Liverpool England & South Osettia WC22 Bid Thread

First off, let me start by saying a few words.
As many of you know, I'm a perennial bidder. I won't be the first to deny that... perhaps you might want to know the reason behind that. Well, as I've told TBF and CS, it has to do with the wierd fact that I claim to have 'invented' the NS World Cup; a claim which I cannot back up due to te original threads having been purged. In Feburary 2003, I started a 'NationStates FIFA World Cup'. After two matchdays were done, I had RPed an internal civil war, and left the running of it to Iesus Christi... this never seemed to happen, and I left the forums for three months in March. Apparently, in April 2003, Arridia came and started the 'NS World Cup', and when 32 nations signed up, he started what we now know to be the longest running recurring RP ever in NS' history. While this may seem a bit stretched, a few people (TnUI? Ogle? Bedi?) might remember the WC6 [my first 'NS World Cup'] Signup, where I claimed to have started it (Ogle then found the link to my original thread.)
Anyhow, that's the story, and regardless of whether you believe it, here's the SOLE Take II bid for WC22.

Full KPB post-WC21 ranks will be used.
RP bonus
We'll be trying a minimal RP bonus. Me and SO actually wanted to duplicate our CoH bid and not use RP bonuses, however we agreed it was too risky so we've come up with this.
Any RPs with under 100 words will not be considered.
Each considered RP will receive a rank boost of 0.001 per word (IE the minimum boost you could get would be 0.1 ranks). If the RP is deemed to be excellent (think Lemmitania), an extra boost of 0.01 per word will be awarded.
Number of Teams
82 - 10 groups of 8, top 3 progress
102 - 10 groups of 10, top 3 progress
107 - 15 groups of 7, top 2 progress
Conclusion
