“Thank you, ladies and gentlemen for coming on such a short notice”, the Knootian ambassador said welcoming the assembled ambassadors of VERITAS nations. “I’m afraid there are some serious matters to discuss for the military pact; matters of which I have also apprised the other pact members and allies.”
“I will get right to business. This afternoon at 12:47 one of our MILSATS made a standard overpass over the eastern section of the northern Atlantic ocean.” – the screen behind the meeting table showed an image of the Northern Atlantic ocean with the continent of the Excalbian isles in the middle and Knootoss more to the east in Europe. “It revealed what appeared to be several naval battlegroups heading towards Europe at full speed.” – the screen showed fuzzy satellite imagery of a battleship and a destroyer from above.
The ambassador paused, gauging the disposition of the allied ambassadors. “Other MILSAT overpasses and an a radar scan by one of our Atlantic hydrographical ships have confirmed definitively that this constitutes a deployment by the Holy Empire of Excalbia. In fact, it would seem that the Excalbians have redeployed at least half of their Home Fleet with elements of their Expeditionary Fleet not yet accounted for as a part of this little pleasure trip.”
As the ambassador pressed another button, the screen switched to a computer projection with arrows moving east in the Atlantic forming into an unbroken vertical line. “As you can see, the bulk of Excalbian naval capacity is interposing itself along these lines… between the Excalbian Isles east of the Confederation of Sovereign States… and Knootoss.”
“Add to that the vitriolic rhetoric of their Emperor against our nation, and his threats to the C.S.S. We have already warned our Confederate allies that the Excalbians may be about to strike at them – but if they manage to cut them off from Knootoss and the world then no military aid can reach them. The CSS is a trading state, like us, and they cannot hope to hold alone if attacked. More worryingly, if the Excalbians move east then we will be cut off from the world as well. Their navy is substantial and we have reason to believe that they are not alone…”
The screen switched to an image of a man dressed in full Imperial regalia. “This is Emperor Andreus I Capet, the presently reigning monarch of Pantocratoria and a firm believer in the divine right of kings. He and the Excalbian Emperor have both been supporting the secession of a small state from the C.S.S. and the instalment of a loyal puppet-monarch there. With this person currently in Pantocratoria with a ‘government in exile’ it seems likely that they would join in with this mad affair.”
The map switched again to the military positions, this time showing blue question marks near Pantocratorian naval bases as the ambassador resumed his presentation. “MILSATS are trying to account for all elements of the Pantocratorian fleet but they have not yet successfully done so. CAESAR gives statistically relevant predictions that they, too, have taken to the Atlantic with an unknown number of ships from where they can strike at either Knootoss or the Confederation.”
The ambassador closed the presentation, and the screen went black. “It should come as no surprise to you, ladies and gentlemen, that we have mobilised most of the Marine at home as a precaution. But should things indeed go boom then we will need additional strength to defend ourselves against these two Holy Empires. That is why I am imploring VERITAS nations first of all to send ships to the North Atlantic to prevent them from successfully outflanking and then blockading us. If things do indeed go wrong then it will be too late if we have to call for help when the missiles reign down on The Hague again. Secondly, and I realise that this is a favour, that you exert some diplomatic pressure on these two countries to back down. You can be assured that we will try diplomacy in this matter but this may just be more effective if the world joins our call for peace.”

Lord Gilroth straightened slightly in his chair. "If Knootoss feels itself threatened, the Resurgent Dream has no problem sending naval reinforcements to waters near Knootoss. Should any attack be made or attempted on sovereign Knootian soil, then we will honor our alliance to the last full measure."
Gilroth then hardened his expression slightly and held up his hands briefly. "However, we are under no obligation defend the central government of Sovereign States from internal rebellion, regardless of whether or not that rebellion is supported by a foreign power. While we appreciate that Sovereign States is a friend of Knootoss, we see no reason why our alliance with Knootoss would give us an obligation to support the government of Sovereign States any more than Knootoss is required to give support to powers friendly to the Danaan High Kingdom, as Excalbia has always been."
He shook his head. "I will dispatch Danaan forces to help defend Knootoss against any attack not provoked by a Knootian act of war abroad and do so proudly. However, I cannot and will not ask my government to send Danaan men and women to die fighting against a valued trading partner and friend for a government that most of them have never heard of until today."

