Samuel Hooper was a relatively handsome, friendly young man by Cienagan standards, although his stern face deterred both men and women who were unfamiliar with his personality. Reclining back in his worn wicker chair, he looked out at the skyline of Avalon. His brow furrowed as he stared out at the chaotic streets and the desolate skyline, and he sighed. Since he had been a child he wanted to be proud of the city he lived in; so many important events in Gran Cienagan history took place here. After the Vaqueros Riot of 1984, however, the city had degenerated both economically, socially and morally. Languidly, Hooper reached for his typewriter and typed a brief memo:

The city of Avalon located in the great nation of Gran Cienaga wishes to hold a convention for all great architects and civic-minded people. We are especially interested in modern architects and those with experience in designing streets and highways. Please contact me if you display interest.
