(HD 10307 System; 41.238 Light Years from Sol)

A field of hyperspace windows opened, pulling back to reveal an advance colonization team of 25 Genesis-class Colony Ships, 25 Mosquito-class Frigates, and 5 Asherton-class Cruisers. They actively scanned the system from multiple angles and distances, using their passive scanners to check for radio frequencies and interstellar commerce.

"Sir, uh... this sector is clear," Captain Lipton radioed the I.S.A.S.F. Continential City, an Asherton-class cruiser sitting on the edge of the system guarding the colony ships. "Our scans detect 4 planets, only one fits our criteria for colonization. The star is a G1.5V or G2V, putting it in the neighborhood of Sol, but it is a tad wider and more luminous."

"The innermost planet is habitable, with a thick ozone layer and very strong magnetic field. It resembles Earth, but is covered with 80% water, 19% land and 1% ice. It dwells 1.2 AUs from the star, and our scans for biological activity show it is in a primitive state of development that can be conquered easily. A large moon, about three-forths the size of Earth's Moon, is at a suitable distance to block the entire sun during an eclipse, and to provide for stable tides."

"The next three planets are gas giants, all of them with hydrogen and helium gas atmospheres. All of them have strong Helium-3 signatures, and are excellent targets for Helium-3 mining. The closest gas giant to the star has three large moons, all of them covered with ice with potential liquid underworlds. Our orders are to leave such moons alone until more specialized scientific teams arrive. The order of planets and their distances are as follows:"

Planet A: 1.2 AU
Planet B: 12 AU
Planet C: 24 AU
Planet D: 40 AU

The Admiral in charge of the operation paused, taking into consideration the farthest distance of the outer world. "Deploy a military station hub into orbit around Planet D, and have a satellite bouy transmit the following:"

"Attention, this system is under occupation and colonization of the United Socialist Republic. Please stay clear during our colonization process, and respect local law by contacting HD 10307 Colony Headquarters on innermost planet."

The Colonists, upon their arrival on the planet and dropoff by the Genesis ships, erected their tents and established their interim Colonial Charter:

The Colony of New Haven, chartered by The Island States Colonial Ministry, lays down this governing document in this new era of TIS Aerospace history. We agree, upon signing this document, to the following:

1. This colony will follow the laws of The Island States and United Socialist Republic. Measures will be taken to establish a judicial system and law enforcement agency to maintain the law and keep the peace.

2. We shall elect a governor, who until better communications can be established with Earth, will govern the colony as the Colony Interim Governor. The President of The Island States reserves the right to remove him, shall he fail in his leadership abilities. The governor must be at least forty years old, and a member of the colony for ten years or since introduction of this document, and must be a natural-born citizen of The Island States. A governor may serve as many terms as he so wishes, but cannot run again if he is voted out.

3. A council of twenty legislators will be elected from the colonists. They will pass bills to the governor to sign into law, hear grievances to the interim colonial government, and make plans for expanding the colony. A legislator must be at least 18 years of age, and a member of the colonies for 5 years or since the introduction of this document.

4. Any member of the colonial government may be removed from office for violating the charter or the law of our chartering nation. To be voted out, a petition must be signed by 2/3rds of the colonial population, and the issue put on a Colonial Referrendum Voting Form. By 2/3rds approval in the referrendum, the governing official will be removed from office.

5. The stellar system we occupy will be known as the New Haven System, and will be under the authority of the USR Precinct Command (following the laws, regulations and treaties of the Precinct over USR nations on Earth).

HNSC Victory of the People

"Commodore, we have entered the system. Preliminary scans indicate the fleet from The Island States is here in substantial force, no other ships detected."

Star Commodore Kirov nodded at the Midshipman who had just spoken, "Hail them, give them the coordinates of our prospective colony, and notify the colony ships that their paths are clear for the approach..."

The Commodore stood up and shook hands with the General in charge of the expedition, General Levenkov.

"Good luck comrade..."

The clumsy, spherical shaped colony ships lumbered past the sleek Battlecruisers, frigates and various smaller ships on their journey towards the planet.

The colony ships, detecting an unoccupied tract of land, deployed their landing gear as they entered the atmosphere. Using their engines to slow to a halt, they sat down rather softly on the ground.

The hatches on the ships opened, and out creeped several figures in brown battle fatigues. Once they had made sure the area was safe, they signaled back to the ships. People began to flow out of the huge colony ships and go about their prospective tasks, while General Levenkov strode off of a small shuttle and planted a large red flag into the ground.

This was now territory of the Republic and the USR...

With the offer from the Island States, the Halladi government was enticed with the idea of a colony off world. In exchnage for supplies for the colonists they lent out several Genesis-class transports. 500,000 volunteers were gathered.

There would be 25 trips, and 20,000 people would be taken at one time. The operation would take 200 hours.

30,000 of the people going were members of the People's Militia. They would be used to defend the colony.
