subspace closer to Mars than the Mindsettian fleet had, having nearly skimmed their mass shadow. Proceeding to Mars at full burn, it would be extremely difficult not to notice the Kajali fleet, as the engines of its vessels burned quite brightly in the void. If the Fifth Fleet was fired on en-route to Mars for "fleet exercises", ESUS would likely start to have a very bad day.

After all, Kajal was a full member of VERITAS, and even though the Kajali elements over Mars were supporting the Bajoni, they had yet to fire a shot.

The Ineffable Empire is concerned about the growing military buildup around Mars, and in its usual fashion intends to further the problem. A further ten battlegroups are being moved to Martian orbit from Ledan and Terran posts to augment the two already present, all should be within extreme weapons range within ten minutes, and Martian orbit within the hour. Further [read: most] Ineffable forces are present in the system, and reserve forces can be drafted in from The Seven Systems should a system-wide war break out.
The Ineffable Empire wishes it known that if the Bajonis continue to fire upon the Allaneans we will be forced to retaliate.
Above the Ineffable Martian Colony, the two battlegroups began shifting themselves into standard defensive formation, and shields were raised.
The PRG's frigates dropped into a lower orbit, to to shield against any retaliation against the Ineffable colony from orbit.

The Bajoni began transmitting encrypted messages to the allied fleets. They stayed firm on the blockade line. Nothing would get past. And space would remain quiet a little longer unless the Allaneans were stupid enough to fire, and that was certainly a possibility.

To ensure that the Allaneans would not be foolish enough to run the blockade, the loaded Bajoni freighters emerged from the rear and positioned themselves on the blockade line directly in front of the Allanean ships. The freighters will constantly adjust to Allanean course changes. Would Allanea aggresively ram ships to start a war?

The Allanean fleet that was approaching the planet was coming closer and closer, radios blazing out the same songs that were heard earlier, symbols of Allanean pride and freedom. The floors inside the ships vibrated slightly with the power of oversized loudspeakers, rebounding within the very bodies and souls of the excited troops. Some would call it brainwashing. The Allaneans call it "Psychological Personell Preparedness", or PPP.

Speak of it, USS Miriel nos Feanor was getting readied, as well - back on Earth. If it would be impossible to get the ships the Khristians needed to them before the Tyranids attacked, the USS Miriel nos Feanor would come to their aid - even though everybody hoped it would never be needed - reality indicated otherwise.

"All the better. If they want to be the biggest source of EM radiation in the sector, let them."

The Kajali fleet elements remained silent, with the occasional tightbeam transmission between ships.

Official Message from the USF of Tiburon

Due to a lack of support for the proposed peace conference on Konpetioh Island, the government has decided to cancel the conference.

Konchion Island, Tiburon Mars

Konchion Island was only a few miles from Konpetioh Island, but had a radically different purpose. While the glass-paned building that was to host the peace conference could be seen clearly from over on Konchion, the building on Konchion was the temporary headquarters of Tiburon forces in the Martian theater. Troops from a massive military buildup to crush the Tyranids were now being moved to this island and the surrounding areas, preparing for a strike from The Silver Turtle. Although Allanea and Bajon were still considered friendly towards the USF, it was impossible to determine whether the old UNAOTO/GDODAD tension would still play a factor.

And meanwhile, in the largest city in Tiburon Mars, New Helic City, radio stations- simultaneously- began to play a song with a great deal of meaning now.

No Khristian vessels could enter or leave Mars now that the FTL denial fields were in place. They hadn't enough conventional fuel to leave the field, nor the money to purchase more. All refugee rescue operations now ceased, and the President of the Khristian Free State(on a diplomatic mission to the Wazzu Elysium) was unable to send messages back to the GEC-42 system. But the Khristians weren't the only ones affected. Most likely, trade was being greatly inhibited and it was only a matter of time before the FTL denial field, had to come down.

