An Envoy to the Seraphim Order... [Attention Mercury]

It didnt take long before the small cruiser had reported back to home, nor did time stand still regarding the travel for the news to reach President Grove himself. As of lately, he had not been particularly busy with issues external to the Union, however from time to time he still checked on the progress which the foriegn ministry was making. It was not large, but progress was being made nevertheless; Anyhow, there were many greater projects in the making, and one of the smaller of these included the planet Mercury.

Indeed Mercury was not particularly essential for the Union to have interests in, but it provided a beginning for the Union, to start its growth beyond the land borders which were so obviously restricted by its neighbours. Naturally, like a plant if it could not grow outward, it would grow inward; and so would the Union. It would always grow, and it would always be larger and more influencial in the world around it. May it not become the number one within the stage of universal poiltics, but prophets had always known that the Austar Union would be great, and although perhaps Mercury was not such a great project, it would give a humble beginning to a bright and prosperous future; for both Austarian and allied citizens abroad.

Unfortunatly, such plans for growth and properity would naturally be opposed. A great man in history once said that to every action, there was an opposite and direct reaction. Always would there be some form of resistance, and it appeared that at least for now, it was the Order who would be providing such friction against the motives and plans which the government of the Union held in their hopes and hearts. Some of these which were not completely public, but at least were already in the making. Some information regarding Mercury had already been gathered, and although it wasnt particularly the most updated information, it was some nevertheless.

It seemed, that the Order had been corrupted by their own power, and now they were lost in their own arrogence. Despite how pure the Austarian intentions were, the commanders of Order fleets always remained skeptical as to what was really happening. Naturally so would any race abroad; still, should not one be given the benefit of the doubt. A wise woman once said; "If you expect the best from somebody, it will be the best which you will gain."

This would only naturally prove true.

As Elijah from the Caloris Basin had recommended to the initial contact commander, Captain Adam Smith; the leaders of the Austar Union would remain unhasty, and again would make some kind of an attempt at gaining the trust of the Order. Perhaps this was something far unattainable, but at least one can say they tried. And so from the codes gained from the Order representatives themselves, the President sent a quick video transmission to whoever would be interested within their chambers to listen to a message from a nothing but a humble leader.

SUBJECT: Re: Our Involvements Regarding Mercury

As you may or may not realise, we do not exactly recognise our last meeting of diplomatic status as particularly positive. Naturally, as we still have intentions to have a small influence on the Mercury surface, and perhaps even the space area surrounding, we thought it better if we made another attempt at meeting and watching from each others point of view.

Therefore, we offer you one of two options. One of them being that we send a diplomatic envoy to somewhere which he can meet with your joint diplomatic corporations, or perhaps you may even send an envoy to visit and explore our own home, the Austar Union on the Earth's surface. Either desision would suit us just fine, but we would rather enjoy the opportunity to at least partially repair any already damaged relations.

Please respond to this messsage as prompt as possible, for we are eager for some positive progress to be made regarding the situation. We are not in the habit of leaving blood to settle, for it has proven to stain if left for an extended period of time.

The reply had come rather quickly, and with this the President was happy. Naturally, he had no intention to send somebody simply trained in diplomacy, but a diplomat himself. This would perhaps mean the swing between negative and positive blood between the Austar Union and the Order; who seemed to control the military advantage in space near and on Mercury. It was only essential that the Austarians would seek their acceptance.

Of course, this was not to say that the Austarians would not move in regardless. Hardly, the Order may have the main might in space around Mercury, but they could only assume a challenge; even if it was only minor. President Grove was not one to make war, yet was one to back down from a race who wants to blockaid an entire planet which could just as easily be used more effectively. Intelligence gathered showed that Mercury was in minimal use, and from first impressions, the only reason the Order wanted it empty was for greed itself. Greed would never prevail.

Preparations would be made quickly, and soon within forty eight hours sensors owned by the Order would recognise a craft with minimal weaponry on board. When they see on the side a flag and writing, they would realise that it was indeed an Austarian Diplomatic Craft. Not particularly large of course, its mechanics more focused on speed and manoeverabilty. Still, it was a ship floating in Mercury space, waiting for the reply from the message they sent only hours after arriving;

You may remember that just forty-eight hours ago, you would have recieved a transmission from the Austar Union homeland, indicating that we would be willing to send a diplomatic envoy to the people of the Order so that we can further discuss what is happening with our presense and plans for the planet Mercury. Please be advised that after your reply, we were the ship sent immediatly, and we are that diplomatic envoy you may have been expecting.

