The Shanghai Conference

The growing civil war, now at peak has destroyed cities and people's lives. Surprisingly, the economy has maintain a steady growth, however, to an extent.

The past weeks, Chinese Imperial troops managed to push from the North southwards and had fianlly captured Hebei, Beijing, and Tangshan. The victory may help boost moral since defeats were the ideal war that they have learned fighting the rebels.

Wu Tse Min, the self proclaimed emperor, a rather more liberal ruler and a strict millitary general has been know for the mass executions of Bonstockians and the murders of some prominent Parliament officials in Nanjing. Also, not only that, but has caused 700+ deaths in the palace when he stormed it with troops who had fired upon the palace guards and the remaining maids and workers. He took power within his position as Head regent and has controlled the National army during before the Emperor's death at a fatal carcrash.

The car crash is at investigation and has not been commented by the Imperial Government, however, the Imperial Family had moved to Shenyang right after the results of what caused the crash and who had done it was delivered by the Beijing Traffic Safety department, and another from a private investigations center.

A few days after, Wu Tse Min took Beijing by force and had founded the Central CHinese Government, who he made himself Emperor. The Government promised much benefits to the people which may have ecouraged their will to fight and join.


The Queen, who was coronated, not in Beijing as every ruler had, but in Shenyang in a formal ceremony. She had demanded a major offensive and has suceeded and pushing back and has recaptured Beijing. However, this had happen only because the resistance troops from the SOuth has not arrived in Hebei in time for a major degfensive, and a major clash may be happening soon in nearby Shandong province where both sides are heading to.

The Choson People's Republic can not help taking an interest in the Chinese conflict as it threatens the nation's northern frontier and potentially its vital trade links to the Lyong. It is not an issue that Da'Khiem has relished addressing, traditionally having few dealings with its big neighbour, but with a hundred and seventy thousand Unified People's Army troops deployed at the border and forward of their usual defensive lines, it is now beyond ignoring.
Comrade General Hozaro, usually deployed in command of forces in the south-east, is preparing to travel to China.

China has been busy fighting its own civil war. During the war in the pacific, where Malaysia and many territories have came into contact with foreign powers.

A major outbreak has contributed to 600,000 deaths in China. Begining yesterday, a mjor sweep has gone through Hebei Province and will soon fight the rebel stench in Shandong. I will not hesitate to say that the Bonstockian Ambassidor to Xiaguo has been assasinated. The order was directed to destroy the last Bonstockian filth in CHinese territory. The Xiannese have developed a powerful army and has managed to drive off the scum.

I faithfully am in the same room with the rebel leader who have also come to speak to the world. This man, has executed my friends, and faithful servants. Dozens of officials were mudered by this ruthless dictator. I, myself lost 2 of my cousins who were trapped in the Palace during the seige. This dictatorship will fall, and China will come under standard order once again.

Addressed the Queen, now in millitary uniform. The youngest queen in history, only 19 years of age, is the only royal left in Xiaguo, with exception of Jo Jin Ju, her uncle, who is in charge of the foces in Sichuan.

Gen. Liu sat at his place of the peace table, or should it be a peace table? The various ceremonies had been painstakingly rehearsed for the delegates, or rather power-hungry devils. Recent escalations in the North have resulted in a salivating Dra-pol, eager to devour China into its bondage.

The Xiannese, this conference has been made specifically for their foolish shenanigans. It is funny how every time the North goes up in flames, the rest of China suffers. Who’s there to deal with now? A powerful general, almost his mirror image but many times crueller and a weak queen that embodies nothing but broken dreams. There’s also another question, the dilemma of Sinoese troops in Xiaguo. Initially, they are to keep the peace, but the peace is already shattered. Increasing involvement makes the situation painful on the defense budget. There’s already an underlined war to unite all Chinese speaking people in Asia, being waged in Hualien and Singapore, but the real test it seems, is within China itself.