The people the Allaneans were trying to save, and the Bajonis to keep from being armed continued to be slaughtered on the plains of Qaaolchouraav Mars.

Her Majesty and Her Majesty's Government wish to intervene before this simple conflict is exploded out of proportion. We appeal to the Everlasting Realm of Bajon, based upon our long-standing friendship with those of Olympus, and to the Duchy of Kajal Mars, based upon our mutual alliance through MIDAS, to call for a cease fire. We call upn the nations of the ESUS, the Ineffable Realm of the Silver Turtle, and the Khristian Free State to honor this attempt so that both sides may come together in an emergency conference held under our auspices.

This conference will be hosted at the United Star Empire's treaty port of Agraria, along the northern coast of Mangala.

Her Majesty and Her Majesty's Government believe we can already alleviate some of the matters causing concern to our Martian allies. The history of the Khristian society does not lend itself well to trust. Irregular militia forces have long been the bane of many Martian nations, militia forces that may or may have not had the support of either the current government of the Khristian Free State or various other national governments. Be that as it may, the Khristian Free State does exist at this time and as such does have the right--as does any other nation--to defend itself, its borders, and its citizens.

We propose that the Khristians allowed to arm themselves for purposes of defense and security only, and we offer observers drawn from both Her Majesty's Reichswehr and Her Majesty's Kriegsmarine to review Khristian intentions and report to both the governments of Bajon and Kajal to show that the Khristians are conforming to the plan that they are only creating a national defense force. We will also negotiate to have observers sent so that Khristians promises to disarm recently purchased naval units will be disarmed as they were promised.

I strongly urge all nations to consider these proposals, but not consider them a final definite draft. Such a document can only be made by mutual consensus of all parties involved, which Her Majesty and Her Majesty's Government hope can be reached in a joint conference at Agraria.

The Ineffable Empire wishes to avoid a war if at all possible, and so will gladly attend these talks. Khristian militants have in the past been a nuisance to The Ineffable Empire, and so though new to Mars we sympathise with the Martian nations, though we will defend our Allanean allies if need be.

We also offer a way to ease the Everlasting Realm's concern regarding ESUS forces currently deployed in the Martian planetary system. Her Majesty has order Vizeadmiral Virgil Severns, commander of the Kriegsmarine Sol System Task Force (SSTF), to deploy his flag squadron and the SSTF's First Cruiser squadron to monitor and secure the blockade zone.

This way both sides in this conflict can be assured a neutral party will be on hand to either confirm or disprove any attempts to implicate either side of wrong-doing, or attempts to break the terms of the truce that will hold during the talks at Agraria.

"It's a safety measure. In case I go mad. To be honest, I'm surprised I haven't done so already. Try managing hundreds of these little observation stations, conversations, meetings with the Padshah, Judges, at the same time. It can be quite a strain."

Halls of debate - central chamber - Pluto.

ISIS' holographic sparkle danced off of the walls and table as her holographic avatar explained the situation to Lord Jikan and Padshah Yang-chen II, leader of the Eternal Empire.

"It would appear that our new allies, the Allaneans, have gotten themselves into a bit of bother, and managed to get themselves blockaded in the process. They have requested ESUS assistance. Member nations have already reacted at this point, including Senior Directors Central Facehuggeria, and The Mindset. At this stage, we are trying to end this conflict without bloodshed, and it has been requested that all ESUS vessels return to friendly Jordaxian space whilst a conferance takes place. It would be only polite to grant them permission." ISIS stated.

The Padshah nodded in concurrance. "Grant them permission to use whatever facilities that they need, but request they see to providing their own supplies as quickly as possible. We have not had time, as you know, to prepare for numerous guests."

"Of course, Padshah." ISIS hologram turned to Jikan. "And what about you? Shall I request that you be allowed to attend the conference to express Jordaxian interests should this escalate?" she asked.

"No. I believe that Hakue would be better suited to represent us. She is of a more suitable temperament, and as Judge of the defensive fleet, she will be called upon to protect Allanea should the blockade continue." Jikan stated.