Please reply with instructions as to how we can meet; whether it be here on our ship, on your ship, or on the planet surface itself.

The Seraphim Military had been informed of the incoming Austar Union craft so as to prevent any hindrance. It did not mean that the Order would casually let anyone in their orbital space surrounding the planet itself. The Antasgo was given a strict flight path to follow and was escorted by two ships similar to the ones that greeting Captain Smith.

As the Austar Union craft waited, a message was sent from the SOE base.

As well, it is advisable to bring some kind of heavy-duty space suit since the environment here can be quite hostile. We will be holding the meeting in one of our underground facilities – but it’s always good to error on the side of caution.

You may bring one bodyguard armed only with a sidearm if you feel it is necessary.

We hope that the upcoming talks will serve to dispel any preconceived notions about eachother. I look forward to meeting you.

The message had been recieved rather quickly after entering Mercury-space; and within it enclosed specific instructions as to what will happen regarding the time from travelling to the planet itself, to the beginning of the meeting itself. They come in handy of course, for they were soon joined by two ships with markings similar to the Order; assumed simply an escort. Although happy as the crew was, there was a general attitude against the Order already, for it was obvious that they seemed to consider Mercury as their own.

As they neared the planet surface, a diplomatic team headed by Amanda Read began their preparations to descend down to the alien surface. Soon they would be meeting with these people once again, hopefully with further progress being made when compared to the last, more unofficial meeting. They had been advised that small arms may be brought, yet Amanda herself knew it was diplomatically negative. The team would be completely unarmed. Even the Order wasnt foolish enough to make war on a bunch of unarmed diplomats.

Within an hour or so, the team of five were slowly lowering away from the Antasgo, and as instructions read, they were wearing HeatSuits. They were masterfully and carefully designed so that they looked not too different to regular clothing, being only slighty more concealed. Soon, they would be underground in meeting with the alliance which had been rumoured to be incredibly arrogent.

OOC: Im leaving it up to you to roleplay the time until the meeting; simply because I really dont know much at all of what is happening. Just make sure that my diplomats are being more peaceful and curious than aggressive and hotheaded.

The Austar Union delegation were met by Kril Buy and his aide, Joseph Gruk once they cleared the airlock. They both bowed and were wearing somewhat bulky suits, much like a light version of power armour. Behind them stood two marines fully armed. Even though scanners revealed that the AU folks were unarmed, the military tended to error on the side of caution bordering on paranoia.

"Good to see you! I'm Kril Buy and this is my aide, Joseph Gruk."

Joseph, being a rather tall man with close cropped hair bowed, his white teeth gleaming. His boss, a silvery haired man was shorter than himself but fairly hefty around the shoulders, resembling a running back.

"Ah, you are wearing your heatsuits. Good idea. I aplogize for our appearance. Like I said in our earlier tranmission, Mercury is a hostile environment and while our structures are well-built, it's always better to be further underground. Shall we?"

Kril indicated to a nearby cargo elevator. Clearly, the entire above ground complex was relatively small, functional, and sturdily built.

Down, down the small group decended. The guards remained at the top, seemingly waved away by Kril. At the bottom, the corridors were a dull grey lit with soft lighting. Kril and Joseph took off their power suits and then guided their guests into a nearby conference room.

"Just newly constructed so please excuse the appearance. Needless to say, it is much more roomier than topside."

A large indigenous rock had been fashioned into a table. Ten uphostered chairs surrounded the table. In the middle was a holo display and at the far end was a large screen. Currently, the SOE logo (a golden female angel with outstretched arms) was displayed. Odd, yet relaxing music filtered in."

"Please sit. A drink?" inquired Joseph.

Amanda was rather pleased of the Order's hospitality, even after the first meeting. Surely Kril himself would hardly have a positive attitude towards them, yet they remained civil. This alone raised the level of respect the team held. They certainly understood the laws of diplomacy; perhaps the rumours were not as accurate as first thought.

When offered a drink, she nodded smiling, and asked for just a water. Water was advised by her personal trainer to drink regularly; and that she did. Her team had whatever they desired, but most followed her lead and also took the life-nessasary liquid.

"I am quite pleased with the place you have built for yourselves. It truly is a work of engineering.", Amanda commented, attempting to break the ice.

Around her sat the team, with headsets under their arms. Within the deep walls of the Serephim base, they could breathe surprisingly easily, and the climate was far from harsh.

