SIZE & QUALIFYING FORMAT
82 teams, ten groups of eight teams with the two hosts qualifying automatically.

SCORINATOR
Excel. Based loosely on the WC19 scorinator, however with some subtle adjustment, the scorinator has been seen by such WC luminaries as The Eagles' Nest, Vilita, and Cockbill Street.

RP BONUS
Will be based mainly on quantity of individual RPs (ie length), however thiss will be balanced with a small Quality Modifier. Contact Eauz for full details.

What is your view on newbies? Should they be given a better chance of qualifying for the finals, or should the World Cup be reasonably realistic?

Reasonably Realistic. However, newbies who RP with both quality and quality (eg South Ossetia WC20, Starblaydia WC15) should, we hope, achieve at least a modicum of success.

I'm loving that picture. Anyweway- I have seen your Scorinator - it is simply fantastic! It is by no doubt the best scorinator the World Cup has seen thus far (just eclipsing my WC19 scorinator) the inner works are fascinating. You have the constants, rank adjusters and RP bonus are nie on perfect. Well Done to the creator.

I suggest the candidates make the formula public, though. I plan to do that whenever CS/Lethis get their thread up.

I need to write a bit to explain what I have as an Idea in my head for this cup...

I want people to enjoy the cup, but at the same time, have a desire to actually participate in this cup. If you participate, you will probably do BETTER on the whole than those who decide to not or just participate once in a while. I cannot though make promises that if you RP everyday that you will be automaticly get a win every match. Many things are involved such as RP bonus, Random Numbers & Margaret.

As for the Quantity/Quality based RP, we want you to provide something which shows you are following the cup. So, we do want to see depth, but don't believe it will be completely based on length. If you write a very good short RP, it will probably get a better rating then a one liner which says something like "Eauz won 3 - 0, and celebrated all night on the field". This is probably where I'll lose votes, as I know some people are against "forcing" people to do something, but this forum is full of RPing threads, and the way I see it, if you sign up, you are telling me that you are interested in participating in this cup. As for those critics, I would like you to look at teams such as, Adams Island, Starblaydia, South Ossetia even myself. RP bonus will be based only on what you write, so I will NOT count tables & stats, in the bonus.

As for the scorinator, it was made by The Belmore Family, but has been checked over by some well known critics, such as The Eagles Nest, Vilita and Cockbill Street. I recieved a "passable" and "usable for cup" from these people. This does not mean that they are 100% in favour of it, it just means, that it CAN be used as a Scorinator for a World Cup event.

Finally, have fun people, and enjoy the cup, no matter which bid wins. The whole point to the NationStates World Cup is having fun.

*Side Note, this will be my FIRST time hosting, as a member of FIFA. I hope to see many of the FIFA nations wanting to participate in this cup, because it's in OUR REGION too!

Hi there, just thought since you were so nice and enclosed the formula I'd do a few tests on it, and publish the stats. I've enclosed the file http://www.freewebs.com/hattrickladder/eauzwc21scorinator.zip , so you can spot any errors in my interpretation or retest it (because I recognise that, after all, I'm not neutral in this matter :( ) To do a world cup sim, simply copy the formulae in the columns D through F in the "Match List" sheet into columns G through FL (not recommended for people with über-slow computers - I did it this way to make the file fairly small), and copy the contents of "Results and Tables" A169:EF169 down to A170:EF560. Then go to the "Team List" sheet, press the big button with lots of text, and press control-V in A2 on the "Results and Tables" sheet. Tables should appear automatically (though not sorted) in that sheet. This probably won't work if you've got anything but M$ Excel, a slow computer, or a slow connection - but at least I've tried...

Anyway, onto the statistics:

Mean number of top-32 ranked teams qualified: 22.6 ± 1.0 (including the hosts, so 68 % of the top ranked teams that enter qualifying make it)
Average number of goals per game: 2.8

And a sample group (picked from the latest sim - probably the most extreme case, though)

The scorinator is statisically sound in TEN's eyes.

I do not vouch for any bid, but merely anaylze the scorinators at this time.

While it does give a slightly larger upset potential than Leagion or CRYME's scorinators, it falls within my personal acceptable range for WC scorinators.

I heard too many complaints from other people, and thus I wanted to make sure this script was up to par. All scripts are going to have some sort of glitch in it where someone will do better than expected though. If you are worried that it will do that, well then don't vote for me, but I think everything will be fine. Simple as that...

Sure :) Just doing some tests so that everyone knows what they're voting for, because otherwise there wouldn't be much point in publishing it. Planning to do the same on RC/Legalese once I get my head around their ranking system.

Just a little question about sign-ups - As far as I can make out, 82 nations have already been signed up for WCXXI (78 listed + Slaikau, Spaam, Harrylandia and Allanea.) Does this mean that the cup is now considered full, or will you go ahead with replacing puppets?

Honestly not a fan of that particular competition, but I'll talk to Eauz, see what he has to say.

I only ask because other bids have indicated an interest in fairly giving all teams a chance to participate, while your bid is simply saying it will cut teams who signed up in time without them ever playing a match.

I perfer to leave that out of the question. If you signed up, you are in. As for puppets, I am not a fan of them, for the fact that it's pretty much giving you a better chance at winning a match, while others who rely only on 1 team to compete with. Aside from the fact that puppets fill space up, if there are people looking to sign up, those people will get first chance.

I don't like the Colony Cup idea, because it doesn't give all the puppets an equal chance to get in. These are puppets were are speaking of. I remember most people made them to fill spots up in the WC, and they weren't very active. Now we have people with puppets in the top 20, taking away the chances of someone who wants to participate but gets knocked down by a puppet. Thus, I belive in using a random generator to pick out the remaining teams if there is the need to add puppets.

As for "other bids have indicated" crap, all I have to say is that this bid is Eauz/Krytenia, not Eauz/Krytenia + WCC + Everyone on NS Forum. There will always be parts of bids that people will hate and love, this is how We've imagined hosting a cup.