Ambassador Peter L. Montescu stood to his feet in the chamber, having been called to an emergency seating in the VERITAS main hall, particularly of the military alliance calling. He hadnt heard much himself of the situation, but for now, helping the Democratic Dutch Republic was not favorable, since most of what had been presented was entirely based on speculation alone.
I apoligise if you take offense Ambassador, however I cannot write my nation into a war against an aggressor who seems to be in the planning of an assault against a nation not even an alliance member. From what you have presented to the chamber, I cannot see how you expect me, nor the rest of VERITAS to react hostile toward these forces crossing the Atlantic as we speak, when you claim that they 'may' be heading toward your own nation as a target. I need hard evidence before I can even request of Indigo to mobilise forces. Now, as for the safety of the Knootian homeland, and its eventual populous, I will uphold as the treaty requires and expects, but for now I can only watch the gravity of the situation as it unfolds. My intelligence directorates will be watching the north Atlantic seas, and listening carefully for anything of concern, and my forces already there will be updated on a possible pending calling. For now, do not expect the Austar Union to come to the aid of the CSS, nor your forces whom may be fighting in that nation against the aggressors.

“Mr. Gilroth and Mr. Montescu”, the Knootian began, “While I thank the Resurgent Dream for your offer of naval reinforcements - what we are facing is not an internal Saxmere rebellion. It is the potential overrunning of Knootian forces inside Confederate territory in addition to a possible attack on Knootoss itself. Now, please forgive me but that would seem to me as very much part of our agreement seeing as Knootian assets would be attacked – unprovoked – by an aggressor state.”
The ambassador frowned: “I find it very unfortunate that the Union, being so close to the DDR, would refuse to send some ships to reinforce the Atlantic. I can assure you that the possibility of these ships doing anything else then heading for either us or the Confederation is slim indeed. Feel free to review our intelligence on the matter, it should be on your desks by now.”
He sighed. “We have no hard evidence of their plans by now as it took us by surprise, but their actions and their public diplomacy would seem to dictate a hostile position. What we need now is first of all to be sure that a strike against our homeland is impossible. For that we are asking VERITAS to insure our basic security. Secondly, that you help with this matter in a diplomatic fashion. Unless, of course, your foreign ministries are so terribly overstretched that a public statement cannot be managed.”

We have no choice but to comply. Aside from VERITAS; Knootoss holds quite an investment in what is our economy. Damn it, as if we don't already have enough problems. "The Councilstate will lend, to the defense of Knootoss, a carrier group, bearing northwest of the Excalbian fleet heading into the Atlantic." He spoke. "Interceptors from Novaya Zemlya and some of the closer Siberian islands will standby for any carrier-based sorties heading into Knootoss. I believe that our pilots can deal with the situation."
On the video feed, ASATs view the newly commisioned vessels in the carrier group as they cast off to the Kara Sea. Among them was BCV Iaroslav, the largest vessel, a battlecarrier. In all it's majesty, it can carry as much aircraft as a Nimitz class on the stern and as much firepower as an Iowa class on the bow. Such a project, a flagship, would have never been funded without the help of the Knootian economic reform. The Councilor squirmed a bit on his seat as he thought of that, Knootians reap their profits quickly. "BCV Iaroslav, CV Miroslav, CV Kralena will be under Knootian command until this situation is resolved; that will be all."

Gilroth almost jumped out of his seat, the silver radiance which normally surrounded his figure flaring as though of flame. Finally, tightening his expression to an ice cold demeanor, he regarded the Knootian ambassador. "For the record, you did just address me as Mister Gilroth?"
The Sidhe then shrugged off the next few statements. "I believe that our Foreign Minister is currently discussing the matter with the Knootian ambassador in Tarana. I trust our diplomatic support will be settled there."

Montescu nodded respectively and smiled at the Dutch Ambassador. Standing to his feet, it was important to comment in response to what he had been asked of. As an Ally, Knootoss was important to both Indigo Blue, and the people of this nation.
Indeed sir, I can respect your request. Please note however, that much of my forces are actually stationed in or around the area anyhow, regardless of even if I mobilise them. Indigo prefers to keep our forces useful, rather than acting as dead weight within our ports, so as such, there is no need to move the pieces around, proverbially. I can respect however that there is some degree of risk that the Dutch Republic of Knootoss could be attacked, even though I do stress that these chances are slim. My forces will only particapate in the possible defense of Knootoss for now, but if any actual assets of your nation are damaged or destroyed, then we may reconsider our position. Im afraid your armies do not come under these terms, since in this particular instance they are in a foriegn nation, assisting in the defense of somebody else.
I have no relation to this somebody else, so I have no personal interest in the situation except through you, who has his own cause in the matter. Frankly, im not willing to commit lives to someone else's cause right now, unless your soveriegn rights are actually stumbled upon. And as for your request for diplomatic response to the issue, I can at least do that for you, for the eventual defense of a friend and ally. Just give us time to word something appropriate.