"I shall brief her on what she must do promptly, and make ready a vessel for her." ISIS said. Her hologram lost cohesion as she left the debate.

Turning to Jikan, Yang-chen asked plainly:
"Do you believe that diplomatic talks will be successful?"

"I do not believe that Hakue will let us down, Padshah." Jikan responded. "But I do not believe that either the Allaneans nor the aggressors will be so willing to back down. I know nothing of them, and almost equally little of the Allaneans, so far... but diplomacy is rarely a dominant force in our universe. It would be wise to prepare ourselves for the worst."

Yang-chen nodded, and waved his hand, dismissing Jikan to go and make his preparations.

Communique to Valinon relations.

As an ally of Allanea, we have interest in the current hostility surrounding its territory, and have the wish to end them before they can escalate and cause un-necessary death. This is why we request to attend the talks, in the hope of bringing about closure in this unfortunate incident.

Official Statement of the United States of Allanea

Given the fact that among the Khristians, no competent pilots are available to pilot our decomissioned war vessels, the United States of Allanea will, as a unilateral gesture of goodwill, remove from the the craft shipment package designated by Liberty And Truth Act 20??. We request that Bajon remove it's craft from our borders for the duration of the conference as part of a reciprocal gesture of good will towards the people of Allanea.

Furthermore, we recommend the following with regards to the Khristian Free State:


1. That the creation of a Khristian Navy will be postponed until such a time as they establish themselves as a peaceful nation,

2, That the Khristian Armed Forces will be supplied immediately with M-16A1 assault rifles, Maxim 1917 machineguns, MG-151 25mm autocannon, and engineering equipment for the purpose of combatting the Tyranid invasion,

3. That the United States of Allanea aid in the training of the Khristian Armed Forces [KAF],

4. That Valinoni, Bajoni, and Mindsetti observers are placed with the KAF to avoid it's misuse,

The ten approaching battlegroups swiftly turned and headed back in the direction of Jupiter. Approximately half of the Ineffable Empire's spacefleet was stationed there anyway, so it was assumed detouring them to the outer solar system was pointless. Especially since there was no intention of moving all naval assets from their usual base.
Still, most of the battlegroups above Mars also began heading for Jupiter, accompanied by the frigates from the planetfall readiness groups. The heavy cruiser holding the party, however, remained, since it was hardly likely the delegates wished to be whisked away. This also left the carriers in orbit above the colony, but these were still essential for the support of the colonists.
An Asceticism of Action class vessel was subsequently launched from the remaining heavy cruiser, and headed for the conference, with delegates aboard.

OOC: Where I come from, using OOC information ICly is bad form. OOCly everyone knows that Allanea is shipping WMDs to a 'terrorist' nation. But ICly, how can you know? You see a large cargo shipment of what appear to be conventional weapons. What nation in their right mind is going to jump to the idea that Allanea is shipping WMDs when they see that? It could be simple weapons, or even ammunition, or medical supplies.

And even if you did somehow find out that he was shipping chemicals, how would you know what kind of chemicals? After all, they all look the same when they're in a nondescript plastic drum. For all you ICly know, Allanea could have been shipping fertilizer. Or pesticides.

Now for the nuclear weapons, all you'd see is the minimal radiation signature, right? (Assuming of course that Allanea didn't line his transports with lead, or find some other way to block the radiation.) So who is to say that Allanea isn't shipping fuel for nuclear fission reactors?

Unless you've RPed agents infiltrating Allanea and watching them loading nuclear bazookas into the crates, how can you ICly justify knowing or even suspecting that Allanea is shipping anything other than conventional weapons? Is there any evidence at all? All it looks like right now is an arms transfer between two allies to me.

3. There are enough satilites, scanners, detectors and other equipment floating around mars to see an ant walking through a forrest. There is no way in hell that your trucks could make it anywhere without being seen by several nations, and then there is no way that those nations wouldn't use satilite imaging to take a peek at what those things are carrying.

