||Re: Formal Announcement of the treaty of Percautus-Securitas||
On this day, the twenty-ninth sunrise of the third month in the year of Earth Ascension five hundred and thirty one does the Serene^Union formally announce the ratification of the Treaty of Percautus-Securitas with The Aristocratic Oligarchy of Sketch. For all those whom are of curious nature from this day forth none save for the signatories of this treaty shall be permitted from landing or taking territory upon the Jovian moon of Europa under any circumstances barred those detailed below.
Current nations already possessing small colonies within either territorial zone of Sketch or Kaenei shall continue as before, with full rights as previously awarded.
Two zones of territory are hereby formally created within this treaty, dividing the ice world into two separated hemispheres, held together by a demilitarised buffer zone surrounding the equator. The northern hemisphere from this day onwards is the sole property and administrational responsibility of the Aristocratic Oligarchy of Sketch; with all rights and responsibilities therein reserved by the previously mentioned.
The southern hemisphere consequently falls under the total jurisdiction and administration of the Serene^Union of Kaenei; with all rights and responsibilities involved likewise reserved.
Note further that punishment for the violation of this treaty is a matter not discussed within this document - which serves only to make this arrangement known fully. Both signatories are determined to be self-regulatory in such respect, though any nation invoking such a consequence is in violation of said treaty.
Exceptions—
In circumstances of disaster or grievous emergency the landing of vessels intending to render assistance will not be deemed in violation of the treaty providing the following provisions are adhered to at all time - failure to recognise and follow such demands are grounds for violation.
I. – All craft shall be willing at the demand of either signatory to undergo examination to ascertain their intention to render assistance of a Non-Military type. Such examination shall, where possible be non-invasive in nature and will at no time require the analysis of sensitive technologies and/or computer database records.
II. – The Treaty recognises that in terms of crisis it is not always possible to receive assistance without Military inclusion – consequently, starships and personnel of military organisational origin will not be barred from landing; assuming said vessel(s) has made its purpose and intentions clear, and whenever possible, is accompanied by escort vessels of either signatory power.
III. – At any time either Signatory may request a renegotiation of the terms contained within this document, however such changes shall not be rendered binding unless both parties have come to agreement and made such statement within this document.

”I have studied the document with scrutiny, and found it to be of acceptable content and discussion. As such and with the unreserved backing of the Council of the Aengelistoria Dominica, I hereby announce the Serene^Union’s validation of the Treaty of Percautus-Securitas.”
