To the Honorable Lord President of Goobergunchia, Golan Belik:
We are thankful to Goobergunchia for allowing us to govern our own affairs while providing economic and political support for our nation. However, the time for our dependence on Goobergunchia, we believe, should be at an end. We feel ready to govern ourselves now without need of support from the larger Liberal Unitary Republic, and we do not wish to be a burden on our northern friends. Although we are proud to call ourselves friends of Goobergunchia, the Prophetic Legislature has voted with the requisite three-quarters majority to request that the Goobergunchian Autonomous Zone of -The Prophet- be granted its independence from the Liberal Unitary Republic of Goobergunchia.

We, the undersigned High Councillors, in accordance with the Prophetic Autonomy Act of 1893, do hereby, after free and fair debate on this subject, concur in the request that -The Prophet- be granted independence and request that the Low Council concur in the same.
