WC19 Hosting Bid - Maserrat & Fmjphoenix

Ever since the beginning of time, man has had a common dream – a dream of peace, where men of different colour, creed and race would live in harmony in a Utopian society. Seventy-six years ago that dream came one step closer to reality, when men from different nations across the world stepped out to do battle. This was, however, a battle of a different kind, for the weapons were not swords and spears, but pace and skill. It was seventy-six years ago that the first ever Football World Cup was held, and since then there have been seventeen more such tournaments, each one involving more nations than the last. In that time many bonds have been made, alliances have been formed, and man has made one more step on the road towards Utopia. And who should be there to help man make the next step? The answer is…Maserrat. This is our bid to co-host (with Fmjphoenix) the 19th installment of the world’s most prestigious competition.

Maserrat & Fmjphoenix - The Next Step

I know what your first question is – what the hell was that? Frankly, I’m more concerned with your second question – why should a nation with comparatively little hosting experience be given such an arduous task? Indeed, Maserrat’s last attempt at hosting a tournament was a complete and utter disaster. We put it to you, was that not a different Maserrat? Was that not a n00bish Maserrat, now transformed into a Maserrat with some level of maturity, as a caterpillar to a butterfly via the chrysalis? Imagine, people, imagine…this transformation may not yet be complete, but this tournament, this could be the very thing to allow us to break free from the shackles of our dark past, and lead us to a brighter future. You must allow us the chance to show we are useful for something – after all, everybody has to start somewhere, do they not? What possible reason could there be for not allowing somebody to start at the top? Should there be any further questions, please see the FAQ section at the end of this presentation. If your question is still unanswered, please do not hesitate to ask us, and we’ll be more than happy to enlighten you. Now, in order to see through to the end we must start at the beginning. Let’s do that, shall we?

The World Cup Qualifiers

As the World Cup became more popular, so the number of participants grew. In WC18, there were 80 teams involved in the qualifiers, and indeed we are expecting record numbers of participants once again. Depending on the numbers of teams involved, certain formats will be used to decide who makes it through to the WC finals. All formats involve a group stage with each team playing each other twice, once at home and once away. Please note that both hosts qualify automatically for the final. The previous winner does not (unless they are a host), and must qualify in the normal manner.

80 teams
Ten groups of eight, top three progress to finals.

85 teams
Eleven groups of seven plus one group of eight, top two progress and third go into play-offs.

90 teams
Fifteen groups of six, top two progress to finals.

95 teams
Eleven groups of eight plus one group of seven, top two progress and third go into play-offs.

100 teams
Ten groups of ten, top three progress to finals.

In the unlikely event that there are more than 100 competitors, a new format will be drawn up. The following method is used to decide which teams go in which group:

All teams are placed in a pot, and then teams are chosen at random. The first team picked will play in the first group, the second team in the second group, and so on. When all groups have one team, the next team picked will be the second team in the first group, and so on until all teams have been allocated to a group.

This, of course, means that there are no measures to prevent the top, say, eight teams being in one group, but in the unlikely event that this occurred, it would certainly make an interesting group, would it not? If play-offs are necessary, the following procedure must be undertaken:

All teams involved in the play-offs are placed in a pot. The first team picked will play at home, whilst the second team picked will play against them. This continues until all play-off positions have been filled.

Please note that play-offs will be two-legged. The first leg will be as the draw says, but the second will see the away teams become home, and the home teams away. If, after two legs, the score is a draw, the away goal rule comes into play. Should this not separate the teams, thirty minutes extra time will be played. If there is no change after extra time, the match will be decided on penalties.

All qualifying matches – group games and play-offs – will be played in the country of the team at home.

So, now we have our thirty-two teams, the finals can get underway…

The World Cup Finals

All matches in the WC Finals will take place in either Maserrat or Fmjphoenix. Games will be played in one of sixteen stadiums: eight in Maserrat and eight in Fmjphoenix. Here are Maserrat’s contributions (click on the stadium name to see a picture of it):

Each host will be ‘in charge’ of four groups, and those groups will play their games in their host’s stadiums. Each team will play each other once, and the top two progress to the next round. The competition becomes knockout from then on. The teams play each other in the second round onwards, according to the plan below:

Matches shall be allocated so that a host does not play his own team’s games. Should the hosts’ teams meet, an experienced member of the WCC will be called upon to oversee the match.

So now we know where the matches will be played, we need to know how they will be played:

The Scorinator

Maserrat’s scorinator had been HEAVILY modified after the disaster that was the NIL tournament, and now looks a little something like this:

This scorinator is based on giving teams the number of shots on target representative of their ranking (KPB-based) and the calibre of their opponents. There is a large element of randomnity in it, but I feel it gives fairly accurate results nevertheless.

Each team gets the number of shots on target relative to their position in the rankings, as shown below:

It is apparent that as teams get worse, the spectrum within which they could expect to beat team get wider.

Added to this number is their RP-Bonus (see below) and 2 extra shots if they are a home. This the number of shots that represents the team's ranking. Now we need to standardise it compared to the calibre of the opponent. Let us imagine that one team's ranking is R1 and the others is R2, and that there shots are S1 and S2 respectively. This is what we do now:

If R1-R2 < 20, no change
If R1-R2 > 20 but < 40, multiply S1 by 1.25, and divide S2 by 1.25.
If R1-R2 > 40 but < 80, multiply S1 by 1.5, and divide S2 by 1.5.
If R1-R2 > 80 but < 160, multiply S1 by 2, and divide S2 by 2.
If R1-R2 > 160, multiply S1 by 3, and divide S2 by 3.

Now we use random numbers to simulate the game, using the number 1-6 in the following ways:

1-4 Nothing
5 (additional shot - simulates a rebound off keeper, post, e.t.c.)
6 (possible goal - additional number chosen. If this is 1, then no goal. Otherwise goal)

RP-Bonus

There will be an RP-Bonus for this competition. A score for a RELEVANT RP will be given (from 1 to 5) and then the team will receive that many more shots on goal in their next match. Whilst it does not ensure that an RPing team will beat a non-RPing team, it does improve your chances of doing so. If a team RPs more than once between matches, the RP closest to the start of the next match will be used. A point is given for an RP for every criterion listed below:

Presentation
Does it look nice? NOTE - RPs with big blue titles will NOT receive this point, regardless of the rest of the presentation. This is the same for big green, big red, big yellow, and so on, titles.

Hilarity
Is it comical? Even a single funny comment will obtain this point, as long as it fits in with the rest of the RP (i.e no 'Why did the chicken cross the road?' at the end).

Quality of Written English
Is there good use of SPAG (Spelling, Punctuation and Grammar)? Only five mistakes are allowed per RP before this point is knocked off. Users without English as their first language may appeal to the hosts before the tournament begins.

Length
This point wil be obtained if the RP is of a reasonable length - not too long and not too short. This decision is made by the hosts and the hosts' decision is final.

Relevance
Any RP that has remotely anything to do with the WC will win this point. If the RP is about something completely random, this point will not be obtained. Simple.
