January 7, 2502
Los Angeles, California - C.S.F.
President Michelle Vassaretti stared into the camera studying her speech papers, the stage was set with all of the flags of the states, dependencies, and territories of the Californian Federation and a large Californian national flag as an elaborate backdrop. A fair breeze blew in from the Pacific Ocean causing the flags to flutter in the breeze, Sandra looked up into the camera and composed herself she then grabbed a glass of water and took a drink of it and cleared her throat and then spoke "My fellow Californians, it is with great pride that I bring you these news, as of January 6, 2502 our fine physicists and astrologers have discovered that the Musca constellation contains a star we have named Stella Angelorum (the Star Of The Angels) 95.4 light years from the Sol System contains one habitable planet orbited by two moons that is hospitable to life. And we, Californians as adventurers and explorers I have made a promise to expand California's Space Program and to develop it for the purposes of this nation's great power and prowess in deep space. With that said, California has entered into a pact with N.H.S.R. to build a stargate to facilitate travel between the Sol System and the Stella Angelorum Star System. Once this stargate is completed we will begin travel to Stella Angelorum to colonize the planet in that star system and to claim it entirely as our own. We owe it to our fine astrologers and physicists here for the discovery of this star and its planet, these model citizens are the type of people who will make California one of the dominant powers not only on Earth, but now also in deep space... Thank You"
