The Sultan of Inshallah has expressed a desire to help the world with the issue of bioweapons. He has decided to host a conference in Inshallah, open to all nations and opinions, with these goals:

1. Create an official definition of what constitutes bioweaponry.
2. Determine if any bioweapon poses a severe risk of sparking an international epidemic, and what restrictions should be placed on these weapons.
3. Enhance security of bioweapons stocks in all nations.
3a. Prevent bioweaponry from falling into the hands of international and domestic militant groups.
4. Establish an international plan in the event of a bioweapon causing an international epidemic that spreads beyond the targeted nations.
5. Establish international standards for bioweapons facilities and their safety features to prevent an accidental release.
6. Combine all these issues into a treaty with as many nations ratifying as possible in order to create a recognized international statement.