The General peeped out off the closed curtains, any minute now; the delegates would arrive. His sniper’s vision quickly spotting a large passenger jet with Xiannese airforce markings, zooming closer from the blue sky. He looked back at the Chinese flag in this makeshift office, right next to his seat. Would the Five Star Red Banner continue to fly victoriously?

Last preparations were being made, the men of the ARSCF Guard of Honor checked their uniforms, it was routine, despite the fact that it had been cleared to be flawless some two hours before.

The must be no f*ckups. If that's how a soldier in the Guard of Honor thinks, a f*ckup today can mean 30 strokes of the cane followed by a dishonorable discharge.

The weather was raining but luckily, it was only drizzle. Theirs eyes watched as a passenger jet approaches the runway, landing.

"Yi zhang dui, LI ZHENG! (Guards, TENHUT!)" The Capt. barked, his voice can never be drowned out, not even by the engine noises nearby.

Sixty left feet in jackboots slammed in next to the right. All in unison. There can be no f*ckups.

"Wang YOU can QI! (Eyes right, dress off the marker!)"

"Wang qian kan! (Eyes front!)"

"Wang you ZHUAN! (Right TURN!)"

Comrade General Hozaro, Hero of the War For Korean Reunification and upwardly mobile Kurosite member of the Communist Party of Dra-pol, was announced to Sionoese controllers some time before his aircraft entered Chinese airspace over the Yellow Sea. Taking a rather indirect path, Hozaro's plane dawdled down the Korean peninsula's west coast, lingering just barely beyond ROK airspace as a pair of S-11 (Beddgelen NT4(E) Hobgoblins) fighters hung near-by with external fuel tanks more apparent than internal BVRAAMs.

The General's plane was a C-130H adorned with the colours of the People's Army Air Force and recently restored after languishing injured since Red Bamboo commandos stormed Suwon Air Force Base and took the Hercules as a bonus prize. Then Hozaro was scores of miles away across the mountains, leading the 100th Assault Division towards Andong. The little man's middle aged face still wore the scars of his brush with nuclear death not many days there after, and his physical recovery had been a good deal more taxing than that of the slightly bullet-holed transport plane. Skirting the south's little remaining airspace, the trophy plane's new paint coat flashed confidently against the gaze of the Republic's puppetmasters before the aircraft swung west and its escort peeled off and returned to Suwon People's Army Air Force Base.

Hozaro continued on to Shanghai, much less enthused about securing Dra-pol's frontiers in the north than he had been about restoring them in the south. The General tried to think himself into a mindset able to tollerate a debate between feudal imperialists and reactionary capitalists as if the Choson People's Republic cared which if any lived or died.

After the Queen's short speech, she slowly sat down. With her, the four generals, Ye Zhao feng, Zhao Jin Zao(Jo), Li Lai Shan, and Xia Feng.

As the Xiannese delegation began to settle down and wait for other arrivals, as they began to discuss the current situation in Sichuan and Shandong, the Rebel delegation arrives. Drawing field positions and such on their computers, they began to ignore the world going around them.

Wu Tse Min's representative has arrived, bringing with them the usual laptops and briefcases.


I, Huang Wan Qian, representative fo Wu tse Min, who has decided not to come for safety issues, will be here accompanied with my comrades at this conference. However, Wu Tse Min will be here

As he finishes the last sentence, he sits down. Along with the whole group, they sat down, and turned on the lap tops and began clicking right away. hey turned around one of the laptops and they started relaxing and began to chat away on their own conversations.

Showing no flaw in its foreign policies, a squadron of Sinoese J-12As took to the air, demanding all Dra-poel aircraft to turn back prior to reaching Chinese air space. Subhumans are obviously not invited.

A guard was posted at every corner of the conference room. From groin upwards, it was all armor, except for the arms. Armaments were only a knife, two laser designated QSZ-92s and a Type 85-II SMG. It was obvious that for indoors and with VIPs, the sidearms were primary.

"The General will be here any minute." The hostess informed the guests as she served them the finest green tea from the South.

