"Senator's please!"

Those were the voices of the two Consuls', Cornelius Arcturus Hadrianus and Marcus Septimus Ollaferus both trying to calm the two factions in the senate; the Optimates who represented the aristocracy and the Populares who claimed to represent the plebieans.
Fortunately and quite rarely, both sides were in agreement. The noise was the cheer for the new policies the Senate had just agreed on.
The volume of the Senator's quietened.
Consul Hadrianus began to speak. His voice eloquent and full of oratorical experience.

"Thankyou. We wish now to summarise the new policy that has just been passed in this honourable Senate.
As we all know, this bill addresses the labour shortage within Neo Latium. While the Servii have fulfilled our industrial labour needs and personal servantry for the past 2000 years since our settling on this South Atlantic continent, the expansion in manufacturing in the past 200 years has caused a shortfall in labourers. Free Roman Citizen's who could previously enjoy the more higher pleasures and tasks of merchantry, government and war are now being drafted into tasks not fit for blood as noble as Jupiter had intended.
That is why you, noble patricians and Senator's have allowed legislature to accomplish a solution to our great Republic's problem. Consul Ollaferus will now read a summary of the legislature's main articles. Consul Ollaferus?"

The short and weedy old man, Consul Ollaferus, considered used and controlled by Hadrianus pulled out the document and began to read, his voice was weak and wheesey.

"Article one; all Roman Citizens who commit serious crimes and are found guilty shall, unless they can make monetary amends, be reduced the status of slave to the victims family.

Article two; all merchanteers, fishermen and cargo haulers found within Neo Latium and territorial waters (extending 100km from coast) shall be charged with piracy and shall be summarily condemned to servitude. Exceptions shall be made only for those with special diplomatic dispensation (i.e Trade Treaties thus allowing trade and tourism, Diplomatic Envoys and Allies.)

Article three; all prisoners of war shall be subject to servitude unless possessing special diplomatic dispensation (I.E POW Treaties, Allied Extradition)

Article four: The current Servii population (the original inhabitants of Neo Latium before the colonisation of 102 BC) shall be subject to genetic improvement, engineering and duplication to expand the workforce shortfall.

Thus concludes the main articles of the Slave Expansion Legislature (SEL). The Senate will recess."

The house clears.