Now, I don't know about every one else, but I'd say that even just seeing standard weapons would be cause for a blockade... I don't know about seeing the nukes though.

Lord Gerard de Luc feels ever single moment of his five centuries as he slowly climbs out of the aero-car. He collects his cane, something he did not need when he was last in the employ of the diplomatic service, and his comp-pad, something he has always had, then brings up the debriefing report. Gerard was officially retired from the employ of Her Majesty's Ministry for Foreign Affairs, but Archduchess Lydia Skye was at an event at Olympus Mons and the Star Empire's diplomatic service was stretched thin across the red planet. So, Gerard and his wife Katherine had been woken in the small hours of the morning by Consul Willis MacRae, with a desperate request from Duke Sterling himself to handle this one matter. And now the aged ambassador finds himself reading another debriefing, before another emergency conference, in the hanger carefully concealed in the central spire that houses the majority of Agraria's local government.

Gerard looks up as he hears the familiar rapping sound of hob-nailed Sardaukar jackboots approaching. A man in a Reichswehr generalmajor's uniform is approaching, followed by a man in the typical Valinor three-piece suit and a woman in a simple white dress.

"My Lord," the generalmajor says to Gerard with a perfect salute and deep nod, "thank you for coming on such short notice."

"Her Majesty summoned me, General Ehrhart, I can do little to not heed the call. Besides, it seems the situation is rapidly spiraling toward a critical junction."

"Yes, My Lord. I believe you know Consul MacRae," the man in the suit offers a bow to Gerard.

"I take it Lady Lydia wishes that I be kept abreast of more...current events on Mars, Herr MacRae."

"That is Her Grace's intention, My Lord," MacRae, the long-serving ambassador to the Duma, says, "I will also serve as your adjutant for this conference."

Gerard nods, then turns to the woman and gives a bow of his own.

"And you must by Lady Grey. I must apologize, My Lady, I'm afraid I did not happen to attend the ceremony were you were elevated to Levenbreech after Baron Han-Su's retirement."

"Think nothing of it, My Lord. But I am afraid I must beg that you let me be excused. I have the Council summons in Mizar to attend, and unfortunately I cannot miss it due to the situation in Noachia. I have left instructions with my staff to assist you in any way they can. The chambers of the Agraria privy council have also been set aside for the use of the conference delegations."

"Thank you, My Lady. I will not hinder your depature any further," Gerard watches from a slight bow as the Levenbreech of Agraria moves to board her own small aero-car. With her depature, Gerard turns back to Ehrhart and MacRae.

"And so, Generalmajor, Consul, what information do we have at hand?"

MacRae pulls starts to speak, most likely pulling information from his own Nu-space cranial implant link.

"Almost all of the factions involved in this issue have confirmed they will attend the conference, or will send a representative once the ESUS contingent in orbit withdraws to Pluto. There are also several additional ESUS nations petition to be granted obsever status."

"Any instructions from the Ministry regarding their status?"

"New Koln has said the matter is left to your discretion, My Lord."

"They have no stated demands other than the observer?"

"None, My Lord."

"Convey a message that on my behalf that they are more than welcomed to send observers. I see no problems with it so long as they are able to maintain a sense of decorum and dignity, which I think they will surely be able to handle."

"I will do so at once," MacRae brings out his own comp-pad, and begins to dictate.

"Now, General Ehrhart, what do we have in motion in regards to the security aspect of this conference?"

"Vizeadmiral Severn is under way from Earth and should arrive momentarily to oversee the ESUS withdrawal and begin monitoring the blockade zone, My Lord. Kommodore Colwyn has already deployed his own cruiser squadron from Voltaic and interposed his ships between the Bajoni and ESUS forces. Once the ESUS forces withdraw, Admiral Severns has said that he will arrange an appropriate escort for all parties diplomats in bound from space. Generalmajor Saint-Clarke has said he will arrange an escort for the Bajoni and Kajali delegates from Sheffield."

