OOC: This is for The Guardian Council members only. This is a private RP, no intruders. Also, please bring yourselves to the Conference Room.

The day is begining as any other beautiful day in Elara, the morning mists are settling and the golden beams of the sun are just begining to peak over the Mountain tops. Calumir, a city of great history and staging point and also place of bloody carnage during the Elarian Civil War so long ago. It is a temporary Capital of the Imperial Government since the Drovan attack left New Berlin, New Dublin and New Dosh'la in ruins.

Roland sits in the Grand Hall of the Imperial Palace, this would be where the very first conference of The Guardian Council would be held, a historic event not only for a newly founded Organization/Alliance but for the Elarian People as well. He sits in traditional Elarian clothing, light blue suit with silver trimmings and the silver Crown of Elara perched gently atop his head.

Prince Sven enters the room bowing to his father the Emperor before taking a seat acrossed the table from him, he reaches out his arm placing a gem encrusted goblet filled with Elarian Ale infront of Roland.

"After what happened at the APTO Conference I thought you might need this father." "What fools they are, I do not see how you have dealt with people like them for so long."

Roland smiles as he looks at his son and takes a drink from the goblet, he sees abit of himself in him, although not genetically of course since the Prince is adopted but the same fervor and zeal for the Empire and his people that Roland himself had so long ago.

"We must forgive them son, for they know not what it is they do." "Trust me, they are not all ignorant arrogant men, I have looked into the hearts of men and found many a great friend." "We must not blame a race for the doings of a few."

"I suppose your right father, but...sometimes I cant see..oh nevermind, you have enough to worry about getting prepared for things..."

"Give them a chance Sven, youll start to see as I am begining to see, one day my son." Roland shuffles through his papers making notes and crossing things out. He wants things to run smoothly and as nicely as possible, it was important that things began at a good start.

Although the interior of the Palace seems calm, Imperial Guards are everywhere and Gentari Fighters scour the skies making sure that this Conference would go uninterrupted.

"Roland, what's going on? What are all these fighters doing about?" Empress Natalya Harrington-Meridius muttered loudly. "Roland... Sven." She bowed to both. "I've heard rumors about APTO. What's going on, my love?"

Roland stood beaming a smile at his wife, he walks up to her brushing her hair behind her ear.

"Theres been some problems, Angel." "APTO has become corrupt and the last Conference went quite badly, Elara, standing with Adejaani, the Atlantian people, UFLF, and even the nation of Artitsa has decided to break away from APTO and create something beautiful, something stronger...the way APTO was once, so long ago." He pulls out an ivory chair from the side of the long marble table and sits his wife down kneeling in front of her.

"Those fighters out there as well as all the Imperial Guards...they are needed for our protection as well as the protection of our allied Delegates during this, our first Conference." "Please try and understand my love, I know this all must be unsettling to you now, but Elara has a chance to lead our people and an alliance of nations together as equals towards greater and more wonderful things. He pauses for a moment and takes a deep look into her eyes. "I need you now my love,....I need my Empress by my side."

"Of course, my love." Natalya went over to sit at Roland's side. "I've yet to meet the new leader of Adejaani. I've heard she's young. Arrogant. Impulsive. A hothead..."

Roland sits down next to Natalya and snickers.

"Ive heard rumors myself, sounds like someone who could be a great ally of the Empire, or make it very hard on our diplomatic relations." "Either way, things will be interesting, I can only hope shes as good a leader as your mother was."

"Don't say that!" Natalya snapped as she stood up, half in tears. "All those years ago, it still seems like yesterday. I accept the necessity of moving on and our ways, but she is still beloved by my people and by me.

"The years pass, Roland. Our child is at one of the best universities Elara offers, she is at the top of everything she does. Academically, intellectually, even at the military academies she excels in strategy, tactics, personal defense, weapons training and everything else under the sun.

"People come, people go. Empires rise and fall. And throughout, we are here, leading our people through the ages."

Natalya kissed Roland on the cheek then went to the window. "VH-60 Blackhawk. That's the Presidential... The Leader of Adejaani's helicopter..." Whoever the pilot was, they were showing off slightly, flaring a bit before bringing it down to a perfect stop in the center of the small helipad and shut down the engines.

Moments later, a crew member dropped the folding stairs and waited. The pilot then stepped down the stairs, who saluted the crew member and took off her helmet. With military precision, the pilot strode to the front doors (the crew member followed discreetly but quietly) where an Elaran usher opened the door.

