I am Michael Grey, the Minister of Foreign affairs for the Republic of Crepuscula.

Crepuscula is an island nation, located in a cluster of islands called the Twilight of the World, mainly because the light there is always like that of dusk or early morning.

We are, first and foremost, striving for balance. We work to balance socialism and capitalism, environmental interests and economic interests, and other such issues.

Our cities are oases of technology in the wilds of the island, and none exemplify that better than Twilea, the capital. The buildings are all approximately a mile high, as are a decent number of the surrounding trees.

And on the subject of technology, we consider ourselves technologically advanced. Our scientists are currently working on developing some means of faster than light travel. A few have promising theories, from what I hear. We are working on putting a network satellites in geosynchronous orbit, scattered across the globe over various oceans. We have a few up already over the island. These satellites would provide easy reconnaissance of all the oceans and most of the coastlines, and hopefully intercept transoceanic transmissions. They also, conveniently enough, provide solar power for our cities.

As for our military, it's nearly non-existant. We have some plans under consideration to outfit some of the satellites with high-powered lasers, or perhaps some form of plasma cannon, but those are a long way off.

Now, I would like to invite any nation that is interested to send an embassy to Twilea. We have some prime space reserved in our international complex.

Also, if any nation, dedicated to their people first and foremost, would like to move to the Twilight, then please send a telegram.

I am responding to the transmission you sent out earlier, which I am sure countries all around the universe received. Let us be the first to congratulate your nation for joining the international community. We admire your idealogy, as well as the advancement your fine nation has done in the field of technology. It is obvious to us that you will be experiencing galatic travel soon, something that intrigues our nation alot. Unfortunately, like yourself, we are new to the international community, but unlike your nation, we are sadly very underdeveloped. We are taking all the measures we can to rectify this situation, and hopefully one day we shall experience the technological advancement Crepuscula enjoys.

We will be pleased to accept your offer to exchange embassies and delegation. Our delegation team, led by future ambassador Mr. Henry Wess, is ready to dispatch once given the word. We do have a few conditions that we would like you to look over:





- There should be a permenantly assigned protective team to all Nedalian citizens who work at the embassy. We expect, including Mr. Wess, there would be 20 Nedalian embassy workers dispatched. The protective team's sole assignment should be to protect the Nedalian workers, and in case of political or military upheaval in Crepuscula, gather up and escort the Nedalians out of the country safely.

- The land on which the Nedalian Embassy shall be placed upon will be recognized as Crepesculan land that has been granted to Nedalia as ITS OWN property until the embassy is moved from that location. All laws of Nedalia shall be effective on this land, but consideration for Crepesculan law shall also be implemented.

- We shall not, under any circumstance, accept any espionage activity, at ANY LEVEL, towards and against our embassy. Therefore, we must ask that the Crepesculan government let us provide our own satellite signal through which we will guarantee the Crepesculan government that the signal will only be used to and from the Embassy.

- All Nedalian workers, including the Ambassador, shall be granted Diplomatic Immunity by the government of Crepescula. If, for whatever reason, a crime is commited by anyone of these Nedalian citizen, the citizen shall be detained by Crepesculan authorities until a representative has been sent by Nedalia to claim the citizen. The Crepesculan authorities, at that time, are to fully comply with the Nedalian representative and hand the citizen over. We, in turn, will guarantee to collaborate with Crepesculan authorities in the investigation, and if found guilty, punish the citizen to the maximum penalty.



Ofcourse, we will be willing to accomodate any conditions and stipulations that you may have yourself. We hope for a long and healthy relationship between our two nations. We urge to visit the links below and we would more than welcome any participation you may have in our nation.

We will welcome the full team of Nedalians for the embassy, as well as the security team, though we expect no upheavals.

Also, we cannot grant the land that the structure is standing on, as that tower will be home to many embassies, but we can grant you the specific space the embassy occupies within the tower, with the same conditions you specified applied.