Unexpectedly, with no announcement nor ceremony, General Liu entered casually, dressed in full service uniform. Taking his seat at one end of the table, he removed his peak cap.

"Good morning, ladies and gentlemen, leaders of China." Liu said calmly, indicating that this is the peace table. "Let's get down to business."

Xiannese officials from both sides have aggreed to allow Dra-Pol to air its representative live from Dra-Pol to prevent SInoese interference.

The decision was mainly to have a basic intellegence of the Dra-Polian interests, and more eagerly, the Imperial government wishes to hear.

A seperate seat will allow a televised display of Hozaro or any other representative from Dra-Pol.

Brief communiqués from Da'Khiem have been filled with the indignant rhetoric of a nation scorned by poor Sinoese diplomacy. They have accused Shanghai of wishing to keep the CPRD away to hide their plot to subjugate northern China and to threaten Korea and Lyong. Comrade General Hozaro implied support for a cease-fire, if only by saying that Wu should not let down his guard by assuming to much of its worth to the Sinoese.

On the ground, however, UPA forces have made no further aggressive moves in response to the latest Sinoese snub, thousands of troops remaining lightly entrenched on the southern banks of the Yalu. In fact, perpetual improvement of static positions just south of the river has continued to focus on the defensive rather than offensive aspect.

Occassional reconnaissance flights by BG-built long-range UAVs have continued just across the border, but remain infrequent and quite secret.

Drapoel interest has beyond these few things remained slight, with few mentions of China being made in state media.

Through the conference, Both sides has accused each other of political flaws, both domestic and foreign.

Some main points are people's rights, a strict foreign policy, and surprisingly, they wanted a more stornger central government.

The monarchy also has proposed strengthening the government making it more powerful over the people, however, Wu wants freedoms and rights secured if the government is to strengthen its grip. However, if it does, foreign countries may be the first to experience a
'Bitter Foreign Policy' said Ye at a Hudecian Press conference.

Wu and Jin both has agreed to strengthen the central government, and reform the millitary. The recent war has been costly, yet has improved the overall economy. Wu has stated that Sinoese presence in Northern China is not needed and is a threat to sovereign rule in Northern CHina.

However, plans for reconstuction is still underway. A Treaty has already going underway, however, the benefits of both sides seem promising.

Hudecian diplomats are watching the unfolding crisis with great interest and a fair bit of nervousness.

Privately, Hudecian diplomats such as MacNally were concerned about the increasingly xenophobic Xiannese government. Hudecia was attempting to slow the pace of change but was unsure as to what measures to take.

MacNally's company, Hudecia Industries, decided to attempt to increase its links in Xiaguo by offering interest free loans to Xiannese companies in the wake of the devastating war. It also offered to send aid, equipment and workers to rebuild industries that were damaged.

However, the suspicion was that all these actions could be interpreted as attempts to interfere in Chinese affairs, which in the current environment could cause their well-intended offer to backfire.

A Treaty was signed overnight to united the two sides once and for all, however, the corrupt and weaker government in the previous years are expected to carry out powerful reform policies both Wu tse Min, and Queen Jin Chu Yun has came up with.

The Central Government will become another party; The Central People's Party which is a powerful Conservative party will a whoping 800,000 registered Conservative party members copared to the United China Party which has around 120 million registered members. The Conservative party are now having most of their supporters register into the party, which is expected to grow steadily and may equal to the UC Party.

Xiaguo has 3 major Parties -

United China Party - Founded by Sino's reknowned leaders and adopted by Ye Zhao Feng of Xiaguo which ousted the Democratic Socialists party in a short civil war campaign which drove the corrupt government up North and has recently been returned to Xiannese rule. This is the strongest party with the acception of the Nationalist Party which shares only a few members in the National Committee. The fast growing People's Central Party is also a threat to the power of both the Nationalist and United China party, which may have the votes evenly split between 3 parties. Thsi party believed in a powerful central Government but allow the right to choose up to the Provincial level, but believes the higher officials should be selected by the Emperor and the elected Prime Minister.