On closer inspection of the standard flight suit, a Lieutenant Colonel's insignia were on the shoulder boards, as well as a discrete Adejaani Air Forces insignia and a pilot callsign tag 'PATCH'. She had chestnut brown hair and a fairly bright smile as she stepped forward with her hand extended. Natalya imagined she'd be just over thirty or mid thirties.

"Hi. I'm Kaya Pacino. Leader of Adejaani. Any place I could get changed into something more comfortable?"

The Elarian Usher bows deeply showing great respect to Kaya, typical Elarian hospitality.

"Please follow me m'lady." The Usher opens the two large doors and proceeds to lead Kaya through a large hall filled with suits of Elarian Armor and some other rather interesting pieces. Finally through the Great Hall where Emperor Roland rises and turns to greet Kaya.

"Greetings Lady Kaya, and welcome to Elara." "I trust your trip was comfortable?" "I am looking forward to this first Conference, and I hope that we can get much accomplished." "In past I have worked hard with the old administrations of Adejaani, I hope we can work just as hard together."

Sven stands up with a bright smile on his face, he adjusts his Elarian Tunic and turns to greet Kaya.

"Hello m'lady, I am Prince Sven." "Yes as my father says Im sure we'll do great things together." "And if theres anything I...we can get for you let us know."

Roland cracked a half smile as he listened to Sven. "I have also heard some interesting rumors about some new Adejaani Technology Im very interested to talk with you about later."

Pacino bowed formally and smiled. Although she was one of the early generation pilots who'd flown in the Sha'Ra conflict, she'd never really dealt with the Elarians before. The blue skin was the most startling thing, but she remembered her manners and bowed formally to both.

"You will have to talk to my engineers, sir. As you may have gathered, I'm only a pilot. I use but not design the technologies." She then turned. "Emperor, I look forward to building closer ties with Elara. Adejaani has for too long remained isolated and we feel what few close friends we have, there is still a long way to go.

"Empress, I bring you warm greetings from a mutual friend, Judge Joe Bell, who has happily retired, although a bit grumpily." Pacino winked and Natalya giggled. "The nation prospers and we shall eventually like one of our most prominent citizens to return for a formal visit."

Pacino bowed again. "Please excuse me, everyone. A flight suit is not appropriate dress." The Elarian usher nodded and led her into a small guest suite.

The Mi-131 touched down on the helipad, the rear ramp already opening. Outcame two SARTF soldiers with Rifles, followed shortly by the President and Dimitri O'Connor. The soldiers escorted the President and his Chief of Intelligence upto the door, where they entered the building, the guards stayed behind.

Vladimir entered, giving a large bow to the room. He moved off to the side, to show his guest, an no, it wasn't Dimitri.

Kessler walked in, thanking O'Connor. How things had changed.

Alex Kessler, President of the UCSNE, was relatively isolationist, the only real conflict until the Kurtz Insurgency being the 2nd Markovian War, a war Imitora had opened upon tensions with Markov. The young looking face the President had been elected with, though, seemed different, now. Perhaps it was just the recent conflict, both diplomatic and military, or the APTO withdrawal. But he managed to muster up a smile and positive tone as he made his remarks to O'Connor.

He straightened his tie with one hand, the other holding a Tablet PC. He wasn't so sure if he was expected, but he and the majority of the nations harbored no ill feeling for the leaders he saw present.

Natalya stood up and faced Kessler. "You, sir... Your nation is not yet within The Guardian Council. Nevertheless, that is a mere formality. You shall be within our ranks soon enough. I bid you warm welcomes, as I bid warm welcomes to President Overdanski." She bowed formally to both.

Senator Andromada walked into the room, followed by Atlantia and Vega. Even if she was defeated in the election, Andromada was still in charge until the election was over.

All 3 of them had sad looks on their faces, as they had had a horrible time over the last 2 days. Orion was dead, and Atlantis had left an alliance they had been in for more then half a century.....

Overdanski chimed in now, "It pains my heart to learn of Orion's fate. All of Artitsa's condolences go out to him and your wonderful nation."

This wasn't just some political chit-chat, going through the motions. Vladimir for the first time in years, was geniuinly upset at the loss of Orion.