'Particular ships, Pantocratian and Excalbian ships.'
'So?'
'Its of concern that they should be heading to Europe.'
'And?' Jason sighed
'We have assets there?'
'We do?'
'The Isle of Mann, the Manx territory?' the boy replied, his paitence wearing thin.[OOC: a claim I made way back in Dec of 2003, pretty much as soon as I was founded.]
'Oh right! So we do, talk to the MoD about it, not really our concern, unless they need other things doing.'

'MIRA and MEFO report sir.' the aide mumbled as he handed the yellowish folder over.
The Admiral and the General were sat at a large oak table, and large overseer screen sat behind them.
'Thank you Parsons, you can go.' the General clipped sharply.
'Overseer, grid reference #902445, Manx territory.' he spoke in a dull monotonous voice.
The logo of the MoD dissappeared, replaced by a picture of the Isle of Mann, on it was a single infantry figure, a single aircraft figure, and a small ship shilouette that looked like a PT boat, a letter and a number sat next to each.
'We have a single battalion of infantry, a single tank battalion, single airforce battalion, and about 5 ships which are elements of the 23rd Air and the 6th fleet respectively.'
'Well, we have a sit on our hand doctrine, but I have already ordered the 12th and 14th carrier groups to head there, their ETA is around two weeks, they're simply there to protect our holdings, I doubt anything will come our way, but just incase I've asked Air Marshall Fisher to send a few more birds there too, they should be there by dawn.'
'Fingers crossed that nothing happens?' the General murmured
'Fingers crossed.' Mused the other.

SatCom V - Somewhere Over the North Atlantic
It had no vision, yet it had proverbial eyes to watch everything. It had no mouth, yet it had the capability to communicate a situation completely, and effectively. It had no soul, and yet those who came into contact with its own defined abilities, could regard it just as intelligent as themselves. And orbiting higher than the Earth's atmosphere, the Sattelite dubbed, SatCom V reported all that was happening on at least one sixteenth of the planet surface. Today though, it watched and calculated the projectatory and speed of the enormous fleets crossing the Atlantic Ocean.
Having been advised by the foriegn department, the Austarian Intelligence Directorate had begun complete survellance of the areas around the fleets heading inbound, and had also begun watching the waters closest to the Democratic Dutch Republic of Knootoss, for any sign of wrongful intrusion. Add to that, in the skies had been dropped tiny, miniscule microbots, to act as the intelligence's own eyes and ears throughout the ships. Fortunatley, they had been designed so small they were invisible to the naked eye, and silent to every man's ear. With the automated ability to fly in random directions, just a few in the room could relay a man coughing up to SatCom V, which in turn could project the sound through a complex network of electronics, including audiological amplify systems, and voice distinctive technology, to literally recreate the words spoken and to broadcast them through the headphones of several intelligence operatives, back in the main operations centre.
Anything, and everything said and mentioned on board those ships could be listened to, translated effectively, and re-routed back to the homeland all within a process of two or three minutes. For the government and corporate demand factors had been so high that the development of technology in these fields would have been stressed beyond imagination. And this was a society of those who wanted the best of the best. 'To be the best, you must have the best, and to have the best, one must create it'. Yes, this was such a true statement and saying in the Absolutionist State of Austar Union.
In the meantime, on board the fleets which were already stationed in nearby, or relavant areas had been notified a simple message.
Be on standby for possible defensive procedures. Activate defensive nett systems, and be ready on the go. Further orders will be given.
Those with the ears to listen most certainly understood what this meant. It was probably an alarm, not of the lowest, yet not of the highest. Immediately, the eyes and ears of these fleets would be opened, and a good twenty percent of the Austarian fleets on standby manoever were ready. Of this, it could not even be estimated how many ships comprised the Austarian naval forces, for these were only the fleets subject to gravitational forces.