"What of the Khristian matter?"

At this MacRae looks up, "We have had no word from the Free State at this time. Currently my office and Her Grace's office in Mizar are trying to contact the Khristian president in Elysium so that we may either arrange transport or for him to attend the conference via Nu-space link. But they have yet to make contact with either the Free State government proper or the President in the Union."

"With the Tyranid invasion, it is a wonder the Free State government functions at all," Gerard says, amazed that the Free State still has managed to cling to a desperate existence.

"I have also taken some liberties in regards to the Khristian crisis, My Lord," Ehrhart says. "I detailed one of the battlegroups being deployed to strengthen the defensive lines of the Barazun and allied forces to cover an evacuation of the remaining Khristians. Additional drop ships, transports, and Needlers are being dispatched from the Kohler Installation to protect and ferry the Khristian refugees to Saavedro until the Kriegsmarine's escort force can be sent to cover the Reichswehr transports being dispatched from Alpha Centauri."

"Can we handle all the Khristian refugees in one convoy?"

"Between the Mizar Eleven Corps transports and my own commands, easily."

"Excellent, that is at least one arguement we will not have to deal with in this conference. The Bajoni will be able to trust the Star Empire to peaceable move the Khristians to their refugee colony in GEC-42, and the ESUS nations most likely do not care about the eventual fate of the Khristians."

Ehrhart nods, then pauses for a moment. His eyes have that slight glazed look when one receives a priority link over an implant.

"News?" Gerard asks.

"Vizeadmiral Severns has arrived in-system. I suspect the ambassadors will be here shortly."

In orbit over Mars, the Sol System Task Force's First Cruiser Squadron had already interposed itself between the Bajoni and ESUS forces. The elegant lines of the cruisers, and the harsher, elongated lines of the frigates are in a formation obviously more geard to interposing their numbers and bulk between the two opposing forces rather than to enter combat. They moved rapidly from HMSS Voltaic in orbit over Mars, with shields at the ready and a basic network of Mobile DOS system drones deployed to cover themselves and the space between the two fleets.

Suddenly, a series of swirling blue-white exit points shatter normal space fifteen degrees above the plane of the blockade zone. Fourteen ships seem to stretch outward, then snap back into normal sizes. Eight winged battleships dominate a formation with an outer flank of four hammerhead destroyers and a close perimeter support of two angular Zophia-class EW support vessels. An all channels general broadcast goes out a few moments later. A man dressed in the ship fatigues of a vizeadmiral appears. He is unsually tall and thin, even while seated, and possess a countence of willowy strength. Most notably, the color of his eyes seems to shift and change, although they eventually settle on a grey-blue shade.

"This is Vizeadmiral Virgil Severn, of Her Imperial Majesty's Kriegsmarine commanding the Sol System Task Force. I am here to supervise the peaceful withdraw of the ESUS contingent from the Mars planetary system and to provide a neutral escort for all diplomats bound to the Agraria conference from an orbital approach. After the withdrawal I will integrate my command into the blockade zone so that both parties in the conference may be assured that there will be neutral and impartial observers to monitor any and all activity in and around the blockade zone. All further questions may be directed to my flagship, the HMS Protector."

Gerard de Luc quietly listens to the two proposals, momentarily thankful that both sides seem more willing to make concessions than he initially estimated. He clears his throat and eyes both representatives carefully.

"I would like to announce that at this time, a deployment of Sardaukar from Her Majesty's Reichswehr are already moving to secure the withdrawal of all remaining Khristian refugees on Mars. These refugees will first be moved to Saavedro Industrial Aerospace Port in northwestern Mizar where they will be given medical attention, temporary housing, and other temporary humanitarian support. An appropriate squadron of Reichswehr transports and ships drawn from the Dominion of Mizar's local militia are being raised to carry the Khristians to the GEC-42 system. This convoy will be escorted by a small flotilla to be assembled from Vizeadmiral Severn's command."

