From: Napoleon IV, Emperor of Greater Prussia and All the Greater Prussians, King of Burgundy and Allanea (OOC: You gave him the honourary title so he kept it, as pretentious as he can be)
Mr. President,
After my departure from Allanea and Allanea's departure from the Empire, we had discussed many options involving our relationship and determined it best for me to make a state visit to Allanea as one of my first actions as Emperor. I intend to make good on my promise.
It is extremely important that the Empire and Allanea continue to have a constructive and mutually beneficial relationship. Per my position in the government of Allanea, I would appreciate the opportunity to sit in the Parliament and speak with some of your law makers as well as to have a personal conference with yourself. I would also very much like to have the opportunity to review the new Allanean Army I established and perhaps meet some of its appointed commanders.
I shall stay in the Royal Estate so as not to cost any more money and we travel where is fit. I bring with me some plans and items you make take great interest in. It will be good to see you again, Old Friend.

The Imperial Luxury Jet went into a holding pattern above Hestonia International Airport. "Control, this is Crown 1 with Emperor Napoleon requesting permission to land."
"You know I very much had missed this place." Napoleon sighed as he looked out the window to the countryside and city below. "It certainly does grow on you." the Emperor leaned back up and took another sip of cognac. "I hope the people haven't grown to dislike me in my absence." he again looked out the window.
Arch Duke von Oberhausen leaned over to him, "Napoleon, you must be careful about what you say. You may posses the title of King, but odds are, that with Kazansky back, the people don't particularly care for you in one way or the other. You don't have any room to screw up."
Napoleon looked up from the window, "I know." there was an angry tenor in his voice. He then realized it's presence and calmed his tone. "I am fully aware, mon ami." taking one last sip from his cognac glass and sitting it down on the table beside him he turned to Marechal Marmont, formerly the head of the Allanean Armies during his reign and instructed. "Look very carefully at these Allanean units. If they need any help of any kind at all...you tell me so I can get it to them as fast as I can. Knowing Allanea, they probably won't...but if they do...it is my bounden duty to assist them." pouring himself another glass of cognac he mused. "The Allaneans may owe me as they say for rebuilding thier country and delivering them from the Federation...but I owe them just as much. Without them...I wouldn't be sitting here today." He placed the cork back in the bottle and set it aside picking up his snifter again. "Allanea used to be one of the jewels of the Empire. What a shame...what a shame..."
Alexander smiled grimly – as he often would these days. Allanea, while in a far better shape economically than after the ODW, was still suffering from a bad reputation, diplomatically. These days, any envoy would be greeted favorable – and especially Napoleon, the man who saved Allanea.
Allaneans didn’t like foreigners much. A proud, freedom-loving people, they despised some and hated others – Goobergunchians fell into one category, Edolians into the other. The people of Greater Prussia, they respected. While certainly not a “bastion of freedom”, as Allaneans called their homeland, the Empire and its people have treated Allaneans with the utmost respect. The Federals, who have officially stated they held Allaneans to be nothing more than a nation of overgrown children, were met by bayonet and grenade, and their gifts where refused. Today, when Allaneans had the money to do it, they destroyed old Federal buildings and built their own. Within the year, thought Kazansky, no government facility would be located within Federation infrastructure. All the gifts the Federation tried to force-feed to Allanea’s people would be history – the kind Allaneans used to explain why they still kept assault rifles under their beds and explosives in their basements.
The Allanean President returned to the present. In a few hours, he thought, Napoleon would arrive. A troop of Girl Scouts was sent out to greet him, flowers and all, arranged by the Department of Education. Then, a car would take him to the Presidential Mansion. There, Kazansky would meed Napoleon in person.

The plane landed and taxied to a stop at the appropriate point. The stairs then were unfurled from the side of the plane as the door opened releasing two Imperial Guardsmen clad in the Green Dress Uniforms of the former Allanean Imperial Guard in an obvious nod to the country. The two men stood at attention on either side of the steps with their flintlock muskets. Then, Napoleon finally appeared in the doorway waving to the crowd. He blew kisses and showed thanks for the applause as he descended the stairs. When he reached the bottom, the two Imperial Guardsmen accompanied him to greet the delegation send to meet him.
Count von Oberhausen and the Marechal exited the plane quietly as the attention was fixed on the Emperor. The only one who may have any level of recognition in Allanea unless the locals kept up with Imperial politics was the Marechal.
Napoleon walked up to the Girl Scouts sent to greet him and bowed deeply before them as if they were the royalty. He looked up at them and flashed a playful smile, taking the flowers they offered. "They really are quite beautiful he said to the girls. He then picked up two of the girls and sat them on his shoulders. They beamed as he announced, "By Imperial decree, these girls, all these beatiful girls are Honourary Princesses of the Empire!" He laughed a hearty laugh and sat the girls down, his valet moved quickly up to him and handed him several small boxes. "Here is something you can remember this by." he opened the box to reveal a solid gold necklace and upon it another golden pendant that had upon in the Imperial 'N' surrounded by laurel leaves and topped with a crown. It was his own personal crest. "I don't give these to just anybody." he said as he distributed the boxes to each girl. "Merry Christmas and Happy Channukah."
Then the Emperor shed his childlike demeanour and walked resolutely towards the limousine that awaited him.
Before he got it he turned to the crowd and shouted, "God Save Allanea, God Save Kazanksy!" he then quickly entered as he was driven off to his destination.
Alexander Kazansky smiled as he waited for the new Emperor at the entrance to his mansion. A red carper was rolled out to greet the Emperor. Along it’s sides stood troops of the most famous unit in Allanea – the United States Marine Corps, Ronald Reagan Brigade, and Allanea’s most famous militia group – the Allanean Volunteer Force. Those people fought together with the Imperial Guard at Perfection. They deserved the honor.
As the Emperor entered the mansion, Kazansky spoke.
“Good day, your Majesty. I know you might expect our people to be ungrateful for what you did for us. It is not so. We are boundlessly grateful. As a first gesture of friendship…”
He turns to the two troops, one Marine and one AVF soldier. “Ten-HUT!” They immediately sprung to attention.
“Your Majesty,” Kazansky takes out a small box, “this is the Presidential Medal of Freedom. Unlike the original American Medal, it is given out not only for outstanding service during peacetime, but to any person who does outstanding things towards the advancement of individual liberty. You, Sire, saved Allanea’s liberty twice. Once, from the Federation, and the other time, from the Socialist.
Be aware, Sire, that the Medal is not simply an honor. It is an obligation. Not one to a ruler or a law. An obligation to yourself. A person who has performed such deeds for Liberty as to deserve the medal sets a standard – not for others, but for himself. This is why, on the back of the medal, are engrave the words of our pledge – the golden standard of liberty. One who receives the medal knows that standard. When giving this medal to you, Sire, I cannot place any obligations on you – but I do expect you to ponder those words.
Kazansky himself stood to attention as he read out the most sacred words in Allanea, and the troops repeated them.
I pledge my honor to the Bill of Rights, our precious national treasure.
As the Bill is a fortress against tyranny, I will battle all tyrants.
As the Bill protects liberty, I will live free.
As the Bill guards rights born within all humanity, I will defend the freedoms of future generations.
With my life, my words, and my daily deeds, with a vision of what can be, I honor all of the Bill of Rights for all mankind.
He then gave the Emperor the medal.
“At ease.”

