Zeppelin Manufacturers Incorporated formally proposes leasing lands upon the “Baltic Island” for purposes to its discretion not including the following clauses. These lands will be renamed a ZMI Outzone for the period of the treaty.
1. Lease payments are to be made annually at a starting point of 2.3 Billion Rungs and altered to match global rate changes.
2. All navigable waters within the zone are to remain under the nominal control of the NHSR
3. No strategic weapon will be employed upon these lands with out contacted the government of the NHSR
4. The lease is set at 500 standard years with a 2 year grace period for renegotiations. All clauses are bound within this timeframe.
5. No ZMI or NHSR military units will act against each other for the period of the treaty.
6. The laws and ordinances of ZMI shall be in action inside the “Outzone” and shall have full jurisdiction over NHSR citizens in the “Outzone” similarly the laws and ordinances of the NHSR shall have jurisdiction over ZMI citizens outside the “Outzone”.
7. ZMI shall not remove resources from the “Outzone” without the prior consent of the NHSR.
8. ZMI military forces within the “Outzone” shall assist in the defence of the if requested “Baltic Island” similarly NHSR forces shall assist in the defence of the “Outzone” if requested.