"As for the matter of the creation of Khristian national defense force. The Star Empire has previously offered to train and support a Khristian defense force. However, the last Khristian revolt and the following round of Khristian-based terrorism have let this offer languish in limbo. The Star Empire is still willing to train and equip the Khristians to a necessary level so long as the Free State is willing to allow observers and periodical investigations to ensure such methods are not being used to raise irregular forces to committ acts of terrorism against the Martian international community."

“Any vessel in violation of sovereign Federal space around Pluto and Charon will be shot at. We recognize few claims in the area and none of them belong to any of the belligerents. Consider this a first and only warning. Keep in mind, the Federal Navy is tried and tested, and more than capable of engaging a multiple front war. As for the Mars situation, the Khristian population should be fully aware that our government will view their armament on Mars as an act of war. You can be absolutely certain that our past actions toward your people will dictate what happens to your people in the future. Any nation attempting to arm, or invade the planet of Mars should right now be warned off against it. Such actions invite a very nasty response from a broad community of nations with multiple ties.” Governor General Fredrick Tatum was direct and to the point, the short communication was sent out when there was a lull in message traffic and broadcast on multiple frequencies. The Federal Republic just coming off a highly successful war against Crimmond was morale wise ready for anything. Experience wise the Crimmond conflict solidified the belief in many of the training regimen conducted by the Federal Space Navy’s two-war colleges located at Groton, Connecticut and Chimera Space City.

On the surface of Mars, surface to orbit weapons located in New Huntington were being brought online. New Boston was still a rather new colony but the massive airfields located in the eastern half of the nation were still well stocked with men, equipment, and aerospace fighters and bombers from the Tyranid conflict. In orbit, the 2nd Fleet under command of veteran Admiral Nelson Fortune was on alert and running combat drills over the Northern and Southern poles of the planet. Out on the edge of the solar system the 3rd and 5th Fleets sat ominously in the shadows of Pluto and Charon while Last Chance Naval Station in Charon Orbit ran patrols of Broadsword Bombers and S/A-59 Star Shark Fighters. On the ground of both planet and moon, the 4th and 5th Marine Divisions, which had already entrenched their positions, were making sure the newly set up Surface to Space weaponry were operating at optimal efficiency. It seemed no matter how peaceful the Federal Republic wished to be, others would keep antagonizing them into open conflict. The universe was definitely a cold and hostile place.

The United Star Empire of Valinon, acting as a neutral intermediary and negotiator on behalf of the Everlasting Realm of Bajon, the United States of Allanea, the Extra Solar Union of Systems (represented by the Pacifist Star Empire of The Mindset and the United Fascist States of Central Facehuggeria in their capacity as Senior Directors), and all relevant observers hereby presents the first formal draft of the Treaty of Agraria to resolve the matter of the Everlasting Realm's blockade, the conduct of land deals in New Alabama, the future of the Khristian State and its military, and the humanitarian relocation of the Khristian refugees. The agreed points of the treaty follow as such:

Section I: Agreements Regarding the New Alabama Territory

Point I
The United States of Allanea agree that all nations who negotiate to administer and hold territory in the New Alabama zone will create only civilian colonies that will not possess any military forces or infrastructure outside of those necessary to maintain a due and proper police security force necessary to maintain civil order and peace.

The refugees of the Khristian Free State at the hands of elements of the Tyranid invasion horde will be secured and safely relocated by detachments from Her Imperial Majesty's Reichswehr to the Saavedro Industrial Aerospace Port in the Dominion of Mizar. After receiving basic medical and humanitarian care, the Khristians refugees will be relocated peaceable via escorted convoy to their refugee colony in the GEC-42 common Martian colonization system.

