Today, by an oppressive majority, the Allanean Congress and Senate have voted to declare Allanea’s independence of the Empire. The Senate Majority Leader [D-AI], has been quoted as saying: “This is not a measure of dislike for the Empire. On the contrary, we wish to remain friends. We will fund 500 billion dollars a year for the next fifty years in slush funds to fund the Imperial Guard, we will keep the Imperial bases in our territory, we will aid the Empire in it’s pursuit of greateness. However, we feel it is time for us to leave the Empire. As a gesture of further gratitude, the Congress will allow King Napoleon de Sanglant to keep his title as king of Allanea, though as a term of honor only. He will also be awarded the Congressional Medal of Freedom. Soon, Alexander Kazansky will officially re-assume his post of President-for-Life.

Napoleon looked at the declaration congress had placed before him. It was up to him to ratify it. He could veto it...he could dissolve the legislature...he could abolish the constitution...but he wouldn't. He reached for the pen as he signed the declaration of Independence into law.

Allanea had been an independant nation ever since he had declared Kingdom and reformed the Allanean economy and military. He had recieved a letter only a day ago calling him to Reichskamphen for the Imperial elections. He was a candidate. Now, as he left, it would have a much greater signifigance. The Allanean Congress provided a Royal stipend for him and maintained the Royal Estate and what had become the Palace in the Capitol...but...he felt so helpless. If he didn't become Emperor, there would be no way he could ensure the safety of the Allanean people. He would merely be an idle watcher of events. The world could slip away and all he could do would be to watch and cry.

For his last acts as King of Allanea, Napoleon had completely dissolved the Allanean Division of the Imperial Guard as a required unit. Membership was now optional. He had also fully restored the Allanean Armed forces. Allanea had been almost completely restored to its prewar status.

He quickly signed orders to the Imperial Guard units still outside of the Imperial Bases and ordered them to return or seek permission from the local governments to remain. If permission was not granted there were to return to the Imperial Bases where the destination of each unit would be determined.

He then told his aides to buy a spot on every single network in Allanea at 8:00pm that night. He was set to make his last address to the nation.