Nationalist Party - Guo Jia Zhu Yi Dang
Founded by Dr. Xia Min Zhong and Zhao Jin Zao in Nanjing during the war with Japan and Bonstock where National spirit was need to defeat enemies. The party also believed in a powerful government, but with aggressive foreign policies. This party supports a more democratic system for national policies. The party is probably opposite of the United China party, and some have even argued that the Nationalist and the People's Central Party may one day join together and kick the United hinese Party out of the National Committee control.

The People's Central Party - Ren Min Zhong Yang Zhu Yi Dang
The People's Central party is founded by Wu Tse Min and many Provincial leaders and governors who wished to see a better government that respected people's rights. This party also believes in a verys trict foreign policy and is pushing to allow the people to elect officials of the higher central government. However, this party is in favor of a strong Justice system and wishes to reform the current legal systems.

IC: Mioka Ro is pleased to hear of peace returning to its western neighbour. The hope in the capital is that the acceptance of Xiannese refugees by the Lyong Treaty will be remembered by the reformed Xiannese government.

If invited to the conference, the Yamani will decline, being occupied with the Marimaian Coronation and the Hudecian conference on South East Asia. It is also implied that Yaman would rather have little to do with Xiaguo's more warlike southern neighbours, who have slandered NY's Dra-poel allies.

The Marimaians express their relief at the stabilisation of Xiaguo. The Ministry of Foreign Relations also asks permission to send a delegation to discuss the current diplomatic climate between Marimaia and Xiaguo, with hopes of securing some form of non-aggression treaty between the two.

Although Marimaia does not appreciate the Sinoese treatment of Dra-pol, Marimaia still seeks to reach some form of amicable arrangement with their Chinese neighbours.

Xinjiang will not obtain further rights and will be incorporated to full CHinese rule with the remaining government in Xinjing. Mongolia will also be added as a proper province.

All refugees are asked to return home, and all debt will be paid off by the Xiannese government to tis foreign neighbors.

Xiaguo is also seeking better ties with Dra-Pol in hopes of unifying the Korean Penninsula. Xiaguo only recognises the Dra-Polian government as the true government of Korea, which has changed from a Neutral stance, in favor of Dra-Pol. The Xiannese economy, already booming from the post-war efforts, has enabled the government to re-start its millitary spending policies. Seeking efforts to strengthen the within, Northern CHina is to take a bigger step and enter the flourishing world once again.

Surprised by the warming of Xiannese communications with the Choson People's Republic, Da'Khiem remains somewhat cautious, keeping the full strength of its two northern defence districts intact. The major elements of the North-West Defence District's mobile forces, deployed to the very banks of the Yalu during the worst days of Chinese in-fighting, have, however, begun to return to their original defensive disposition, indicating that any planned interjection into the conflict, no matter how unwise, has been aborted. The Central Directorature would dearly love to re-deploy many of its northern forces to face the Westgaard Line around Hamhung & Hungnam and to the far south, but as yet is unprepared to bank on the lasting stability of post-war Xiaguo.

Public works have been organised in a few near-border locations in an attempt to restore disused and sometimes completely dismantled infrastructure as may be used for increased Chinese-Korean trade.

More instantly notable to the outside, the Drapoel Communist Party has seen fit to restore the Open City of Kosong to business, allowing trade to flow in and out with slightly fewer restrictions though stopping short of a re-introduction of currency, and has re-opened the embassy district of Seoul to selected governments.

Xiaguo's new Socialist Constitutional Republic is the first Chinese representation allowed to establish permanent quarters in the CPRD since the early days of the Suloist Revolution.

Other allowable governments include Sphere allies North Yaman, Marimaia, and Spyr, Beth Gellert, Lusaka, the African Commonwealth, Lavrageria, and, in light of their troop withdrawls, LRR.

Da'Khiem has made official its recognition of the Xiannese government and of its right to dominion over Xinjiang and Mongolia.

