It depends on wether you are playing on that "Seperate planes" option, where there are and infinite number of worlds.
my plan is a 10 year plan hopefully enlisting the aid of other nations.... to have a global space programe.

as a new Nation I was not aware of any active Colonies on the inner planets... I will still go ahead with my space programme though even if it means setting up larger colonies than those that already exist
Besides ... any Nation leader that goe about callling himself God-Emperor
is not going to be entirely stable...... I recently passed a law in my own nation outlawing fish as house pets
