This evening the Lord Reaver issued a number of statements. As the Panteran nation rejoices, many other nations tremble in fear, for their times may soon be at hand.

First and foremost, the Evenstar is proud to announce the birth of the four billionth Panteran citizen. The child, a boy, was born early this morning to the proud parents, citizens of the Panteran capitol of Toke. The boy was said to be brght-eyed and healthy, a Reaver-to-be, certainly. In honor of the fallen Lord Reaver, the father named the boy Bastien, in hopes that he will one day live up to the legend of his namesake.

Second, with the post-rebellion population of Pantera booming, the Lord Reaver has authorized the enlistment of a further 500,000 Reavers. These new recruits will be formed into a new arm of Reaver might and will be used to strengthen Panteran holdings abroad. With Reaver armed forces already gargantuan, this massive addition will ensure that Reaver might remains unsurpassed on this earth.

In addition to the recruiting surge of Reavers, a new fleet will be built with the intention of creating a more noticeable Panteran presence in the North Atlantic. This fleet will be augmented by a number of ships already afloat, as well as a fist of new carriers and their attending aircraft.

Finally, the Lord Reaver has turned his attention to matters abroad. With the recent 'incident' involving the craven British Empire of Bob-Bob, the Evenstar has formally instituted a policy of Zero Tolerance. In short, this means that from this moment forward, no transgression will go unpunished. Should any nation's armed forces think to attack any Reaver of Pantera, any Panteran holding or protectorate, or Panteran ally, the retribution will be swift and merciless. The Free Lands will no longer be picked at by coward nations, too weak and ineffectual to control their own forces. The Reaver methods of dealing with those nations who violate Pantera's Zero Tolerance policy will be relentless acts of attrition, regardless of the consequences.

Let this serve as a warning to those who would tread where they do not belong: Pantera is an impenetrable wall of Courage and Fury. Do not make the mistake of crossing us. There will be no second chances.

With the Empress of Mists and the High Queen of the Resurgent Dream away, the Prime Minister, Lady Juliet, appears on the screen. The lady wears an elegant green pantsuit, perfectly cut to her figure, with a silk golden shirt underneath. Her figure is slender, almost a perfect hourglass and her face has a dignified beauty to it, magnified, rather than reduced, by the few lines of wisdom and laughter that have begun to mark it. Her hair is a bright red, worn short and combed to the left in a rather boyish cut. Her long ears taper to elegant points. And, like most sidhe, she has that odd aura of beauty and nobility that doesn't actually seem connected to or seated in her body.

"The Empire of the Resurgent Dream congratulates the Free Lands of Pantera upon the birth of her four billionth child. We wish young Bastien the best of look in life, in the Reavers or whatever occupation in which he might find himself."

And that was the whole of the message. There was no comment on the military buildup one way or the other. But then, why would she need to comment? It was only a threat, if one desired to attack Panteran holdings.

"Who is this Prime Minister? Do we have business with her Empress?" Asked the Evenstar.

A few of his aides tittered among themselves before one, the only female present, answered curtly,"No, M'lord. Not as such.... They are Seidh."

The Lord Reaver's grunt spoke volumes,"Morrigu." The aides all chuckled at the joke, but the woman who addressed them was obviously not the mad old crone of legend. Still, best not to dwell on the subject. Dayne's distrust of all beings 'magical' was well known.

Lady Juliet waited perhaps five or ten minutes for a response. After a while, she stands, sighing ever so lightly. "If anything comes through, patch it into my office. I can't spend any more time on these ceremonial matters. I do have a war to plan."

The nocker working the cameras grunts a little. "Sure, your furbin' ladyness."

Ignoring the profanity, Juliet rises, making her way back to her office.

As the news of the joyous announcement was received by the government of the Five Civilized Nations, The August Emperor, Leto Crusade, First Lord of the Star Realm and Duke of Cala, frowned, unexplicably perturbed by the Panteran communique. Inside the massive Citadel of Cala, an exact copy of the original citadel built on Terra, the Emperor sat back, his eyes closed. These Panteran build up cannot be condoned, nor can it be ignored... It has been years since our military has been augmented and it seems, the time has finally come for the Five Civilized Nations to reassert its might...

Congratulations are in order for the 4 billionth birth within your nation.

We express our discomfort at this build up of Panteran might even though we understand the necessity for such a build up and the exasperation expressed at pathetic nations attempting to test Panteran might.

However, it is not our place to question the methods and motives of an allied nation. Therefore as a complement to Panteran forces, the Five Civilized Nations will augment its own forces as necessary.

May our nations remain as allies within the Allied Powers for some time.

First and foremost, congrats on the 4 billionth Panteran citizen. Truely a memorable landmark in Pantera's illustrious history. The Excessivley Armed Empire waits for the day it's 4 billionth citizen arrives, and it should be in the next few years.

And now onto your 'Zero Tolerance' policy.

The Blood Pact shines on, and the Excessively Armed Empire fully stand by and supports Pantera's new policy. Many moons ago I pledged to your brother to rise up and defend Pantera no matter what the reason or cost, and my word still holds true to this day.