Natalya shook Andromada's hand and hugged her. "We should wait, the Sambizie and Liberty Fighters delegates have..." Natalya paused and everyone looked at the source of the loud cough. Standing in the doorway was Kaya Pacino, the leader of Adejaani and she looked...

Perhaps the best way to describe her dress was like a cook's apron. It looped around her neck, then just the piece down the front (although wrapping around her side slightly, though from certain angles, you got an eyeful) and totally bareback. The lower part of the dress was slit provocatively up the side almost to the hips and the lush fabric went down to just above the ankles.

The color was a bright acid green with white streaks. The best way to describe the green? Acid green is to emerald green what sky blue is to ocean blue, really. Though, Natalya thought cynically, the green color resembled the mouth-wash she used every morning.

The dress looked stunning and combined with those two things...

Natalya looked around. Every man in the room was staring. She took the opportunity to jab her elbow into the Emperor of Elara's ribs (her husband's) and looked away.

Roland jumped in his seat a bit as he was jabbed, startled since most of his attention had been on Kaya.

Sven on the other hand had the look of something half ran-over. His head was tilted slightly to the side and his mouth was hanging open with a half grin, his eyes fixed on the "target", were about the size of silver dollar pancakes.

Roland looks over to Andromada and his face turns to a serious saddened state.

"I mourned for Orion's death, he was a great friend...nay more than that, he was as a brother to me." "All of Elara mourns his passing, he is considered among Elara as one of the breast...best Atlantians we've ever known." Roland turns back to the table and shuffles through papers hoping nobody...especially Natalya would notice his slip.

Andromada was defenetly suprised by the hug. Atlantians did not hug in public. But she said nothing about it. "Thanks"

She then listened to Roland. She picked up his slip in speech, but said nothing. She did, however, supress a smile. Vega and Atlantia had not picked up on Roland's slip, however, as Atlantia wasn't listening, and Vega was buisy staring at Kaya.....

Pacino kept silent for the moment. Adejaani probably had the least relations with Atlantian Outcasts and the Empress had already given condolences on behalf of her nation anyway. "A great man, Andromada. I've heard a lot about him. A statesman of the highest calibre."

She then turned away and suppressed a smile while she waved at an usher to bring her a drink. The dress proved to be worth every last dollar she spent on it.

The Federation Executive Yacht touched down on the helipad. It cut impulse engines and the main door opened. The ramp lowered, 4 Marines filed out and took positions. They were armed with LV Mark IX's. Down the ramp strode Vice-Chancellor Alexander Gordon. He wore his Ambassadorial Dress Uniform, and held multiple PADD's, inlcuding a hand-held sub-space transmitter.

The Elarian usher lead him in to the confrence room.

Gordon looked around, he smiled and nodded at all the delegates inside.

"I am truly sorry for being late, there are some issues raising inside the Federation that needed my attention."

Gordon knew the other delegates well. He was one of the Intel agents from the ARLF assigned to Kurtz when the AR was helping NE. He had also been involved in administrative efforts during the first Atlantian Civil war, having worked with Orion closely. He made his way over to the Atlantian Delegation. Speaking low, and solomley he addressed them.

"It hurts me deep inside to know that I will no longer be seeing Orion whenever I attend these meetings. One of the best leaders I have ever met, delt with, or heard of. He will be missed my many."

Pacino nodded at an aide who handed her a sheet of paper and left. "Senator Andromada... Congratulations on being the new Head Senator, leader of your nation!" She smiled. "I'm sure you'll do great."

Gordon looked to Emperor Roland and the second part of his question, he assumed that Elara would act as Chair of this confrence.

Roland nodded to Gordon with a smile...

"The main focus Elara wishes to address is our The Guardian's Charter." "Now I want this to be a combined effort at establishing a charter." "Therefore, each nation will submit what it wants on the charter, in detail, and we will hold a vote, majority rules." "But first I will give the floor to one delegate after a time, please no interruptions during speeches, also wait until another delegate is finished before you rise and bring your country's needs and wants for this Alliance to the table." "Before we get to the charter if you have anything else you would like us all to address now will be the time."

Roland points his blueskinned hand in the direction of a ivory podium complete with intricate silver Elarian symbols and standing on a black marble platform, behind the podium stood the flags of every nation attending the historic event.

"That is where each delegate will go to address this Council with the matters it has come here to discuss." "Now if you wish to simply talk about a subject or comment on something than you may stay at this table."