"Lord Gilroth," the Necrontyr representative, technically holding a similar title, said, "I am certain that the Knootian Ambassador means you no deliberate insult." Her gaze seemed to carry the unspoken addendum; he can after all, barely find his own ass, let the wit to insult you.
Aiyana Tiecean then leaned back in her chair and whistled. "Unlike our Daanan friends, I believe I can guarantee that my government will have no problem with sending troops to remedy this situation. If you are concerned, you may instruct the Confederacy to accept peacekeepers to deter any effort at invasion. Anyone who displeases us will find that once our soldiers are in, they are exceedingly difficult to remove.
"If you find this suggestion acceptable, I shall move on it immediately."

Some time later, Third Fleet began heading out of port and towards Knootoss. The amphibious assault ships, amphibious transport dock ships, and dock landing ships normally assigned to Third Fleet were absent. As they were unnecessary for this mission, they were taking the opportunity to dock for some routine upkeep.
The fleet came to a stop about three miles southwest of Knootian territorial waters. Fleet Admiral Pruonna Goblinsfoe hailed the Knootian defense command. ""This is the Danaan Third Fleet. We are now in a position to render any necessary military aid to our Knootian allies."
Meanwhile, Fifth Fleet, the entirely submersible fleet, began a patrol of the Atlantic, moving in a circular pattern between Knootoss and Sovereign States. They travelled below the reach of most eyes in the sky, usually requiring sonar from a nearby ship to detect their location.

OOC: Just to clarify, there are no Pantocratorian ships on their way, so if you're RPing seeing photos of them, that's fine... so long as you know that they're fakes. The only deployment of the Pantocratorian Imperial Navy is to the Excalbian Isles, participating in operations in Upper Virginia. Any competent intelligence service with spies in or stuff aimed at Pantocratoria and at the Excalbian Isles would be able to verify that all Pantocratorian naval assets are accounted for within a day. I'm happy for people to assume that their intelligence services are competent enough for me to be unable to hide huge ships from them. ;)

You can be assured though we will take up this matter with the Confederate government immediately to make the proper preparations. I also thank all of you who have pledged to undertake diplomatic activities or send troops in our possible defence”, he nodded curtly to the ambassadors of those nations. “It is very much appreciated and you are assured of our heartfelt gratitude.”
As his hand lingered on the table, the Knootian continued calmly: “Our ambassador in Tarana would hopefully be instrumental in these diplomatic efforts, as will other routes we are currently undertaking. I understand that some of you may be hesitant to commit in what is now only a potential conflict, but it is much better to prevent a conflict then having to stumble into one unprepared, as our experiences have taught us.”

Ambassador Felix Poveda of the Federal Republic knew where his government was going to take a stand in this matter. The Knootians contributed cash, and investments in the Federal Republic. While Excalbia was a political unknown to him. The concerns raised by the Danaan High Kingdom were noted, but when it came down to how the Republic would be swayed: the forth coming words would be of little surprise to those who truely knew the long standing history of the Federal Republic and and the Dutch Democratic Republic. "The Federal Republic whole heartedly supports our Dutch brothers in their endevour. While I can not at the moment make any supporting statement which would include military units I can say that economic wise we can provide fisical backing to your efforts."
Of course the Federal Republic gave billions upon billions in money to the Dutch Democratic Republic. A few billion more wouldnt really be noticed. Its was a promise and open showing of support though and that was critical while the head honchos back in New York City debated and contimplated the full extent of military support. Which again those who knew the long history of the two nations knew was coming. Just how large, and how soon was another matter entirely all together. With Gregory not around due to an inspection of the 3rd and 5th Fleets of the FRSN around Charon the real decision making was left up to the little known Vice President Jacob di Spigna. Who's family were immigrants from Knootoss generations ago. The cards were definately stacked in favor of Knootoss and it would take a lot for NYNJ to back down on this issue.

Gilroth had been expecting that answer from New York and Jersey and did not really respond at all besides to incline his head politely. Relations between the Danaan High Kingdom and the Federal Republic were always cordial but never especially warm. The two nations simply had very different value systems. Nevertheless, there were two things about New York and Jersey that Gilroth had never once doubted: that she would always live up to her treaty obligations when push came to shove and that she would never abandon what she perceived to be her national interests. So Gilroth didn't bother trying to talk Poveda out of it.
Most of the other delegates made promises involving defending Knootoss if she came under direct attack. That was, in fact, Gilroth's on position, although he worded it in somewhat more reserved terms. He was quite happy that it seemed to be the general consensus.
It was the C'tani reaction that took Gilroth aback, though he gave no visible sign of being disturbed. He simply smiled politely to Tiecean. "Of course, m'lady. M'lady...if I might have a moment of your time after the meeting..."
He inclined his head to the Knootian ambassador. "Of course."