The One Korea Policy is the belief we have, and shared. Korea is under one government, and will always be under one government.

The railway systems, already built and engaged with new technology may soon open up the borders to Dra-Pol.


IN an effort to unify and strengthen the nation. The Royal and National people's Millitary branches are to be merged in the People's Army. A mass withdrawal of troops from central China also allowed them to be placed in Xinjiang and Mongolia, with the exception of Sichuan.

Marimaia is cautiously optimistic about Xiaguo's new policy directions; the NeoSuunists are glad to see a Chinese state that wishes Dra-pol to unify the peninsula.

Marimaia wastes no time in recognising Xiannese control of Xinjiang and Mongolia, and declares official recognition of the Xiannese government. It is hoped that Xiaguo and Marimaia can begin a strong trading relationship, and that the two nations can become closer diplomatically.

As a tentative first step, Xiaguo is invited to send a delegation to Chiisu Suun's upcoming coronation as Tiger King.

The Xiannese have promised equal trade an to keep the existing tariffs constant.

As before, the Xiannese government has already recognised Marimaia and its total territories and will continue to rebuild strained relations.

All ports, now under millitary management are open to all foreign coutries in an effort to help increase trade in Asia.

The Xiannese with some production rights, and technology of their own have begun supporting itself with independent-built weapons, and millitary electronics.

After Sino's aggressive policies to hold a conference. A seperate conference may start in Nanjing. All foreign diplomats will be allowed to land in Nanjing. The subject of the conference is to re-establish Chinese identity and the power of the Chinese Empire.

The Xiannese change of policies came as a shock to the Hudecian government and greatly dismayed both the Hudecian people and the government leaders. Hudecia's Chinese population reacted violently against the sudden change of policies protesting and burning the Xiannese flag openly. Hudecian police did not intervene at any time.

Outside the Xiannese embassy tens of thousands of Chinese, Korean and Taiwanese citizens begin a standoff with the embassy security and a relatively small group of Hudecian police.

Overnight, Hudecia became much more favourable to the Sinoese government and its plans.

"BASTARDS!" The Hudecian Deputy Prime Minister roared. "We were the only nation to support them during the war and this is how they treat us?!"

"So much for the Hudecian love affair with Xiaguo," O'Hara muttered meekly.

"If Drapol increases its military presence on the border I want to increase our numbers as well," Thabo bellowed. "Also, pull our ambassador from Xiaguo to protest their policy change."

"We should consult with our Quinntonian allies as well," O'Hara suggested.

"Hudecia must protect Xiannese lives and property, if not, we cannot gurantee Hudecian 'lives' as well." queoted Zhao Jin Zao, who now became the country's National Foreign Relations Minister.

The reaction in Hudecia is unexpected however, the government is not near, in any means, close to revoking the policy. The policy was supported by a majority of 67%, and those who oppose the policy were at a low percentage of 23%, while the rest were undecided.

The closer ties with Dra-Pol, and other countries are tipping the scale into a positive outcome. Trade, would be expected to rise up to 28%, which makes Dra-Pol the second leading trading partner, which Sino, with a whopping 47% of all trade revenues.

To encourage trade, All taxes except for arms, millitary equiptment, and electronics were lifted. The first time in history, a Chinese train finally crosses the Yalu river and enters Dra-Pol. Destination, Kosong.

OOC: Yeah.. but it complicates my life now... imagine USA in the 50s and that's whats going to happen in Hudecia. A major regional ally is completely overturned and switches sides almost overnight, tends to make people mad at two groups, the former ally, and the government.

The Hudecian response was something between muttering and mummbling, if anyone anywhere figured out what the government spokesperson was trying to say it would be a miracle. To the most extent that anyone could interpret, he said something about respecting other nations handle on internal affairs.

Outside the Xiannese embassy the situation continued to grow worse as the crowd became more and more agitated by the Xiannese responses. At the same time, protests against the Hudecian Liberal Democrat government were growing louder and more forceful. Many people blamed the LDP for failing to prevent Xiaguo from switching sides.