Roland lifts his hand to Alexander Gordon.

"I now shall allow the esteemed delegate of the UFLF Vice Chancellor Gordon, who speaks on their behalf." "Vice Chancellor, you have the floor..."

Pacino took her place and crossed her legs, waiting for her turn to speak. It was then she looked down at the table and smiled slightly. It was an almost transparent glass which looked glass but was far more durable (she'd drummed her fingernails on it and it sounded plastic). Those who were sitting on the opposite side, if they looked carefully, noted the lack of underwear.

Men are so predictable in that way. Pacino thought and kept her face calm. Her legs were crossed but she could certainly cause a scandal. She already did with the dress itself.

Gordon smiled at the Emperor as he rose and moved to the Podium.

"Thank you Roland," He picked up on PADD and placed in on the Podium and began to read a little from it.

"Now, the Federation has complete faith in the ability of this council to develop a fair and jsut charter. And to be frank, I myself have never been the best at drawing up treaties. So, instead I have drawn up some ideas for part of the charter, allowing our other delegates, more skilled in certain areas, to suggest other sections of the charter.

My ideas revlve around positions on this council we have founded. The first would be the position of Chair.

I propose we elect one Chair member of this council. They will act as our lead member, as elected by a simple majority.

Next would be our Diplomatic Chair.

I am undecided as how the selection or election process for this position would be, and input on that, as well as everything else is what I am looking for. The Diplomat serves as the Council's representative to other nations, alliances, treaty organizations, etc. They will attend confrences of interest to the council as a representative. They will be given a CPR, or Council Position Report, stating where WE stand on issues, and theyare charged with representing those positions. This is to make sure the diplomat is not tasked with making thier own decisions when representing our entire council.

Thirdly, would be our Defense Chair.

The defense chair will be in charge of joint-council military and security operations. They will co-ordinate and develop protocol for issues concerning regional and council security.

That is all I have so far, and like I have said, I would like to hear what you have to say. I think it would be prudent that I remain on the floor to answer questions and points of clarification."

Gordon stood one step back, away from the podium, still holding on with his hands.

Mwto'ar stood on the bridge of his prized flagship, "Psygonsis" or otherwised named Klu'chahk, (meaning the devil, or satan to some species). He reached over and grabed a small timepiece..one that was worn on his wrist so many years ago. He gazed at for a second and then raised it to his ear, being somewhat surprized that it still worked after all theses years. He turned it over, looked at it for a second, then placed it back in the small box from which it came, "Hmmm...time...", he stated shaking his head negetively.

"My master, aproaching Earth orbit", a voice stated. Without saying a word, Mwto'ar nodded in acknowledgement and left the bridge. He stopped briefly in his quarters for a gift that was bestowed upon him a very long time ago. Over his desk hung the most carefully crafted blade he has ever held. He reached up, pulled the black velvet sashes aside, then wrapped them around his waist. Before inserting the blade back in it's holder, he slowly turned it and admired the greenish glow that the blade gave off. "Good to see you again old friend", he muttered under his breath. He promptly turned about and headed to the shuttle bay, where his escort was waiting.

Radient the blue skies above Elara...

A distant thunder was heard as the Emperor's escort slowed to the speed of sound. One after another until the sonic booms were continues for several seconds, then complete silence and a faint howel of wind, like when passing through a cave. The black shuttle touched the pad and within a few minutes, several larged figures emerged from a cloud of decompressing steam. The figures lined a a path, two rows deep, 6 men long. They promptly showed their respect and knelt on one knee, as Mwot'ar exited the shuttle. "Arise", Mwto'ar stated as he passed them.

Mwto'ar made his way with wth his escort close by his side, to Emperor Roland's place. He entered the room and saw several familure faces. He aproached Meridus directly and pulled the black hood from off his head to reveil his dull red eyes. Mwto'ar bowed deep showing great respect for Roland, "It has been a long time Emperor", Mwto'ar stated before taking an open seat....

Pacino nodded quietly and scribbled her notes. The laptop data slate was more or less a full computer (monitor) sized flat touchscreen. Though she'd preferred pen and paper, she had access to far more information in the data slate than she did a simple A4 book.

Trying to look discrete, she cleared her throat and waved at Roland, waiting for her chance to speak.

Roland radiated with happiness upon seeing Mwto'ar once more. His old friend, his old brother.