Bullet headed, balding and moustached, Baron Funke was the ambassador of Lavenrunz. He had sat quietly during the discussions; now and then an aide whispered to him. He had been a naval officer himself, albeit only reaching the rank of Lieutenant before resigning his commission for the diplomatic corps. He now raised his shaggy eyebrows and leaned forward, saying in a rumbling voice heavy with Teutonic accents, "Excuse me, but I'm not entirely clear on what is being done. Apparently, according to my understanding, Knootoss feels threatened because some nation wishes to declare independance from Excalbia. How precisely does that concern this alliance?"

Angrod Lúinwë, the Taurenórë ambassador to VERITAS had so far watched the proceedings in silence. Listening to each sides arguments. And the more everyone talked, the less things became clear. And as the Austar Union supplied some of it's own evidence, it only strengthened the position he thought Taurenor should and would take.
“Ladies and gentlemen, I wish to state that Arnanórë of Taurenor shall live up to it's treaty obligations and protect the Dutch Democratic Republic of Knootoss if they are attacked. However the current evidence supplied by our Knootian allies is extremely vague and open to a lot of interpitation. It is thusly that as a member state of the VERITAS Intelligence Pact that we kindly ask all other member states to supply all their intelligence data relevant to the issue.” He said and then held up a blank sheet of paper. “This is all our current intelligence on the issue. We will however immediately look into this. And is because of this lack of intelligence that we will not mobilise any more of our limeted assets, only to find out that they aren't needed. As happened last time when our New York allies raised the alarm.” He said and looked over to ambassador Felix. “No offense meant by that statement mister ambassador.” Angrod leaned back in his chair. “That will be all for now.”

OOC: I am currently in discussion with the Austar Union player regarding the removal of his post, as it is physically impossible to put a fleet in the Atlantic and have a lengthy letter exchange with Excalbia in the time it takes for the Knootian VERITAS ambassador to pour himself a cup of tea. I feel this is abuse of continuity because he can immediately contradict the Knootian ambassador with information both he and the Austarians are NOT supposed to have at that point.
At the next VERITAS meeting (which can be in this thread as far as I care) we can skip ahead sufficiently in time so as to get these two threads linked again. I am therefore firing a big IGNORE cannon on that remark for now. Asking everyone to do the same. Thank you. This is a character-based thread where the order of events does matter, not a general forum discussion section. I will formulate an IC response a bit later.

OOC: It has been agreed by Knootoss and I, that the amount of time for the message to get to my Ambassador should actually be maybe an hour after this meeting ends. So please standby before responding to my letter, and you should all recieve it fairly soon. :)
First-General Gaarm sat silently throughout the meeting, allowing the other delegates time to make their statements and present their points. As ambassador to the military treaty of the VERITAS pact, it was felt by himself that information should be gathered before a commitment would be made. Double-checking on his mobile the movements of the Excalbians via MilSats in orbit versus the evidence presented, he made his statement.
"The Herpetological Empire will honor the treaty it has signed. While we have a very limited wet navy at current, Airborne Armor Cavalry regiments will stand to be deployed for the defense of the Dutch Democratic Republic. They will be prepared, but we will see where the diplomatic efforts take effect. The 22nd AeroSpace Superiority Flight will also be available to protect the air-space of the D.D.R." His statement made, Gaarm sat again in his chair with one clawed hand pressed to the side of his head, as if listening to silent communications.

