Josiah Wilalrd Gibbs read the latest draft, sharp gray eyes quickly scanning the green text projected before his eyes. Had his office been on the other side of the towering structure that was Council Hall, he would have been able to look down and watch the last floors of Embasy Tower rise up day by day. The Tower was old, two hundred years old, in fact. But its skeleton of mithril-steel and now stressteel was still capable of easily supporting the extra weight.

The draft was good. He just hoped that someone would take interest. Embassy Tower was quite empty, very empty, despite the general information that anyone could claim space in it for an embassy even, in theory, private corporations. He added his signature stamp, and sent it shooting through the data net of Council Hall.

The Kingdom of Weyr is interested in creating diplomatic ties with the International Community. A delegation of:

are standing by for your approval. Since local situations may require adjustments to the above, especially the security detail and associated staff, the Diplomatic Service may lower or request an increase in staff if deemed necessary.

If possible, we would like to rent or purchase a building/office space to act as our embassy. Barring that, we can also construct our own structure. All structures and/or modifications will comply with local regulations to the utmost possible extent. We request that any such regulations be forwarded to the Diplomatic Service, Construction Subdivision, at your convenience.

Space for your delegation is available within Embassy Tower, where all known foreign embassies within Weyr are located. Floors b60-b5, 4-36, 48-70, and 100-260 are available at this time. Eachfloor has approximately 25,000 square meters of space. The Diplomatic Service provides security, basic services, and secure telecommunications. Furniture, electronics, special services, and any other amenities are provided upon request. The Diplomatic Service pays for all services. It should be noted that security and safety of any foreign delegates is not guaranteed outside of Embassy Tower unless Diplomatic Service staff accompanies those delegates.

Embassy Tower is located in our capital city of Wye, a megapolis of approximately 500 million persons built on the southwestern slopes of Mt. Weyr. We recommend that foreign delegations arrive via Wye International Skyport, where Diplomatic Service officials can meet them. Wye International Skyport is fully equipped to handle gravShips and magShips, as well as more traditional forms of transportation. Craft that may be too big to be handled by the skyport, or that cannot handle atmospheric transit, should dock at Earthbound Station, located in geostationary orbit over Earthbound Weyr, from where they can use a shuttlecraft to enter the Skyport. Should any state not possess an adequate means of transportation into Earthbound Weyr, the Diplomatic Service will provide one free of charge.

Naval transports should arrive at Southport Landing, from where they will be escorted up River Wye to Wye City. We request that all foreign craft stay out of the Ward Zone, marked visually by an obelisk ring, and electronically by anchored transponder buoys.

Any foreign entity can also construct or rent a structure or space outside of Embassy Tower. However, the Kingdom of Weyr cannot be held responsible for the safety of that structure, or for the safety of the persons residing within it. Diplomatic Service can provide limited security for the said structure, but cannot guarantee the integrity of that security. Furthermore, the availability of secure communications, services, and transportation for such a structure or location may be limited.

The Kingdom of Weyr has no restrictions on trade, and permits nations to freely buy and sell all goods and substances within its borders. This includes, but is not limited to: weapons, toxic substances, motor vehicles, WMDs, foodstuffs, raw materials, and finished goods. Phyles may place their own restrictions on items that may be traded within their borders. The Kingdom cannot be held responsible for damages or misunderstandings that may arise as a result of said restrictions. This cannot be restricted or expanded upon by any treaties.

The Kingdom of Weyr does not recognize extraterritoriality. Weyr’s courts will try any foreign delegates or visitors in accordance with Weyrean law.

This includes:
- Trial by an elected jury within seven days of arrest
- A free lawyer, to be given upon request
- Communication with any party, after arrest, via a monitored link
- The ability to sue for personal damages incurred while under arrest

However, foreign delegates are permitted to have their home nation pay for the court fines. It should be noted that Weyrean courts issue sentences that are monetary in nature.

Weyrean law has only three crimes: murder, theft, and malicious manipulation.

Phyles may add their own additional laws and regulations, and may enforce them as semi-independent states within their borders. Phyles signatory to the Common Economic Protocol (CEP) may enforce the laws and regulations of other signatories within their borders. The Kingdom takes no responsibility for any problems or damages that may arise due to this.

Weyr is not interested in military alliances at this time. However, Weyr holds a policy of non-aggression towards all nations.

Meanwhile, in another section of Council hall, the Board of Estimates was efficiently approving the new announcement. it was efficient predominantly because there was so little work involved. It was really quite a pointless venture, most of them thought. There really wasn't that much of a demand for thaum-based machinery outside of the Kingdom. Thus, they simply borrowed heavily from their message to the trade Network Association, and sent it along with the announcement of new diplomatic requests.

As such, the Weyrik Board of Estimates will be formally assisting all foreign entities interested in commerce with Weyrean corporations and phyles. A full listing of Weyrean gods and services will be made available upon request.

The Kingdom is currently capable of importing fusactor-compatible radioactives and volatiles; organic raws; foodstuffs, especially protein-based compounds; mithril; magLev drives; magLev-equipped planetary/aerospace craft.

The Kingdom is currently capable of exporting sky and star craft including freight, military, and passenger interstellar, interplanetary, and planet-to-orbit vessels; translation drives; fusactor assemblies, including cryo plants and firien arrays; high-temperature, high-radiation shielded mining crawlers; Feed and Source material technologies; Instel superluminal communications and data transfer technologies; leyNet communications and data transfer technologies; thaumaturgic processing and data storage systems; patterning machinery; surplus non-automated industrial machinery. Non-standard exports include alchymical-trained personnel; translation-capable pilots; thaumaturgic development advisors and expertise; military services.
