A short, indefinably ugly man watches the newscast without a hint of expression on his face. Then he turns to Mark Bushant, his Minister of Foreign Affairs.

"What's your take on this? Are these guys serious? Do they have a shot at turning their economy around?"

Mark glances at Ben Vitner, his counterpart in the Ministry of Intelligence, then shrugs expressively. "It's hard to say, Your Majesty. Like Afghanistan, the Turkish people have been traditionally tribal and insular. Unlike the Afghanis, they've had some success at adapting to modern standards. I'm getting whispers that they're looking at the economic model followed by Indiastan at the beginning of their push. There's no reason to think it couldn't work, if they're given enough backing. This new administration appears to have popular support."

Ben studies the Emperor's face carefully. "You're not thinking about Project Piggybank, are you?"

"I'm thinking about it. I don't know if it's necessary, though. Turkey hasn't been a thorn in anybody's side since the Crusades. I feel it safe to say we won't have a need to spank them over anything. On the other hand, it's always nice to have that leverage if we need it, and if we don't then we ought to get some nice returns from loaning them the money."

"How much will you authorise for this?" Mark asks cautiously.

Treznor nods. "Start at a nice, even billion. It'll barely dent their debt figures, but it'll give them the opportunity to invest. We watch what they do with it before we offer any more. In the meanwhile, they've got some incredible resources we can take advantage of, and I want a piece of them. We can also do business with them for a piece of their agricultural exports regardless of any other considerations. Our shipping to Titan can always handle more biomass."

Mark nods and enters this into his datapad. "I've got it. Do we want to go through the Dominion's Trade Network Association for this, or handle it privately?"

"Privately, at first. First in, best dressed. After we get a feel for their economic development we can introduce them to more friends. The less competition we have to fend against the better for us. Not so much the better for them but that's hardly our concern at this point, is it?"

"Of course, Your Majesty. I'll get right on it."

"Good. You're dismissed."