"Too long brother, welcome home." Roland says with a bow of his head, even though this was Elara it was to also be considered home and safehaven to any Sambizie Citizen, Roland knew that Mwto'ar would understand this. Roland's smile grew brighter when he noticed the Elarian Sword on Mwto'ar, a symbol of the old ages and that the two nations were still very close even if neither had been in contact for some time.


Out of the corner of his eye he caught Pacino giving a little wave and he nods to her and then looks up to Gordon.

"Thank you very much Vice-Chancellor, I am in full agreement with the Federation Delegate." "This Council can only benefit from having those positions." "I would like you all to consider who it tis you shall all be nominating and voting, we will hold voting after all issues have been brought up." "You may be seated Chancellor." As Gordon comes down and takes his seat Roland lifts his hand to Pacino and begins to speak.. "And now Ladies and Gentlemen, I give the floor to the esteemed Delegate and also Leader of Adejaani, Miss Kaya Pacino."

At this time Elarian Butlers and Maids come out from side doors and begin serving the guests with Elarian Red Tea, or Elarian Ale, or plain Water....whichever each delegate would like.

Pacino stood up and bowed formally to Mwto'ar and began her speech, revealing her cleavage to anyone watching.

"The charter should not have to bind any nations. We know each other. We've been comrades in arms practically since the first day our respective nations met each other. There should be no reason to restrict any nation. It should simply define the laws and requirements of our group.

"And since we all agreed previously... The question should be whether or not we should make any additions to the former APTO charter and enstate the whole lot as our own. Where we stand on specific issues... Shall be decided upon when we have to." Pacino paused to take a long drink of Elarian Ale, swaying slightly and blushing afterwards.

"The three current chairs as nominated by Vice Chancellor Gordon are good. I'd like to propose a fourth chair.

"The United States Army had this ages ago and it was called TRADOC. TRAining and DOCtrine command. By having a TRADOC of our own, we learn to use our military units together, complementing our strengths and weaknesses. Yes, there is the problem of different technology levels and yes, in times of conflict, like the Sha'Ra and the Drovan ones, we work together well...

"But I still feel there's room for improvement. Further, the Adejaani military is exceptionally small for a nation of our size. We've always opted for quality over quantity. Versatility and cunning over pure brute force. We push our units to 110% and we get our moneys' worth. Others see problems, we see obstacles that can be overcome.

"We train the forces to work together and we hand them over to the Defense chair to 'fight' them.

"Thus, I nominate... Well, my nation, or at least a representative to head our Training chair. Thanks." She sat down.

"I see.." Roland spoke up, his ears perked up with curiousity. "So your saying our combined Armies come together in a time of need for the defense of our Alliance to be led by the Defense Chair?"

Roland takes a sip of Elarian Ale and tilts his head to the side slightly, his eyes narrowing a bit as he begins to ask his next question...

"Or are you perhaps stating that some of each of our militaries should be given to the Defensive Chair to create a 'Self Defense Army'?" Roland says looking Into Kayas eyes with his haunting blue Elarian eyes...

"Of course not, Emperor." Pacino stood up in reply. "Each nation is free to command their military in any way possible. However, it is perhaps prudent to have someone look at the big picture. The Elarians are among the most, if not the most formidable warriors in the known galaxy." She bowed formally then continued.

"However, we still need someone to see where our enemies strike next, to close up the battle lines and protect our flanks. I doubt this will ever happen considering how effective each of our militaries are. Nevertheless, it's what we never expect which may prove a problem.

"Perhaps the concept of the Defense Chair should be modified slightly. Each nation is allowed to 'fight' their military in their way, though we ask each nation contributes a small amount to the Defense Chair to ensure no surprises, not that we'll ever be surprised." Pacino finished slightly embarassingly and sat down.

Nods rubbing his chin in thought... "I agree that these are dangerous times....but when havent they been for us...can any of you remember such a time?"

Roland takes another swig of Elarian Ale from his gem encrusted globet and then leans forward.

"I would like to also have the Defense Chair make a PTL, or Possible Threats List, anything that might come up that is a possible threat to this alliance can be brought up in the next conference....however I hope that such lists will remain small, perhaps even non-existant at times." Pauses for a moment and leans back in his chair... "I am quite pleased with that suggestion, and am in agreement, if anyone has any objections or comments please speak now, if not then I turn the floor over to whichever Delegate would like to speak next..."