Point II
The signatories of this treaty hereby agree that the Khristian Free State will not for the foreseeable future be permited to establish an independent space force. The United Star Empire of Valinon will pursue negotiations with appropriate representatives of the Khristian Free State to bring the Free State under the protective umbrella of the United Star Empire. In basic, Her Imperial Majesty, Empress Friedelinde Alderman I, and Her Majesty's Government will agree to protect the Free State and provide system defense forces in return for Khristian oaths that they will not pursue policies of active aggression against other nations, or sponsor terrorists or terrorists organizations.

Point III
The signatories of this treaty hereby agree that the Khristian Free State will be allowed to create a standing army in the interests of maintain internal security and defense. This proposed Khristian defense force will be trained and equipped by the United Star Empire of Valinon. 3. That the United States of Allanea aid in the training of the Khristian Armed Forces [KAF],

4. That Valinoni, Bajoni, and Mindsetti observers are placed with the KAF to avoid it's misuse,

Currently, such a massive movement of Khristians is uneeded and impractical. Of the roughly 400 million Khristians in the Qaaolchouraav Area, there is perhaps only room for 3 million at the current facilities in the GEC-42 system. Eventually the facilities will be expanded, but currently resources and provisions only allow for about 100,000 to 200,000, although I trust the various nations assembled here for their aid.

The Khristian Free State will maintain a territorial claim on Mars, although perhaps smaller than the current territory.

As stated earlier, training of military servicepersons is welcome.

As stated earlier by the Valinor, to whom we are eternally grateful, everyone soverign nation is entitled to a military. Especially when such a... benevolent and understanding nation as yourself threatens genocide and enslavement of an entire race.

The Treaty of Agraria, Section III(From page 4)

Section III: Agreements Regarding the Khristian Free State

Point I
The refugees of the Khristian Free State at the hands of elements of the Tyranid invasion horde will be secured and safely relocated by detachments from Her Imperial Majesty's Reichswehr to the Saavedro Industrial Aerospace Port in the Dominion of Mizar. After receiving basic medical and humanitarian care, the Khristians refugees will be relocated peaceable via escorted convoy to their refugee colony in the GEC-42 common Martian colonization system.

Point II
The signatories of this treaty hereby agree that the Khristian Free State will not for the foreseeable future be permited to establish an indepent space force. The United Star Empire of Valinon will pursue negotiations with appropriate representatives of the Khristian Free State to bring the Free State under the protective umbrella of the United Star Empire. In basic, Her Imperial Majesty, Empress Friedelinde Alderman I, and Her Majesty's Government will agree to protect the Free State and provide system defense forces in return for Khristian oaths that they will not pursue policies of active aggression against other nations, or sponsor terrorists or terrorists organizations.

The signatories of this treaty hereby agree that the Khristian Free State will be allowed to create a standing armed force in the interests of maintain internal security and defense. This proposed Khristian defense force will be trained and equipped by the United Star Empire of Valinon. The acting President Peter Ikatori agrees with point one but would like to further discuss certain aspects of points two and three. " Yet later in point three: "The signatories of this treaty hereby agree that the Khristian Free State will be allowed to create a standing armed force in the interests of maintain internal security and defense." The Khristians are a spacefaring people, and have been for over a hundred years. Therefore, a space force is neccesary and vital to the Khristian lifestyle. Also, there is a large boom in the Khristian population foreseeable in the next twenty to thirty years and the Khristian holdings through and the Sol system and the galaxy will most likely increase. While I do not question the size nor ability of the Valinor space force, I am quite sure they have other interests than Khristian interests and a Khristian space force could serve as an auxiliary branch.

To continue on the subject of Valinor's offer of protection, I am wary of placing my people in the hands of one nation. Although the Valinor are truly wonderful people, there are many risks and uncertainties, in my eyes, that come with this 'umbrella of protection.'

Other than these points, I have no further objections to the treaty at this time. As soon as these points have been decided upon, I shall sign the treaty in the name of the Khristian Free State.