“Saxmere is a state in the Confederation of Sovereign States, Baron Funke”, the Knootian corrected amicably. He continued on, agreeably: “And such a declaration is indeed of no concern to the alliance nor is it a concern to the world at large. Indeed, the Dutch Democratic Republic has recommended that the Confederation deal with this in a calm and compromising manner. The Caine administration will talk with the Saxmerians on this issue and that a peaceful solution between them can be found one way or the other if the state government and the Confederate government have an opportunity to talk.”
The ambassador smiled sheepishly, and readjusted his golden-edged monocle. “What is important in the context of the alliance, however, is the aggressive posturing by the Holy Empires of Excalbia and Pantocratoria which is directed both against the Confederation and against Knootoss itself which they claim is somehow conspiring against them. The deployment of about half the Excalbian fleet into the Atlantic and the planned coronation of a so-called Grand Duke of Saxmere* in Pantocratoria only affirms our suspicions of a planned coup within the Confederation.
Should – and I emphasise should - the Confederation come under attack then Knootian forces there would be overrun also. Furthermore, we will be sending out elements of our fleet to protect the interests of our allies in this potentially explosive situation as the Confederacy lacks all but a coastgard. However I can assure you that we will not be firing first under any circumstances.” He stopped to emphasise this point. “We are running a risk, however, of either coming under attack in international waters if the Excalbian fleet remains there to block our path or, worse, if her goal is to pre-emptively strike against our homeland. Unlikely as the latter option may seem to you now, it is something we have to take into account if so many potentially hostile ships are involved. All of these scenario’s, however, have in common that Knootoss would be attacked unprovoked and without undertaking any hostile act towards Excalbia.
Now, first of all, this is not a call to arms. I have known both the Excalbians and the Pantocratorians to be reasonable peoples. My government will do anything in its power to prevent a conflict from happening, hopefully with your diplomatic assistance, and to localise the dispute to a peaceful and constructive dialogue between the Confederate and State governments.”

These were the thoughts of Montescu as he sat quietly amongst the revel of ambassadors. He checked the time, and scoffed at how it had been about three or four hours since they had first gathered. It seemed that through all the motions and official activity, there was little which had been decided on behalf of VERITAS as a whole. What little had been esblished was based on what the ambassador from the DDR of Knootoss had presented, and Montescu was getting tired of familiar words. Most of the alliance were standing beside him on the matter, whereby they would not involve themselves nor their respective militaries unless the Knootians were made an offensive target themselves. And most had already agreed that the Naval Forces of Excalbia were hardly looking to be making an offense against either the Knootian homeland, or Knootian forces directly abroad. Their real target of anything it seemed, was to prevent the Dutch Navy from involving themselves in the independance of Saxmere. And what the Dutch Ambassador had delivered was based on speculation alone. Yes, far too much time had been spent in the meeting. Hours here could have been better spent on the field of diplomacy, actually making some progress alongside Excalbian diplomats in the matter.
He was interrupted.
It was just a small flashing banner at the bottom of his display, but it meant the world to his representation at the meeting. Touching it with the tips of his fingers a window popped up to the centre, providing some much needed intelligence. It had detailed, that some diplomatic exchange had passed between Excalbian and Austarian Naval Forces, which had since been activated through the VERITAS Communicative Link. Maybe this would be evidence that could defeat the concept that Knootian forces were a target of any kind, thus defeating the interest of VERITAS in the entire subject. Except maybe those who held their own, personal interests. Still it would rule out Austarian involvement in the Atlantic, which was was growing to be more of a pain in the ass more than anything. Montescu, stood to his feet.
"Ladies and Gentlemen of the chamber. We have been talking for hours now, yet still we have not established cold, hard fact. From what we have been discussing, all that the Dutch seem to fear is based upon the SPECULATION that their forces could be a target. Fortunately while we have been debating the issue for so long, I have been presented with some cold hard evidence, ruling out the possibility that the Knootian homeland is a target, and also ruling out the possibility that Excalbian forces are targeting Knootian forces in the area, DIRECTLY and SPECIFICALLY. Their fear can be qwelled and I believe with some stable diplomatic endeavourments, peace can be assured for the North Atlantic Ocean. Please look onward with me, as I present the evidence to the chamber."

My complements to you and your fine fleet.
Thank you for the clarification of your intentions. Rest assured that His Imperial Majesty’s Navy does not consider your fleet hostile. Your ships will be accord every possible measure of protection and deference as neutral non-combatants.
Our intentions are to blockade the Confederation of Sovereign States. We will not allow any military vessels to enter or leave the waters within 100 kilometers of the Excalbian Isles, including the Confederation. Civilian traffic will not be affected, unless a specific ship is believed to be carrying arms of military forces.
Our ships will not, repeat will not, fire unless fired upon. If there is a conflict, it will at the instigation of the Dutch Democratic Republic. I trust that, based on you communiqué, your forces will not intervene if we are forced to return fire on the Knootians in self-defence.

