Allanea Announces De-Urbanization Policy

"Friends! Citizens! Allaneans!

"As you know, the United States has recently experienced major problems with crime and violence. The bloody riots in Port-Allanea has been, perhaps, worst of them all. More people are being killed in Allanea - per capita - than ever had happened in time of peace. And you need not doubt that we were looking at solutions - solutions that would not destroy the liberty, life, and property of innocent people, and solutions that would work. And, citizens of the United States, this solution has been found!

If you look at our Uniform Crime Reports, you will find a predictable trail of events - 75% of Allanea's murders occurs in big cities, where merely 40% of the population live. Merely? Perhaps it is an error. An entire 40% of the population of the United States resides in hivelike pandemonia we know as 'cities'. Human beings, ladies and gentlemen, are solitary in their nature. Just as rats, when squeezed into high-density environments, will massacre each other, so will humans grow violent. If the image of the country and the suburbs is the free householder with his rifle, the guardian of Liberty, the image of the city is the rampaging mob, her worst enemy.

"Ladies and gentlemen: The Republic is in danger! As Thomas Jefferson has said: "I view great cities as pestilential to the morals, the health, and liberties of man". Obiouvly, cities are necessary - but a 120-million city like Port-Allanea is veritable cancer, any benefits provided by it overshadowed by the spectre of violence, bigotry, poverty, and evil.

"Some would argue that cities are bastions of culture. I reply - the only bastion of culture is the human brain. This is why, today, I am happy to announce Congress' solution to the problem of urbanisation. It is a tripartisan solution, composed of three major bills.

The first is the New States Education Assistance Act 20??. It is a bill that allocates, in total, 150 billion Allanean dollars in grants and tax carts to the following universities:Concord University, West Virginia State University, University of Charleston, University of Kentucky, Alabama State University, the Memphis College of Art, North Carolina School of the Arts, Embry-Riddle Aeronautical University, Northwood University, University of West Florida, Tennessee Technological University, Middle Tennessee State University, the Southern Adventist University, the O'More College of Design, University of Mississippi, Jackson State University, Mississippi Valley State University, the University of Louisiana at Monroe, and finally, the University of Louisiana at Lafayette. The purpose of this bill is to attract students from Allanea's big cities into those states, and to encourage their cultural and social developement.

The second measure is the New-Kentucky Colonizatoin Act 20??. It's goal is to begin colonization of the United States Territory of New Kentucky. It will distribute one million 160-acre rural homesteads between one million families. Also, homesteads will be provided for the creation of factories and small towns around major coal, gold, and other mineral resources once those are found. Those resources would be distributed on a claim basis. In total, sufficient space will be given out and claimed to move two million families into the state of New-Kentucky by the end of this year, with an emphasis on the poor and wellfare recipients as the subjects of this problem. In total, we expect to end up populating the Territory of New Kentucky with about one hundred million citizens.

"The third, finally, will open to the citizens of Alla"nea the gates of the state of Nova-Texas, allowing it's colonization with a further 100 million citizens on the same system, and the moving of 200 million Allaneans to the Territory of New-Idaho. The twenty-year colonization plan is called The Davy Crockett Act 20??.
