we of InsanityZero have a policy. It is called the "Hole". Every citizen over 70 will be escorted outside city limits to "the hole". this hole is not a good one, not like any retirement home at all. basically it reduces issues like voting and disgruntlement, while improving soldiers accuracy at short range. at the 1st of every month, every senior citizen will be escorted with a promise of happiness and care. then, when they get to the hole, we line them all up for a little "roll call". then its "fire!" and the soldiers can do whatever they want, be it assault rifle or grenade, even something as complex as a small bomb or flamethrower. the only priority is to get the seniors in the hole. those who survive will wish they hadn't.
UPSIDES: eliminates problems such as senior specials or car accidents. the plots of land that would be used for things such as hostpitals or old folks homes will be used for the Super Target parking lot.
DOWNSIDES: guilt--but thats only a temporary feeling.