All over the chamber each and every diplomat was issued with a copy of the evidence respectively, whether it be displayed on their digital display like Montescu, or whether it be presented in the form of photocopied paper. Nevertheless no matter what shape or form the letter was delivered, each was indifferent and held the same meanings behind them. Montescu paused for a moment, to allow the ambassadors to VERITAS enough reading time to understand its depth fully.
"As you can see there, the Excalbian Admiral Virities has expressed written word that he would not target Knootian forces unless he was forced to defend the blockade, should Knootoss choose to ignore it. Their intentions are simple ladies and gentlemen, and that is to prevent military traffic between the Confederation of Soveriegn States and the outside world. Maybe this concerns Knootoss because they are so friendly, but what Excalbian forces do inside the Confederation is beside our interest. Now should Knootian assets be damaged and destroyed as a result then maybe we have a cause for notice, however I should think we are all intelligent enough to at least re-review the situation before taking to arms. As for my recommendation of action, I would suggest that VERITAS at least aid in the diplomatic efforts which ought to be collaborated between the Dutch Republic, and the Excalbian State already."

What is currently taking place in New Rome is an official reception for the Grand Duke of Saxmere, which acknowledges his status as Grand Duke. There has been no coronation, nor any in-character mention of a coronation. You shouldn't take any OOC speculation on IRC on my part anymore seriously than you take my threats to have Gala broken on the wheel. ;) Bad Knoot, bad!

In fact, I would offer, with the backing of my Government, the good offices of my nation as a means of mediation."

Gilroth smiled. "We fully support the recommendation of the Austar Union and Lavenrunz. However, at the same time, we do recognize that it is rather problematic for our Knootian friends that the waters surrounding Sovereign States are protected by the Excalbian Navy, with Excalbia one of the two foreign parties to the dispute. Correspondingly, we would suggest that VERITAS request that Excalbia, Knootoss, and Sovereign States, allow a neutral party to patrol these waters. Such a force would not need to be capable of besting either the Excalbian or Knootian fleets but merely of patrolling to assure that the area was clear of any foreign military interference and of fighting a holding action in the event of such interference while other parties were notified of the breach in the peace. The Danaan Navy would volunteer for such a role, alone if necessary, but preferably in coordination with other neutral forces."

Angrod looked over some of the papers that he has accumilated throughout the meeting, quickly formulating a reply. “I agree with our Austarian and Lavenrunzian allies. Though we also agree with our Danaan allies that a neutral party patroling the waters would be good. We doubt that the situation is as tense that it would require such actions.” He said and looked over at Funke. “And seeing how Lavenrunz has been succesful mediators in the past and has a good reputation and is respected by most. We think as well that they are the best choice to do the mediating.”

Montescu listened carefully to the suggestions put forward by both Lord Gilroth of The Resurgent Dream, and Baron Funke from Lavenrunz. It seemed that both had very good ideas which worked in with what Montescu would consider a responsible plan. Afterall, diplomacy had not been invented to favour any given force, or to even solve prolems between nations (although it was helpful). Diplomacy as a whole had been invented as a viable means for multinational exchange, so that all parties could walk away with a sense of benefit without any tremendous loss or defeat. And so making sure that both diplomats had finished speaking Montescu stood to his feet to make another suggestion to the chamber of VERITAS, one which could indeed merge all ideas together, creating one very responsible, and hopefully productive resolution to the Excalbian conflict.
"Lord Gilroth, and Sir Baron Funke; you both have very great and interesting ideas put forward to the chamber. I should think that any resolution finalised by VERITAS should cover all considered angles, so any additional notes will be welcomed greatly by anyone here. For now, I my assistants have drafted something up very quickly which could prove an effective solution to the Excalbian - Knootian standoff. Please read along with me, just after your recieve a copy which is being handed out as I speak."
Purpose of the Resolution
To produce a relevant solution to the standoff between Excalbian Diplomatic and Military Forces, and the Knootian Diplomatic and Military Forces in such a way that we can gain the agreeance of Excalbian Commanders into a temporary 'stand-still' [See Legal Definition: Lack of action either forwards or backwards through a situation], whereby talks can be hosted between Excalbian and Knootian Commanders in an effort to further peace and stability in the North Atlantic Region. In longer term, the purpose of these talks is to diffuse any potential of standoff between Knootian and Excalbian Forces.
Steps To Further Efforts of Peace and Stability
Firstly, to prevent the situation from moving from the agree'd standstill, a Force committment from The Resurgent Dream alongside the Austar Union, will be committed to the area of conflict. A military defined zone will be established off the coast of Soveriegn States, quarentining any military traffic from entering or exiting. Both allied forces (TRD & AU) will patrol the North Atlantic waters to police the 'stand-still' situation into effectivity.
Secondly, Excalbian and Knootian Diplomats will meet on a defined ship, designated from Lavenrunz to mediate said talks between both sides of the conflict. This ship will be chosen by the Lavenrunzian forces, and submitted to both sides for approval of location. A temporary cease-fire situation will be active from the time of the establishment of the first step of a military defined zone, finally to the time the talks between Knootian and Excalbian officials are finished. It is until such time, that peace or battle may be established. However, all VERITAS and Non-Excalbian craft determined must follow the respected situation of a 'stand-still' as per the original forces.
Montesco finished reading and went directly into his final statement.
"As you can see, it is rather draft for now and will require minor adjustments. Would any of the other VERITAS members like to comment or perhaps even submit their own ideas to the resolution? I would like to hear involvement from everyone here, if possible."

