"Hey, you look a little lost." The bunched group of foreigners can barely perceive the outline of the little man who had called out to them. He looked like a pile of cloth, his drooping garb ragged at the edges, seeming simply to fade into the endless shadows of the Nethers.
"Yes, well," says a woman in the group, wrestling with a city map, "we were just—"
The pile of cloth talks into the air, "No... no... not the Sassers - look foreign, sound foreign."
A voice comes out of nowhere, "Outies?"
"Yeah, outies."
"Outies carry cash... kill 'em!"
The woman looks dumbfounded as the pile of cloth produces a long and glinting tube of steel and wood, and with a solid ping! sends a fifteen centimeter bar of titanium flying into her chest. More cloth-piles appear from the buildings about the foreigners, sending each one to oblivion, fifteen centimeters at a time.
Within a minute, the act is finished, and all that is left of the former tourists is blood, bodies, and wallets... and soon the last shall be gone as well.

Last night, nine foreign nationals were murdered in the Nethers of the City of the Khans. Despite warning signs in multiple languages against the dangers of this criminal and decrepit sector, they entered and were slain by bandits. It is unknown whether this deed was perpetrated by petty thieves or by a small clan, but current authorities within the Highest Khanate lean towards the latter. It is also possible that the group responsible has already been killed in a recent skirmish between a nether-clan and the Assassins. An Assassin commander did report that the clanners killed possessed several hundred dollars in foreign currency.
Current investigations aim to determine the identity of the foreign nationals amongst the immense sea of tourists and businesspeople frequenting the City of Khans. If the currency found on the bodies of the slain clansmen matches the nationality of the slain tourists, their clan will face annihilation at the hands of the Assassins and the Highest Khanate...