"First of all, the treaty now accept the idea of a Khristian army. Not very well-armed, but an army - a key feature of an independent state. Trained, I may add, by people who would do it better than we ever could, and saving us the expense. Similarly, the Khristians who need to be evacuated will be evacuated and we will not have to pay for that, either. I don't think it's really possible us that the Khristians have a navy right now- but have the diplomats have a go anyway, just so we can go home and our conscience is clean, knowing that we tried."

I meant to say army rather than armed force, and that is a typographical error. It has since be edited and correct to eliminate confusion. As to the matter of a Khristian space force or a defensive pact, perhaps you and I could open a topic to address that on the Mars boards, ADK? Perhaps in the Duma warrens? Also note that the evacuation will only cover those Khristians currently threatened by the Tyranid invasion.

Aboard the USS Mutilator

A Porcupine Mark II vessel is very much like a submarine - cramped, hot, stuffy. The obscene amount of weapon turrets, reactors, ammunition containers leave little space for the crew - being a gunner on a Porcupine is not a job for the claustrophobic. Even among the healthy, it is not uncommon for two or three gunners to need help after an especially long patrol. And people that command Porcupines are always a bit... weird. Even for an Allanean.

Captain Lyndon Raven yawned as he threw his feet up the table. "So what is it you distracted me from my business this time?" Captain Raven's 'business', and everybody knew it, was playing an old game called "Dangerous Dave III" on a small computer he smuggled on board. Bringing civilian PC's into military facilities was illegal, but nobody really gave a damn.

The fact he wore a red baseball cap on board - during all hours, and even, some said, to the shower - was much more disturbing.

"Captain, we have a message from the New-Yorkers. Something about their territories."

For a momemt, Captain Raven perused the telegraphic note, then smiled.

"Well, tell them that if we know where their damn border is, we'll respect it. As for the other parts, it's not my business. Let the diplomats sort it out."

He then returned to the game.

How can you justify ignoring someone based on IC attitude? You attack or put diplomatic pressure on someone because of IC attitude, you know, getting them to ICly come around. An ignore is a purely OOC weapon, suited to OOC problems like godmoding or similar situations.

So it started as an OOC plot but mutated into an IC plot? Justified by the government hatred of the people who threw them off mars the first time? (And bombarded them back into the stone age, if I remember my NSLore right.)

I mean, any survivors aren't going to be too happy about being blasted into the stone age and thrown off a planet, so I could understand their hatred festering throughout the ages.

As for the wankiness of the thread, the fact that you even bother to claim fighting interstellar empires kinda shows that immediately. No one has anywhere approaching a large enough population to claim more than a couple of major planets and a few colonies.

Assuming you go strictly by the NS stats. I do, to an extent. But a lot of other ESUS members do not. I don't see the problem here. Because the majority of the ESUS uses a different system than you, it's inherently wanky? That doesn't seem very tolerant. Some of the people in the ESUS are great RPers and they choose to fight against multi-galactic empires and such because they think it's fun. But each one tries to stay balanced because otherwise you start to get into the realm of wanking. Basically, what I'm saying is that the ESUS tries to keep their militaries balanced and wank-free, so arbitrarily saying that our system is wank is not really fair. Each and every ESUS member who I've RPed with has weaknesses as well as strengths.

Personally I use the NS Population and economy stats as a sort of general guidline, a three billion nation being, in general, more powerful than a two billion and so on. But what I do isn't exactly important, so I'll drop this tangent.

Wanked harder? No. You misunderstood my original statement. I was saying that the ESUS was nerfing themselves to make this RP more fun. I never said anything about an eventual ESUS victory or defeat. I just said that it's not fair to call the ESUS militaries 'cardboard' when their RPing system is different.

Come to think of it, the ESUS usually beats its opponents through tactics and good RPing more than anything else. But I'm digressing again.

After all, should Allanea cease to hold that land for whatever reason, and another nation take that land, there is no reason it shouldn't have the right to defend said land as much as the rest of us.
