Important information:

* RP bonus will be a percentage of the rank (yes, I've been arguing against it before - now I'm for it, because I can see the point in giving newbs a fairly big bonus if they RP. By now, most of the higher-ranked teams RP anyway - the point of the RP bonus is to carry the teams to a WC status if they put in effort and Ravea-like status if they don't, after all)

* RP bonus will have a length part and a quality part. The quality is mainly judged on whether it is readable and enjoyable - I know that discourages second-language speakers, but I am one myself and have managed to teach myself the language. Basically, we're trying to reward any kind of effort.

* The scorinator is quite rank-based, but still can reward good RPers towards the end. A reasonable newcomer RPer in the BoF should be able to attain a rank equivalent to those of "regulars", and consequently a result equal to that.

* We are both regular IRCers, and like to think of ourselves as people who can resolve a conflict easily. And we both enjoy a good laugh, so are perhaps not too likely to take offense. Just take contact if you have any problems or queries.

* We are in different time zones, so have the advantage of one of us being on almost all the time.

* We are experienced hosters - Cockbill Street has hosted World Cup 13, two Cups of Harmony, friendly tournaments, handball tournaments and cricket tournaments. Lethislavania, while being a relative newcomer (and thus a new influence on the World Cup), have already hosted Cup of Harmony 19 and Baptism of Fire 20, and have gone through all the silly mistakes.

* Our scorinator gives low-ranked teams a higher average goal per game than high-ranked teams. This recognises that high-ranked matches IRL often get boring and Karela-esque, while lower-ranked teams tend to attack a lot out of inexperience. Plus it's more fun for newbies to RP 6-4s. ;)

Home attack: ((1300-ht.rank*10)+ht.RP.bonus*RP.constant)/20000+1/130
Away attack: ((1300-at.rank*10)+ht.RP.bonus*RP.constant)/20000+1/130
Home defense: (5480-ht.rank*4.5+ht.RP.bonus*RP.defconst)/5500
Away defense: (5480-at.rank*4.5+at.RP.bonus*RP.defconst)/5500

If home attack + rand() > away defense then a goal for the home team, and vice versa. 17 attacks, 6 for extra time. Penalty kicks have the defence constant lowered by 70 %, otherwise identical formula.

Streetian stadiums

The Roegrow Grass Patch
Age - 103 years
Capacity - as many people as can stand around it (about 4500)
Club: Roegrow Athletic

Infamous for hosting the Field Hockey World Cup with many "funny" incidents, the grass patch has recently been improved, and people generally don't let their dogs out there anymore. However, it's still a pretty poor pitch, and no stands are expected to be built for the World Cup - other stadiums need the money.

Harewood Ground
Age - 70 years
Capacity - 32,000
Club: Harewood F.C.

The Harewood Ground has recently undergone expansion following the success of the domestic team, who recently became the first team to take the Double in the Street. As a small capacity stadium, it is unlikely to have a lot of games in the tournament, but it has atmosphere and a certain football culture seen in few cities of Cockbill Street.

Vimesbairn Cricket Ground
Age - 134 years
Capacity - 81,000
Club: CSCT County Cricket, Rats (national cricket team), Vimesbairn Athletic

The Vimesbairn Cricket Ground is an extremely well-established stadium, used for cricket matches since the beginning of sports in Cockbill Street. Among others, it has hosted the final of the Kelwanese Cricket Championships, and several CS Cup finals in football. The county cricket league in Cockbill Street will be scheduled so that no matches for CSCT will be played here while the World Cup is going on. The stands are, admittedly, beginning to fall down, but who cares...

Vimesbairn National Stadium
Age - 100 years
Capacity - 138,000
Club: Vimesbairn United, National football team

The Vimesbairn National Stadium has been used for all national matches in Cockbill Street, and also hosted the final of the Field Hockey World Cup. It is the largest stadium of Cockbill Street, both in capacity and pure area of grass (125 x 95 metres). It has been slightly reduced in size after World Cup 13, where some matches weren't full and at other matches security was a problem. In its centenarian year, it would be a good candidate for a World Cup final.

