As Cax celebrated the birth of its 4 billionth citizen (Leandro Muddaththir, of parents Mose and Rueben), the Emperor announced the introduction of the Food Restriction (Vegetarianism) Act.
'Put simply,' he said, 'there will soon be not enough food for the citizens of Cax. In order to stop this problem before it happens, vegetarianism will now be semi-compulsory. We are aware that a kilogram of meat requires 20 kilos of plant protein, not to mention fats, fibres, etc., it is obviously far more resource-efficient to enforce vegetarianism for the welfare of the citizenry. After the partially successful but renounced complete vegetarianism act, we have adapted the law.
'No meat will be permitted in Cax apart from that which is from animals previously used for other purposes, such as dairy cows, egg-laying chickens, and sheep for wool.
'In addition, the Officio Penarius would like me to take this opportunity to promote the highly nutritious Mush, grown from high-protein, vitamin-rich algae, and also Snibbo (http://ns.goobergunch.net/wiki/index.php/Snibbo), good for all your needs.

OOC: Snibbo link takes a while to load, but it works, honest.

The PRNEK questions this restriction of civil liberties by the government of Cax. The PRNEK wonders why the Cax government cannot simply import more food through trade rather than imposing these laws.

Because we're very poor. And meat's not that popular anyway.
As the first Emperor said: 'They'll like what I damn well tell them to like!'
