I dont know if this is an available option, or has already been addressed and dismissed (if it has been, I apologize), but I was curious whether we could create our nations history? Just a small little section we could jot down some ideas to give a little more personality to our nations and so on.

While the game itself doesn't support that, and as far as I know won't (although NS2 may), nothing's stopping you writing one up here - from time to time one sees National Factbook threads with the history of that nation in it. Alternatively, the NSWiki (http://ns.goobergunch.net/wiki/index.php/Main_Page) allows you to make pages about your nation, including the history.
