Niles frowned at the orderly behind the desk. "What do you mean he's not covered? He's very sick and we're very poor."

The orderly shrugged. "Then you should have gotten a vacination. They are free, you know?"

Niles arches a brow. "A what? We've never had these before."

"Well, things are a lot more modern since Aiwyn and Draconis tied the knot. You have to keep up with the times. The new program was on the television."

"The what?"

The orderly shakes his head. "I'm sorry. I really can't help you."

Thousands of others throughout the empire were in the same situation as Niles. Overwhelmingly poor, overwhelmingly human, and overwhelmingly rural, they seem left behind by the rapid modernization happening in the cities and among the nobility. Sporadic protests and riots break out in Shieldcrest and Bilbtoria. Handwritten letters pour into parliament, begging for relief from the policy.

OOC: First post in NS, I've been in II for all my time, so here goes.

The Concordiat of Wirraway urges The Resurgent Dreamian government to re-consider its healthcare policy changes. We have been more and more disturbed as we have watched events unfold in your nation and are than willing to provide assistence in vaccinating and providing healthcare your destitute population. We do not wish to see diseases, supposedly conquered by modern medicine rise once more due to lapses in vaccinations, this is not just a problem for your nation but every nation in our interconnected world. A plague can spread devastatingly quickly if left unchecked. It is for these reasons and to protect the well-being of your citzens that we ask you to extened health-care coverage to all citizens of your nation.

We appreciate the concern of the Concordiat. However, we believe you are somewhat misinformed of the problem. Vacinations are provided free to all citizens by the Imperial Government. However, citizens have the right to refuse vacinations if they object to the process for religious or other reasons. However, because free vacinations are offered, the government does not pay for medical care made necessary by illness resulting directly from the lack of vacination.
