Taiwan announces end to isolationism
It had been a long time since President Zhang had addressed the international community. Ever since the retirement of his neoconservative Secretary of State Chiang, his successor, a strong constitutional conservative had isolated the ROC from the international community. Regional security summits went on without a representative from Taipei.
But now that would change. Isolationism had marginalised the ROC. It was time to meet the world once again.

In a moment of considerable neglect the transmission of important governmental procedure was interrupted by the announcement from the ROC, at another time it could of resulted in someone being designated. Fortune smiles but once.

One might go so far as to declare words such as these the fragile framework of a mighty bridge between us both.

It had seemed so casual, just another message for the President. Nova opened it up, as he had done countless times to countless messages. And read it again. And... read it again.
"the Republic will once again be open..."
This was amazing. Just when Tiburon had finally decided to reach out to its allies and nations that it had supported in the past, before the Great Darkness cut off all communications to the outside world, President Zhang came along and made this job much easier. Renewing its old, longstanding alliances could occur in a matter of hours at this rate.

It has been an extremely long time since our two nations were able to communicate with one another. Our alliances- first, during _Taiwan's very inception and the relations with Perfect China, and then later, with the joint membership in the United Alliance of Progressive States (UnAPS). The recent lack of communications, however, has not made us forget the long and pleasant history our nations have had with each other. It is our sincere desire that our alliance is renewed, in order to preserve the support that our free nations, as well as the support between the Tiburonese and Chinese people, have had and will continue to have.

Unfortunately, the UnAPS no longer exists in the ever-changing world. Despite Tiburonese oppositions, a majority of former UnAPS nations voted to dissolve the alliance. However, we believe that if we are able to create accords with each individual nation or with a group of nations, we can restore what little hope of peace there is among the formerly allied progressive states. We will be sending our Secretary of Allied Nations to work out a new alliance based on the one that our nations have gotten used to for so long.

We have selected an ambassadorial team of six individuals for initial discussions and exchanges of culture. One of our most revered negotiators Jared Plisken, also a member of our higher echelons of defence, will be conducting any talks and he will be accompanied by five functionaries to discuss the details of any results.
