Unified Government To Come Under Fire Over Early Budget?

NENYA, TUESDAY - The Unified Government issued Tuesday the ratification of the Budget Act 03d.e. - well over a month ahead of schedule. The Economic Court and the Executive Council gave the Act to Civil Service officials in the early hours of the morning, and voting, as the law states clearly, started within the hour. By late afternoon, voting concluded, and the Act was passed unanimously.

The new budget includes a four percent drop in the average tax rate, to 30% from 34.9%, but the growth of the economy in the last year means that the Treasury coffers have still swollen beyond last years income.

Ten Facts About the Unified Commonality Government

The Unified Government is composed of the Executive Council, the Judicial branch (Economic Court, Environmental Court, Criminal Court, Social Court), the Supranational Imperial House, and the Supranational Citizens House
The Unified Government only ratifies acts which are multi-jurisdictional; in all other instances, the seperate branches work independently of one another.
The budget is one such multi-jurisdictional act; others include: declarations of alliance, affiliation, or other creation of strong diplomatic ties; declarations of war; settlements of war.
The Unified Government votes as one unit, rather than seperate units. Each member receives one single vote, except the Empress, who receives two. Considering the size of the Unified Government, this is not really advantageous in any way, but is merely a traditional holdover from days gone by.
All acts brought before the Unified Government are already in 'completed' draft form; they merely have to be ratified or denied.
The Unified Government has yet to deny an act. This is likely because almost all acts brought before it have been 'in line' with general Commonality policy, and thus in line with the wishes of the People. This is, inside the ICEL, generally considered to show the success of the system in place, and is not considered a failing.
The Unified Government format is not enshrined in the Constitution: it is an experimental addition. Next year, if the experiment proves a success in the eyes of the People, a mandatory Referendum will decide whether or not an Amendment will be made to the Constitution. It should be noted that although the Referendums held in the Commonality are mandatory, it is still legal to abstain; but the abstain vote must be cast. Fines are the typical cost of not carrying out what are considered to be the 'political obligations' of each and every citizen.

This means I get to use my stats fully, without having a nation that grows insanely rapidly (as I RP in real time, or as close to as possible). I'll only update each year or so (real time!), so I'm stuck with the economic stats I choose (more or less, and barring some form of roleplayed disaster - they will alter slowly 'naturally' as the year goes on, of course) for the next twelve months.
