Outbreak of Momentous Proportions

President Jefferson sits at his desk looking over the quick action report called Viral Outbreak. It's 6:00 am and the sun is just rising over the lawn of the Presidential Residence. Attorney General Frist sat across from the President, to his left was Director Sparks, and on Frist's right was General Adams. Behind this group of national security advisors sat the National Security Advisor Ryan Hobart with the Minister of Health Jessica Akers. Jefferson cleared his throat, "We have a disease that is 75% communicable, can be transmitted through transfer of fluids, and has popped up near three water treatment facilities." The group of advisors nodded almost in unison.

Jefferson looked around the room "Sparks, I know you're new to this but what's your opinion?"

Sparks had just been apponted the New Director of Intelligence after Weathers had been fired due to his involvement with the Aubanian Terrorists. Sparks was a registered Traditionalist but had been a bureaucrat in the intelligence department since Graduate School.

"Well sir, I think we have a planned strike on our hands. We should immediately shut down these areas and declare martial law immediately. All contact between the outside world and these towns is to be shut down. We will send in our interrogation teams to figure the problem out."

Jefferson looked at Frist and Frist frowned, "I think we should let the Bureau handle the situation before we go declaring martial law. Let us ask some questions get those infected along with thier close associates into a medical quarantine. If things escalate martial law is always an option."

General Adams looked concerned, "I think we need to initiate plan alpha, we fire bomb the infected areas after a thorough investigation led by my special forces in conjunction with Central Intelligence. I don't want an outbreak across Fultonia, it could destroy our entire nation and ..."

Akers piped in very suddenly, "Sir I think we need to set up a quarantine and get to the bottom of what happened. With time and a combination of the several agency scientists and labs we might be able to come up with a vaccine or antidote. If the military can keep a quarantine we can begin to fix the problem, killing thousands of innocents is not a solution."

Hobart spoke up, "Sir, I think we need to mobilize the nearest Bureau task force in conjunction with sending in an Intelligence outfit for questioning. The bureau's great at legwork and the intelligence units are great at info gathering. I wouldn't send in a full battalion to each town but I would restrict access to a bare minimum using the military to send in food and medical. As much as I would hate to say it we must keep air crews on call to keep plan alpha up and running. Put our science labs on high alert with this as thier top priority."

Jefferson looked worried, "alright Hobart, make it happen."

Matt sat on his front porch looking out over Winchester Avenue. He was a member of Phi Delta Theta Calco Gamma. Military units had begun rolling down the street at three this morning and more just kept coming. He didn't like the look of this situation, it was a little too eery. He was gonna head to bed and worry about it after his hang over fall off.

Quintero woke up when the bells were rung, damn bells always had a way of making his head hurt even worse. He tromped down stairs to see the entire house waiting in the foyer around a man in a dark blue suit with matching tie. Colsten raised his hand, "Alright this is Special Agent Boxford from the Bureau everyone head to the living room." Everyone walked from the foyer to the living room and sat down as Agent Boxford cleared his throat.

"Alright gentlemen it's nice to speak with you. I am here to inform you that the military vehicles that you've seen in and around town are here to protect you. It seems that a rare strain of the flu, quite dangerous to the elderly and young, has been released by accident because of a crash of Interstate 54. It's no big deal but we've got the town under lockdown until the situation clears up. If anyone has any questions?"

The house sat in silence for several minutes until Cameron opened his mouth, "What about us leaving or our food?"

Boxford had prepared for this early on, "No one will be able to go home and communication has been blacked out so as to not cause a general public panic. I'm sure we all remember the panic that swept the nation after the Hodgeanian attack when people heard of damaged water lines. As for food you will give us a list of supplies and they will be provided free of charge."

Bradfield immediately stood up, "what about security?"

"Air Force Military Police will be taking over all police work and a midnight curfew has been set up. Curfew ends at 5 in the morning."

No one else had any questions so Special Agent Boxford left to go to the next house.

Quintero sat there as people began to argue about what to do.