The Emperor bowed deeply. "Thankyou, President Kazansky. As Emperor of Greater Prussia, I do indeed strive to expand freedom throughout the Empire. The evidence of this is plain to be seen in the actions I have taken. Infact, it is for this reason also that I come to Allanea...to seek the advice of my trusted friends here."
Napoleon nodded to the Imperial Guardsmen. They bowed and withdrew quietly as Napoleon and Kazansky joined hands and held them high in the air, waving with the other hands in a show of unity. Afterwards, they quickly withdrew to a private chamber to discuss policy.
"Alex," Napoleon said after he had been invited to sit, "I very much appreciate the shows of unity and cooperation your government has shown mine. We would like to return them in kind. The Empire has many operations in the works on several differant fronts that could greatly benefit the United States. I happen to know for a fact that you are looking to expand Allanean influence abroad, and we are looking to expand the Empire as well. We can serve eachother's ends by co-operating. My government is analyzing intelligence on a few nations that we consider to be enemies of all mankind. Action...decisive action must be taken against these nations before they do much more harm to the world. We are analyzing the best courses of action and we believe that military solutions provide the best hope towards achieving our goals. Perhaps a penalizing seizure of some of their colonies should be the first step. After this, we can discuss economic business."
“Indeed, Emperor,” replies Alexander, “this was about my own idea. Here’s a couple of suggestions.” – he hands the Emperor a thick sheaf of papers with the title “The Empire and Allanea: Military Cooperation in the New Future. – “I had my generals write up what they call a ‘conceptual visualisation’ of it. I call most of it ‘excessive waste of paper’, but they often do get the right idea.”
He continues. “I myself believe the economic strength of the Empire – and Allanea – as key to long-term political power. This is why I encouraged the development of thermal depolimerization and other alternative-energy technologies. Soon enough, Emperor, we will be able to disconnect ourselves entirely from the use of mineral oil in every level – and destroy the economies of those of our enemies which depend on oil exports.”
The Allanean president smiles. “Further, Emperor, I have an exciting new military project for you… it will change the face of our armed forces forever…”

"Indeed." Napoleon gave the papers a cursory look. "Beyond the current cooperation between Kriegscorp and Allanean Arms, I have a new project that you may take some interest in. We can take advantage of the Empire's toehold in Haven to extend Allanean and Imperial influence there. With Imperial Guard units being so close at hand, we will be ready to assist in the defense of Allanea should anything go awry...but I suggest beginning a campaign of political influence by any means necessary...including the insertion of Old Guard (SpecOps) teams to carry out our ends with the blunt end of a bat if we so need to. I would like to keep the military option limited though." he laid down the Papers. "And in relation to the military school which we had discussed previously, I am glad that it is operating well. However, I do have plans for it. You will find in the Empire, especially in the Kingdom, that Noble Families are dieing off, or have left decades ago under regimes they found disagreeable. Now that the government of the Empire is stable, God willing, we need to re-establish the Noble Heirarchy which has been severely reduced. We have nearly 125 lands whose families have vacated them. As Imperial Citizens live in and hold large ammounts of land in Allanea, we have decided to one up the ante for the Allaneans in this military school. As we are training them to be nobles, we will allow the choicest of this class, either Imperial or Allanean, to have a title bestowed upon them. If an Allanean becomes a Duke in the Empire, he will have the unique opportunity to have double citizenship with Allanea, but would be required to inhabit his territory for most of the year. This would strengthen both of our nations, I would believe, by solidifying my base, as well as bringing in good revenues for your government."
"It may also be a good idea to cross train our troops. Have Allanean units spend a while under Imperial instruction and Imperial units to spend a while under Allanean instruction before they go on the field. We have much to learn from eachother...that's why I'm here."