Kril smiled and pressed a button. A plainly dressed women entered, guiding a hovercart full of refreshments, including a large pitcher of mineral water. As she poured, Kril then looked at Amanda and replied,

"Ah, yes. The Order engineers are quite adapt at building structures in a variety of environments. I shall pass along your admiration."

A pause.

"Perhaps you could introduce yourselves and outline your concerns?"

Kril sat down opposite Amanda and rested his arms on the table in a congenial manner.

Amanda smiled politely as her drink was poured into the glass in front of her. Reaching forward, she picked up the refreshment and took a careful sip. As a woman within the Union, she had been taught to be polite in front of guests. Not that men were any different. But the simple fact that she was a diplomat, placed upon her shoulders the pressure and expectancy to be as close as possible to what societies abroad considered to be perfect. Her behaviour certainly matched such expectancys; at least she hoped anyhow.

Placing the glass back onto its place, she smiled at Kril; who was most obviously making as much effort as possible, despite the attitudes he was suspected of holding against Amanda and the rest of her race in general. The first meeting wasnt exactly the most friendly, and she knew she had a workload in front of her. Luckily, the efforts of the Serephim diplomat were making such a job easier; and she was thankful.

"Im sorry sir," she responded politely, "My name is Amanda Read, and this is my team joining me."

Gesturing slightly to her right and left, her companions nodded with respect toward Kril and his own collegues. They remained silent however, as were the general standards of procedure when attending such important meetings. Amanda was the head of the team, and for this to remain obvious they had to give her the first rights to speech.

She continued, looking Kril in the eye, yet retaining the ability to seem as non-aggressive as possible;
"For this meeting I will be the main speaker, so could you please address any main questions and statements to myself. The others are here for formality reasons only; I truly still do not understand why some things are done."

Shrugging, she smiled; "Anyhow sir, you are obviously as interested in my intentions as I am eager to begin the discussions with you."

Pausing, she watched Kril's reaction to the final statement, and the glimmer in his eyes confirmed she was correct to perfection. True, she was eager to begin; yet the game of diplomacy was dangerous and one that could not be rushed. Representing a nation was certainly a large responsibility, and Amanda even from a young age showed the ability and desire to accept it as such.

"As you would remember sir, the original contact between your race and mine was hardly considerable as positive. If I have heard correctly, Captain Adam Smith wasnt the greatest diplomat. For that, I apoligise personally. He truly should have gotten someone more experienced.

I know that already you are somewhat opposed to our ideas of being established on Mercury, but the President himself has sent me to further discussions with you; not nessasarily to pursuade you, but to at least gain your respect for further contact situations."

Smiling somewhat, she looked at Kril in the eye again. It had always been said about Amanda that she held the power of enchantment.

Kril regarded Amanda with a keen diplomat’s eye. He listened patiently to her flowery speech and then replied,

“Ah, pleased to meet you Amanada.”

He then nodded to each of her team members and said,

“And I hope each of you enjoy your visit here. Your quarters may be a bit…er…spartan but clean and functional.”

He then turned back to Amanda. He tilted his head and shrugged slightly at the mention of Captain Smith. He leaned back, as if he were in a gentleman’s smoking club rather than conducting highl-level negotiations with lead diplomats. He didn’t want to appear too relaxed though.

“To be perfectly blunt, Amanda Read, a person as incompetant as Captain Smith in regards to first contact situations would have been summarily executed by us. That is our way.”

He let that sink in for a moment then continued,

“Your president showed wisdom in sending a diplomat this time so, in the interests of good faith, on behalf of the Order of the Seraphim, we accept your apology. As well, I should correct you on one point. The Order is not a “race” but rather an alliance, made up of various nations. I am from Vrak myself.”

Kril spread out his hands and continued,

“Now, in regards to opposing people wanting to colonize Mercury, perhaps you would care to engage in a little “thought experiment” if you will?”

OOC: Edit: Dont worry about talking about the Order and what its like; I just read your charter. Just roleplay telling Amanda however in general, even if its something as simple as "Kril filled Amanda in on the details..." or whatever... Thanks :)

Chuckling at Kril's correction, she replied quickly; "Indeed. I am intrigued by your Order. I have been told that you make up an amount of various races and nations. Personally, I would love to learn more. The Austar Union is hardly old within the space realm."