Gordon smiled, as the two esteemed delegatees began to hammer out the details. He got goosebumps under his uniform, the fact that great things would be accomplished here, it gave him a good feeling inside. He spoke smothly and warmly.

"This is all good and agreeable, however I feel that the job of the Defense Chair is to act as the leader of our forces when participating in a military action as an alliance. I.E. whenever we take action as 'The Guardian Council'. While some of you may not like the idea of listening to someone else when it comes to your troops, we cannot have all chiefs and no indians. I agree with the PTL and I agree with the addition of joint training, however with out technological differences, I wonder how it would work, but support the idea."

Alexander leaned forward and clasped his hands over the table.

"Thats what I feel at least..."

Mwto'ar listened while all the ideas were tossed about the room. He cleared his throught and stood in place...

"Gentlemen, Ladies...Many years ago when the Sambizie constructed their first warship, it was to be a testement of the bond we shared during the Sha'Ra War. On the bridge of that ship read a plaque, "We few..We band of Brothers." Our ships have flown side by side, both at home and afar. Our troops have marched together on our land and yours. Mwto'ar slowly walks around the room and continues speaking..Ask yourselves, who lead your troops to victory on the many fronts within the Siesana System? It was not I nor any other "chair"...Forgive me if it has already not been clarafied...The Sambizie will be deployed to any front at any given time, alongside any given nation within this alliance when asked to do so. However, we will be lead onto the battlefield buy me and my generals. Mwto'ar pauses and takes a sip of ale before continuing...

I will not ask anything of my Generals and Legion's, that I would not do myself. Therefore, I will be standing on the front lines of conflict, as we find honor through victory...and would hope that a few old "brothers" would be present to share in this honor...

Mwto'ar slowly returned to his seat, all the while studying the reaction on the faces of the other Leaders. As he sat, he pause for a moment and recalled a moment in time when the President Adejaani spearheaded a major assult, a time when Emperor Roland drew his sword, noded at Mwto'ar and stated.."Let the blue tide commeth." As he sat he stated, "Who should lead us to victory?" "WE should lead us to victory!"

"Sir." Pacino stood up and smiled at Mwto'ar, then turned serious. "Our peoples have been bound together almost as one forever. We chose to go to Siesana and fight in the Sha'Ra war. We could've done that because of our friendships. No, let me rephrase. We chose to join you in that fight because we are of the same destiny. You are our brothers and sisters.

"We have stood with you staunchly. Where the Sambizie fought, the Adejaani were right there beside. Where Sambizie dug in and fought to the last, so did Adejaani. Where the blood of Sambizie was spilt, the blood of Adejaani were spilt. Where the Sambizie cry, mourn and honor the dead, the Adejaani mourn alongside them.

"On the memorial on Siesana marking the names of the dead in the Sha'Ra war, Adejaani personnel head the list, not because of ego but because we were the first to throw ourselves into the fray, to take the first and most devastating blows so you can enter in relative peace. We gave thousands of lives for that cause, our peoples are one.

"As I have said, Emperor, we know how to fight. Nevertheless, someone needs to see the big picture. Watch our flanks.

"Perhaps Security Chair is a better option. To identify the threats. No surprises." Pacino concluded with a shrug.

Roland smiled and nodded to Mwto'ar, he stopped a moment and reflected on the Sha'Ra Conflict,..so many dead, when so many more dying in a much similiar conflict as the collective body of the Council spoke amongst one another...He takes a swig of Elarian Ale and leans back in his ivory chair.

"I must agree with the Sambizie on this." "I understand that it is better if we were to all be led as one, one massive force led decisively to victory." "However, you forget that not all will understand this, my people will take our forces being led by a foreign commander as an attack on our sovereignty and an attack against me." "This is the way Elarians think, we've worked hard to be able to trust some others, but that trust only goes so far in an Elarians mind and heart, time , loyalty, friendship, and fighting side by side on the battlefield are the things that will make that trust grow." "Perhaps there will be a day when we trust one of you enough to lead us into battle, but I warn you and tell you it is not this day and most likely not the near future." "Do not take this as an insult to any of you...its just who we are."

Roland takes a swig of Elarian Ale as he ponders with a small pause...

"I would be in the agreement of a Security Chair, though I believe if you all wanted to form a Defensive Chair that will head combined military forces it might still work, though you will have to carry on without the Imperial military." "I am sorry but the only way the Imperial Military would be able to join with all others is if the Defense Chair were Elarian."