K'haz'bak K'ruz'ba D'gazh'dukh

Club: K'haz'bak K'druz'ba

The major stadium of the K'haz'bak K'ruz'ba club, this stadium has seen many tense league fights between them and Vimesbairn United. Although not having any international experience, the stadium has seen frequent match-ups between the Dwarfs v the Trolls - the classic all-star match of the Cockbill Street league. Security is obviously on top in these matches, and will not be a problem here. Hence, the most "tense" matches will be arranged in this stadium.

Northset County Cricket Ground (Chesham)
Age - 50 years
Capacity - 62,000
Club: Northset County Cricket, Chesham Rangers

Another cricket ground, this stadium was recently built to celebrate Northset's county championship (their old ground had a capacity of 8,000). Second division side Chesham Rangers also play here, but usually on Wednesday afternoons. Again, of course, Northset matches will be rescheduled, and due to the huge amount of stadia in this cup, this should not be a problem. It is the youngest stadium in Cockbill Street, built in celebration of the Street's admittance to World Cup Ten, and although the locals of Chesham don't have a lot to cheer for lately (especially after Rikki Stone and Alec Peterson retired), that'll only spur them on in finding new teams. Apparently, Bedistani, Oglethorpians and Aquillans are popular here after World Cup 13.

Jotneheim Park
Age - 123 years
Capacity - 20,000
Club: Jotneheim Mountains AFC

Although a small stadium, the Jotneheim Park has a certain charm. Situated beautifully among the mountains, the danger is that players will stop looking at the scenery. It too has hosted a number of Dwarfs v Trolls match-ups. It will also be used for "tense" match-ups, but mainly for smaller teams playing each other. Jotneheim Mountains are one of the best sides in the Street, and the club of Lethislavanian star Thomas Boeing.

Thatcher Road, Upperborough
Age - 64 years
Capacity - 34,000
Club: Upperborough FC

Perhaps not with the best facilities, but this stadium is a reasonably good one. Its major club, Upperborough FC, has stayed in the Cockbill Street Main League for thirty years, and is one of the better teams in the league. Their stadium is a traditional one, and ten years ago Upperborough FC invested in seats for everybody. This picture was very recently taken, and it shows the stadium from above.

The scorinator is statisically sound in TEN's eyes.

I do not vouch for any bid, but merely anaylze the scorinators at this time.

This scorinator has a smaller rate of upsets than leagion and Eauz's scorinators, but it does fall within the acceptable range of scorinators in TEN's eyes.

Another point:

* Pots for any group draw in the World Cup (qualifying or finals) will be done solely by previous cup ranking. Some "oldies" may remember this ranking system: It's done by points scored in the cup, but stages reached counts first. So the winner comes first, then the finalist, third-placed, fourth-placed, losing quarter-finalists (sorted by total amount of points in the finals), losing second rounders, knocked out in group stage, and finally the knocked out in qualifiers (sorted by points earned in qualifying). The reasoning of this is to not create an arbitrary split between the 1st-10th ranked sides, who are guaranteed an easier group in qualifying, and the 11th-20th ranked sides etc., but rather to have a bit of a mix.

The organisation committee have also disclosed information on the Lethislavanian stadia:

Tarrevultis Stadium
Capacity: 38,000
The main stadium for the Kratu wave, it's constructed in a
olde-fashoined grand-stand format, with no protection against weather.
It was most recently used as the stadium for the LFL Championship.

Leninstan Minor
Capacity: 31,000
Used for exhibition games, this stadium is a work of architectural
art, taking from the works of Daniel Libeskend and others. It was last
used for an Exhibiton between North Tajik U21 and Kratu Blast.

Leninstan Major Twin Arenas
Capacity: 124,230 (Each)
Built for the Cup of Harmony, these massive structures are considered
an eyesore to the skyline, but are actually very well-built, created
by the renowned Lethislavanian architecht Moraii Silvas.

Each stadium will get twice as many matches as the Streetian ones, and the matches will still be split fifty-fifty.
