The Empire of Light was built on the need of a small group of Christians to create their own isolated nation to follow God in peace, and not worry about the stupid squabbles of democracy, nor the destructive policies of a dictatorship. As their leader, I had created an unique government system based on religious doctrine and absolute logic. To prevent social trouble, I limited citizen membership to Christians only. Since the creation of our Empire, we have advanced to new heights. Not wasting money and time with democracy, it has allowed those people truly gifted at leading to do their job without worrying about looking good in front of the people. As our nation grew, we have started to be less selective of the religion of those who joined. Within ten years, our army and police force nearly doubled to keep up with the different moral standards of the influx of immigrants. Immigrants were allowed in under the condition that they do not publicly express their religious views. These people had all signed a contract to not cause any trouble in this manner. This was all right for a while, with people minding their own business, and worshipping their different gods without bothering anybody. Recently though, several extremist factions had "earned" the hearts of these minorities. The Atheist Liberation Front was the worst, with public protests and cases of vandalism as well as isolated attacks(which the Front conveniently denies to accept responsibility for). Within such a rally, which I gracefully allowed, assuming they would eventually get tired, the mayor of our capital, Lord Marcus Leotopolis, was beaten within an inch of his life for asking the protesters to liberate the market center so that people can go on with their business. The incident could not be stopped seeing how the mayor was surrounded by the protesters, and barely escaped with his life. Upon that moment, I ordered the army to open fire. Two thirds of the protesters were left dead as a result, with the rest of them scattered. After this incident, extremist propaganda started portraying our imperial government as "tyrannical", and many people are openly speaking of a revolution.
The Christian citizens, still forming 90% of the population, as well as most non christian religious people(whom have no wish to deal with the violence that they had in their own nations) demand that the government do something about it. Legally, I have the right to exile every one of them, and they signed a contract allowing me to do so. However, I fear they will not leave peacefully. What does the rest of the world think I should do?
I'm so sorry my atheist brethern have acted up like this. It is unlike the faithless to do something akin to this. These sort of acts are usually at fault of religious extremists, no matter, idiocy descriminates not. Exile them, they are a terrorist organization anyway.

Exile them! There is NO excuse for such treachery! They claim that your government is tyrannical, and yet they are the ones who violate the laws you have so graciously set down and initiated the violence! As for any who will not go peacefully? Kill them. You are giving them the chance to leave and live elsewhere, left in peace... but if they do not accept such a generous offer, the safety and integrity of your nation must not be compromised simply because of selfish protesters! In fact, The Royal Art will aid you in military operations if they do not leave peacefully, for though we are not Christian-based we, too, are a religiously based nation. We shudder to think what would happen if our nation, founded on such texts as the Corpus Hermeticum and the Tower of Alchemy, faced a similar situation and had to resort to warfare to eliminate these... insurgents. We believe that by helping you we will help send a message to all dissidents in other faith-based, non-democratic nations: be silent or leave.

Well, an extremist is an extremist, and if one happens to strongly believe in the non existance of a God, then there is nothing stopping him from fighting fir that. Exile is my first choice, but I am worried about the consequences. Enforcing it might cause more casualties than an outright army intervention if they choose to fight it.

We would support giving them a chance to leave peacefully first. The Royal Art is a predominantly peaceful nation, and believe that people should have the right to choose whether or not to leave. Furthermore, direct military intervention without giving a chance to flee may anger your populace, and the last thing we would think you would need is more rioting. Again, we will assist with our own military to help soften the blow if the exiles do indeed decide to fight back, if you wish it.

If there is military action, a token force would suffice if you want your position known on this kind of behaviour. However, our nation's government agencies are run by children adopted by the government. Because any type of abortion is illegal, the government pays the equivalent of 200000 thousand dollars US for every baby. Not only does this prevent illegal abortions, but it gives us a pool of people to train for their jobs since birth. Our elite strike force(the Guardians) are made out of people raised from the age of five for the sole purpose of infantry combat. Grueling training for almost every day of their lives has turned them into an almost invincible force. While their numbers may be few, one of them is the equivalent of an entire battalion in any setting outside open field. Our military is more than capable of dealing with any threats. This also means we don't have to immediately turn to military action, since it will always be available to us as an efficient(although morally wrong) way to clean up the trouble. Again, I would rather not butcher anybody, but will if I have to.

Until such time, the testimony of the Order of Light can only be regarded as an interested position.

The token force will be sent, then, assuming that is permissable. Another possibility might involve drugging the water supply near the stronghold of the rioters with a sleeping agent, then literally hauling them out of country... though you would have to have neighbors willing to take them.

All immigrants entering the Holy Empire of the Order of Light must sign a legal document that states they must keep all non-Christian religious beliefs to themselves. There is not much for you to investigate. They can either voluntarily sign the document and be allowed, or refuse and be turned back.

Unfortunately, the rioters do not have a central stronghold. They communicate through Internet, and their own private networks. The Internet has been shut down for the general public, and we have disabled an estimated 40% of their networks, with the rest of them planned to be finished within 6 hours. Our attempts to arrest their leaders have proven difficult since they do not communicate directly, but rather verbally relay the information to a communications specialist who is in charge it arrives where it is supposed to get. We have arrested several of these specialists, but our laws forbid torture and the brainwashing techniques are taking a long time. We hope that if we catch the instigators, the average joe will stop the protests and go home.