"I move to conclude discussion of this matter. It is outside the remit of this alliance, and is not our responsibility. If Knootoss wishes to get itself into trouble, it can bear the burden of getting itself out of trouble. This matter does not affect the security of the Alliance or its members, and is a waste of the representatives time. This alliance is not an international policeman.
If and when something happens, it will be processed duly. Until then, now that Knootoss has informed us of rising tensions, we have prepared. It is both unwise and inappropriate to take further action based on some forlorn looking sattelite images and alarmist rhetoric."

The Knootian ambassador glared angrily at Angrod. “If this is the way Taurenor considers the matters of its allies we will be sure to remember it”, he said with hostility. “To give at least the pretence of concern is the least one would expect from a diplomat in a conference of allies.”
Turning again to the body at large, he continued: “I agree with this motion in the sense that sufficient support has been given at this point for immediate Knootian security concerns to be satisfied. We also agree with the notion that VERITAS is not an international policeman and can only support the C'tan sentiment in this sense. We will also be sure to remember the names of those who have granted and those that have refused to offer military or even diplomatic support when asked to do so in a time of need”, he looked frigidly at Angrod.
“Our Foreign Ministry would therefore like to suggest a multinational contact group of for nations who are interested in resolving this matter and who would value that we remain in touch for diplomatic matters. I would kindly invite representatives of the Resurgent Dream, Zvarinograd, New York and Lavenrunz to participate in this group, which will seek to coordinate Atlantic diplomatic and security matters and consider our options. If the C´tan or others wish to join they may do so, of course", he nodded to Aiyana. "We will consider inviting nations outside of VERITAS to this group with permission of the delegates involved.” He smiled politely. “On behalf of my nation I also thank Kajal, the Austar Union and Sakkra for their offers of support if we are attacked. They will be remembered. And now, ladies and gentlemen, I carry the motion to conclude this discussion:”
OOC: To explain the basic idea from a RP perspective, my idea is not to immediately have another meeting (though if one of the people in such a group [provided they want to participate] could ask for this) but more as a 'stay in touch' clause, if you will. Gilroth nodded slightly. "That is certainly agreeable, though I don't see why the C'tan is not included automatically in the original group. We offerred direct military aid in the event Knootian soil came under attack; New York and Jersey offered unconditional financial support; and Lavenrunz offered mediation, yes; but the C'tan were the only nation to offer direct military deployment in Sovereign States."
Gilroth looked from the Knootian ambassador to Angrod. It was very tempting to point out that Knootoss had out and out invaded one of their alleged allies in another multi-lateral pact. Of course, trained diplomats don't give in to such temptations so he just started to pack up his papers. The meeting was essentially over.

Quitell at the back a door opens, and a late arrival enters, Kale, the Dargonese ambassador enters with two of his aids. Calmly looking about the room, his golden eyes scan those present, and nods his head, both his forehead tendrils flowing with the movement.
With a smile as an aknowledgment to those that meet his eye, he takes a seat with his two aids at a spare table and looks to a nearby Hall attendant to pass him a to the minute listing chip for his data pad.
