From New union city terran prime (900 ly away from sol ) subject asteroid colonization:

This message is intended to notify and warn people about our efforts , in a few months we shall begin colonization and mining operations in the asteroid belt , 8 asteroids have been claimed and are being surveyed we wish to also notify you that 2 star bases and a military installation will be constructed also thank you for you time .

President bastidas finished signing the letter and nodded to his chief of staff who was standing next to him grinning a bit , rob looked and said “I hope nothing comes of it” ,mean wile secretary of state bester Kay born rushed in to the office saying “ sir we have 4 ships ready to be dispatched 2 for security 2 for scanning , hears the list “ , rob picked up the padd as bester briskly handed it to him and started reading the ship’s , he said “ the Melbourne , is a nebula class .. and the republic is a sovereign class not to mention the odyssey is a galaxy class , these are capital ships .. war ships .. but I suppose we don’t need them now do we ?“ bester shook his head” no sir there the nearest ships we have in the area” rob said “well ill be waiting for the scanning results” .

On the odyssey:
Captain Kevin Santiago was sitting in his chair as the large , bright bridge filled with the sound of nothing but beeps of consoles ,taping ,and opening doors . his crew was quietly scanning asteroid # 1 the ops officer was just standing there at s station scanning the asteroid he looked over to the captain and started to speak “sir were detecting valuable minerals on this asteroid its almost a literal gold mine in there , this site should defiantly be marked for mining “ , the captain looked over and said “then mark it and move on to the next asteroid “ , with that a buoy flew out of the galaxy class star ships torpedo tube moving in to orbit around the planet , the large sleek probe like buoy with 4 pod shaped handles stick from it beeped in the darkness of space . the galaxy class ship mean wile continued on its next course it slowly rumbled to another large irregular shaped asteroid , its nacelles glowing a dull blew and its body shining in the suns light , the ship stopped a few million km away.

Santiago sighed “god this is sooo boring , ops any thing“ the ops officer scanned time and time again , looked over to Santiago and said “ sir it will take a few hours to completely scan every element of the asteroid .” Santiago looked over and said “a few hours ugh …”

Several hours passed , the ship had just finished scanning the second asteroid :

The operations officer looked over to Santiago and started to talk “captain we’ve , just completed our scan of this asteroid , looks like it would be a good place to build a colony its also rich in metals we need. “ the captain looked over to his officer and said “ good launch another buoy , and continue to the next asteroid “ , the ops officer tapped his blinking console making it beep several times until he finished , a buoy flew out of the shuttle bay again as the last one did going in to semi orbit around it . ops then looked over to the captain and said “ sir , buoy deployed “ he said nothing for a moment as the console beeped several times a message came threw . the operations officer looked at it and read it , he then looked over to the captain and said “ sir the Lakota has completed there scans of an asteroid, and convoy , colony ships are now entering the belt “ , the captain nodded and smiled” all right lets move on , lets get this over with “ the odyssey rumbled along its blue nacelles and red impulse engines a beacon , it rumbled at 1/10 impulse power towards the next asteroid

The odyssey had rumbled over to the next asteroid , it continued to scan taking several more hours the total operation had taken 2 weeks and only 2 asteroids were left to scan , the Republic and Melbourne were still lingering around protecting the ships that were scanning .

Another day, another stack of new diplomatic communiqués to reply to. He had already sorted two-hundred some odd notifications, requests, treaties, and documents. Sorted them all into the container marked Automated Reply.

He pressed a small toggle on his desk before speaking, “Vij, could you send in another cup of caffeine? I’ve just about finished this one,” he said crisply as he picked up the next communiqué.

“Right away, Baron Dibrel.”

“Thanks, Vij,” Dibrel remarked as he let his finger off the toggle. He looked at the communiqué in his hand more closely. It had red edges around the paper outer packaging with the letters ‘USFU’ emblazoned on its front center. “The Fedral Union,” he said aloud to himself as he opened the sealed letter, “this oughtta be good.”

His fresh cup of caffeine delivered, Dibrel sat contemplating it for a moment. There was no automated reply for this type of communiqué. He would have to reply personally; oh how he hated actually doing his job. He would have to think. The military and the Combined Senate would have to be notified as well. Linus Dibrel sighed, activating the word processing program, he began the response.

Subject: RE: Asteroid Colonization.

The Penguenian Imperial Government does not see a problem with any of the Fedral Union’s claims to any asteroids in the Solar Belt. However, we protest out of system powers constructing military establishments in Sol and respectfully ask that the Fedreal Union ceases all ambitions to do so. The Penguenian Imperial Government hopes that we have come to an understanding.Thank you for your time.

Be careful because several nations have set up massive mining operations in all the Terran belts. They might see this as an invasion or attempt to steal their resources.

Do not be alarmed we are only building them to be port of calls and defensive instillations for my mining operations , they will also be centers of refinement . if you wish to put an embassy’s on the star base or a stall in the trade post you are free and welcome to do so

The civilian freighter move lumbourisly through the Sol. System. It was loaded with passangers, bound for far-flung reaches of Snake space. Not that Sol was Snake space, but it made a good calling card for those widhing to vist Earth.
In her cabin, Kelly Westbrook, the Captain, sent a detailed message to the Assembly on the situation within the asteroid belt. This was one of those things that Snake eaters liked to keep an eye on. What with Lord Barbarossa away at a state event, she had no formal reply, but was assured that an envoy was being sent to the various embassies involved

As convoy ships and construction ships warped in 2 more war ships jumped in as well ,to secure them , the large convoy rumbled along at impulse there nacelles glowing dark blue .

Several years passed , 4 of the 8 colonies had already been set up, there were a total of 6 ships in the area already on patrol , 1 of the stations and a ship yard complex was already under construction , the odyssey had stuck around to protect colony’s closets to Jupiter.

Mean wile plans were Already under way to build a research /diplomatic station over earth. In about 1 – 2 years is an estimated station completion date

Now, building a station over Earth you would need permission from one of the nations. I don't know anybody who would want a foreign power from another galaxy/system building anything above them. You might need to wait on this. Hostile actions could be percieved by anyone who wished to.

And geosynchrous installations can always be done on top of Bigtopia or some such place. Or, alternatively, over some random ocean.