After several hours a messenger from the Prime Minister arrived and forced his way through the crowd to the Xiannese embassy carrying a message.

"In the interests of your safety and health, the government of Hudecia feels that your continued presence in this nation would be unwise. We recommend that you make your way out of the country with all possible speed."

During a rather benign debate about trade subsidies, it became apparent that about a dozen LDP members of Parliament wanted to make a joint announcement. The Speaker, bored stiff by the 'debate', granted their wish to take the floor of Parliament.

"Mr. Speaker, Members of Parliament, today I and my colleges are announcing our intention to quit the LDP party," Member of Parliament from Vancouver West Hyeong Lee stated. "We cannot tolerate any longer the incompetencies of this government and its continued bumbling approach to the governance of foreign affairs."

"At the same time, we ask Parliament to hold a vote of non-confidence in the governance of our Prime Minister Fleming."

The government side sat in shock for a moment before bursting out in cries of 'traitors' and 'liars'. But the fact of the matter was that without those 12 MPs, the government no longer had a majority.

Despite attempts to fillibuster by the government MPs, the motion of non-confidence passed to the delight of the opposition parties, and in particular, the Conservative Party.

An election was set for one month from the day the motion passed. After that stunning upset, the Conservative party was running ahead with over 48% of the popular vote, followed by the LDP at 23%, the Family Coalition Party at 21%, and the Bloc Quebecois at 8%.

Yamani officials are very silent in the international debate and fallout following Xiannese foreign policy change. Communication between Mioka Ro and the Xiaguo government proves the High Council to be very unprepared, though elated, for this switching of local support. Messages going into Xiaguo speak of 'a more friendly future in Northern Asia' and praises for the 'wisdom of the new Xiannese foreign policy, which recognizes the goodwill that should exist between neighbours.' There is talk of building a more friendly standing between the Japan sea alliances and the Northern Chinese to the west.

The Hudecian Embassy in Tianjin is allowed to operate even though the diplomatic game was being cheated. Peaceful protests against Hudecia's involvment in Xiannes policies were common in related, revenge for the massive hate crime crimes and aggresive protests in Hudecia and territories.

Large relocation of troops from the Xiannese-Dra-polian border has allowed more troops in Mongolia, Xinjiang, and Many Southern and Northern Borders, which were very thin-guarded. Thousands of troops right across the Yalu have been moved about 300 miles away from the border in a deflammatory replacment program.

Meanwhile, Sino, LRR, Dra-Pol, have been taken off the Millitary Threat list.

The Hudecian embassy staff, in accordance with the orders of the government, vacate the premises and burn all important documents. The new Conservative government has no interest in establishing ties with Xiaguo.

In fact, with the Conservative Party taking over the interim government several major changes occur. Firstly, Hudecia ceases to recognize Xiannese government. Secondly, the party makes it clear that if elected, there will be an embargo placed on Xiaguo (OOC: it'll have no effect really since we did so little trade anyway).

A result of the change in policies, the protests begin to subside, althought the anger simmers just beneath the surface.

General Yang, a top ranking Hudecian general is dragged before a court to hear charges of conspiracy with Xiannese officials, the equivalent of being accused of treason. General Yang, a Christian of Xiannese decent, defends himself admirably, but it seems that even if he succeeds in fending off these charges, will be sidelined as a scapegoat.

The charges placed on General Yang has been brought to the High levels of the government with the urge of the Catholic Church of China.

The Xiannese governemnt has little to care for of Hudecia's new changes. The Hudecian Embassy, now emptied of the Hudecians was remodeled and became the first Dra-Polian Embassy in Nothern China.

"My honorable assembly members, our government has sucessfully won the support of most Xiannese. The Hudecian Government has however, ignorant as they are, refused to recognise our government. Hearing that this is a disaster, which is completely flase, Hudecia is at the bottom of trade revenues, and the most un-supportive ally during the ending age of Asia diplomacy." quoted the Queen during the 1st National Commitee.