Vladimir returned to the conference hall... in his arms a 2-4 case of Artitsan Beer, the best he could bring.
"Sorry I'm late, but I brought some refreshments. Anyways, I agree with the idea of a Guardian Council Defence force, but think it should be smaller. A Rainbow-Six type of deal. A Special Forces conglomerate with the best from each Nation."

A smile broke on Mwto'ars face followed by a slight chuckle,"Athough we are aware of the effectiveness of Special Operations, The Sambizie do not "sneak" into conflict." "We pound our enemies until all is either raised, captured, or dead."

Mwto'ar turns his attention away from Vladimir and address the othe others,
"A defence Chair, a Security Chair...you ask who your enemies are?" "Your enemy is the nation of the ships you blew holes through, the fallen soldiers you walked over in battle, their brothers fathers, and children...These are your enemies!" "Do we need a "Chair" to decide the threat level of countless numbers of nations that disagree with The Sambizie?"..."No...all we need to know is that my brothers stand on the battlefield, for there are no greater weapons than trusy, honor, loyality, and brotherhood...

Mwto'ar stands again and takes another swig of ale.."Gentleman, Ladies...Simply put, the Sambizie have no politics, no diplomats, and no civil freedoms or rights." "All that is needed is provided by the Empire." "A joining of military under a political seat that is reconized region-wide, is an issue we will dismiss." "The Sambizie will not be kept from a front line because of logistics." "If it is "our" fight, it is our right to face our enemy."[/color=darkgreen]

There was an exteneded pause as Mwto'ar placed both hands firmly on the table. He looked around the room stopping only for a second to look ever person into the eyes of every person in the room. He folded his hands together, which were now completely conceled within the cloak he was wearing. He slowly walked behind his chair and instructed one of his assistants to make ready his shuttle for departure...

[color-darkgreen]"Before I depart, I would just like to state...the Sambizie are not here to participate in elections, votings, runnings, or appointments of any chairs or seats being formed." "Therefore we will "abstane" in any such case.

Mwto'ar turned to look over his shoulder at the other assistant by the door. The assistant nodded in Mwto'ar's direction as he placed his hood over his head. He bowed deeply to each member before turnning and leaving the room...

Pacino rubbed her chin and stood once more. "Nevertheless, Emperor... As I have said once before, the bond between our two nations is great. Still, I had gotten wind of some intelligence which was greatly disturbing. People we had respected as allies, even friends... That is information that I valued, whether or not it was accurate.

"But our dear friend is perhaps right. This is an extremely trivial issue and we should move on to more important matters."

Gordon listened as the very respected monarchs spoke. It was interesting to him to hear how they felt.

"While I disagree with the emperor on many comments he made towards this issue, I am fine with placing this issue on the table and moving on."

He made a few notes on his PADD to remeber what he wanted to add to the issue of regional chairs.

"I assume we are going to use a similar charter to the one we held dear when the APTO was still a proud alliance? I suggest we start there, and just scratch or ammend it as we see fit, save us alot of time in this busy season."

Gordon smiled a grim smile at Roland, Andromeda, and "Patch" who would hopefully get that he was refering to the battle for the Elarian Homewold.

"Which I had already suggested." Pacino reminded him archly. "I doubt we need anything more than that. Each of our nations is different. Our stance on issues are probably different. Therefore, we have no 'stand' on anything to do with the international community. Each nation makes its own 'stand' on international issues as they so please."

Roland watched as Mwto'ar left, he then turned his attention to Gordon and Pacino and nodded to them both.

"Agreed, I also feel that we should stick with the current APTO Charter, all revisions should be discussed but I believe that there will be little to no arguments there."

Roland stood, taking a second to look over and nod at Vladimir.

"Welcome to Elara Vladimir, you havent missed much but take a moment to review what youve missed on the PADD infront of you so that youll be prepared for voting." Roland smiled and looked around the room, his piercing gaze met the eyes of every Delegate in the room with his haunting blue Elarian eyes.

"It is truely an honor to be in the presence of so many great nations, and I am quite pleased that you could all attend and join in such a historic event." "No doubt this Alliance will stand as a beacon of light in a dark and cold Universe." "Now,...is there anything else anyone would like to discuss before we begin voting?"