As well, consider this a demonstration of the our recently developed Secure-Tunnel transmission technology. None of our most talented intelligence specialists have managed to intercept a signal using it yet, and we would be delighted to give you the use of it, as well as the use of one of our satellites, which will be cleared of all the specialized comms software and reset with all the encryption technology that we have available. I neglected to mention that in my earlier broadcast, unfortunately. It will be dedicated to use by embassies.

Finally, concerning the request for diplomatic immunity. After careful review, we have come to the devision that the immunity is completely acceptible, and will be granted exactly as specified.

As for a sharing of technology, perhaps we coould arange a meeting of our leading scientists, for a sharing of ideas. If it is not too much trouble, I also would be much obliged if a meeting of our heads of security could happen, as we are working on improving our security and military forces. Perhaps we could even arrange a knowledge trade agreement, under which our security forces and scientific communities would regularly meet and discuss advances and such things.

Also, on the subject of a Crepusculan embassy in Nedalia, we would be honored to send a delegation. I believe it would be fair to have the Crepusculan embassy be subject to the same conditions we agree upon for your embassy, although I hope you will not mind if we place an emergency transporter (instant one-way-transport to one location, which would be on the top floor of the International Tower in Twilea) in the embassy, after our scientists finish working the bugs out of it, on the off chance that there is an upheaval or something along those lines, and our team must return home.

We are glad you took the time to respond to us so quickly. There are some details we would like to work out before we dispatch Mr. Henry Wess and his team to your fine country.

Concerning the diplomatic immunity, we cannot afford to risk our Ambassador or the health of the Nedalian workers in Crepuscula. We MUST insist that they hold diplomatic immunity in all of your fine country. We must be assured that their safety will be a priority. That is a top priority of ours, to make sure that none of the Nedalians put their lives in unneccessary danger while serving their country. We hope we can work that minor detail out.

While we would love for our top scientists to meet with yours, we must tell you beforehand that our country's technology level is at 1. We have just opened our borders up to the international community, before this event, we survived simply on agriculture. The country does have a small fortune to play with and our economy, while limited and small, is growing rapidly and is strong. Having said that, we would love for your scientist to meet with ours. We urge to look at the link provided below and see if you find any investment opportunities that your fine country can would be intereted in.

We are delighted that you will be sending the Nedalian delegation, and the airstrip will be ready within the hour.

As for the exchange of knowledge, I have spoken with the Treasury, as well as all the technological Ministries, and we will be glad to invest to our ability in your growing industrial sector. (Our economy is coming along quite nicely, but we're just dedicating most of our funds at the moment. We'll have more shortly, though, as there are plenty of budget surpluses coming up) Also, if you keep our scientists apprised of what enterprises you create in the industrial division, they have told me they will share any and all relevant technologies for improving efficiency, safety, and ecological issues. However, it may be prudent to ease your industries into each improvement, so make the process as painless as possible."

The sound of footsteps pacing on tile is heard in the backgroud for a moment.

Recently, there has been the discovery of a new mineral back in my country of Nedalia. The mineral, which has been dubbed Hing, is unlike any that we have known existed. Read all about it in the Nedalian newscast (click the link at the bottom of this post). The Nedalian government has been extremely excited about the prospects of this discovery and small pockets of the mineral have been taken back to our facility in the Grofta Chemical Plant.

I have been given the word directly from President Bren to cordially invite, through you ofcourse, 5 of your top scientists to help us on the research and development of the mineral. Our facility is, sadly, nothing top of the line, but it is operational and it does the job. Our scientists, while very sharp, are as of yet still inexperienced. Your nation are famous for its technological advancements and top of the line scientists, and it would honor us if you accept our invitation. Awaiting your prompt reply. I have just spoken with my scientists, and they are absolutely delighted about going to Nedalia. They have a portable computer with them, allowing them to get information and blueprints from their central computers, that way they can help in any way they can, and they are packing their scanners into a hoverjet as we speak.

Also, my ambassadors have finally agreed that Ms. Sara Silvers shall lead the delegation to Nedalia, and they are also packing into the hoverjet. They will be departing as soon as the pilot receives word from your airport.

I am overjoyed at this new prospect of cooperation and mutual prosperity amogst our two nations.