Taking a sip of water, she continued, giving some general history of the Austar Union;
"See, some one-hundred years ago we were fighting with little more but tanks, aerocraft, and other historical relics. Then one day, it was strange. Everything was much more advanced. It was like our entire race suffered some kind of a time-shift, and now we are here today exploring the world around us. Its quite difficult to understand, but we can only attempt our best at what we do. Part of this is gaining an understanding of the people, and alliances around us."

She paused, allowing for Kril's comment to pass, for it was obvious he wanted to speak. She had a talent for knowing when another was trying to speak. She had studied physical languages as a part of her training.

Her response was one with curiousity, and she furrowed her brow, "What exactly do you mean by a thought experiment?"

With a smile she answered confidently, "Sure, I am willing to take any test you may wish me to complete."

“Oh, ah…this is not a test,” chuckled Kril, “But more of, well, let’s say an approach to try and solve a problem.”

Kril leaned closer, ever so slightly.

“Are you familiar with the story ‘The Little Prince’? The boy who eventually found his way to Earth, but not before encountering a variety of personages that lived on planets. In this case, the planets were so small that they were of no consequence – except for the persons inhabiting them.”

Now, in one interesting encounter, the little prince encountered a businessman who owned the stars. He claimed this was so because he thought of the idea first, and his logic went something like this: “When you find a diamond that belongs to nobody, it is yours. When you discover an island that belongs to nobody, it is yours. When you get an idea before any one else, you take out a patent on it: it is yours. So with me: I own the stars, because nobody else before me ever thought of owning them."

Now, of course we laugh at his ridiculousness. Why do you suppose that is?”

Amanda chuckled, for she wasnt exactly familar with the story. Kril's explanation surely provided enough information about the story. She replied with caution;

"There are many reasons why we may laugh at the man's claim to the stars. One may be perhaps that we may also claim that not one thing is owned by another, simply because God himself placed the stars into existance, and so the businessman should recognise God as the rigntful owner.

Another reason may be that he cannot give proof of his claim to the stars, for how does he plan to actually hold his claim to the stars?

And another one is rather simple, and more likely from a personal point of view. The man has no need for the stars, and if he was to prevent others from using 'his' stars, he would be little more than a child who doesnt want to share the proverbial ice-cream. Perhaps yes, the icecream may have been claimed by himself, but morally, it is incorrect to claim one as big as the stars themselves."

She winked at Kril, being clever but not a smart-ass, "...Or Sir, Mercury for that matter. We are a sharing race, and we like to give as much as possible to the world. We had a dream back in the old times, and it was by a man who believed that one day we would cease to exist. From that dream stemmed the thoughts of contributing to the world around us. We want to be remembered as generous people, not... anything different."

"How does the size of something suddenly negate the claim of ownership? Are you saying that you can understand a person owning a house yet not a city? What would you say if the man in our example not only claims the stars but also has the means to enforce his claim?"

Frowning, Amanda replied as politely as possible,

"Please sir, I mean no offense when I say this, but I am talking from our point of view of the arguement. Naturally you may be objective, and I understand fully, but it is never my intention to offend you.

My views are rather simple sir. Suppose he does have the power to claim all the stars, or anything larger than a 'house' as you put it... I think such a claim is unreasonable, if he was in fact to prevent others from using them. Indeed, he may claim the stars, but it is far too unfair to stop others when he doesnt have a need to.

Our case with Mercury, is why not allow us to settle on the planet surface, and allow us to even purchase land from you. Your alliance doesnt have any need for such a large amount of land, and although you can easily hold your claims, you appear as nothing more than a bunch of greedy babies, with a hell of a lollypop in your hands. Note sir, that the keyword of that statement is that you appear. I dont actually mean that you are such peoples."

Kril shrugged and then continued.

"You didn't answer the question I put forth to you, except to say that is it unreasonable. In what way? Just because he doesn't share? Why is that? A poor man may only own a cardboard box to keep away the elements yet a rich man may own a mansion. Now, aside from the issue of fairness in each of the respective person's circumstances, a rich man and poor man can only afford what they can keep. How is that unreasonable? Is a poor man and rich man obligated to share? Who says this?"

"Consider our example of the man who owns the stars and is actually able to enforce his claim. He may appear to be greedy, but then again, his power is undeniable - or at least certainly appears undeniable. A poor man can only afford a box. A rich man can afford a mansion. A far richer and more powerful man can afford a city, a nation, or even a planet. A planet, like a house or cardboard box, can be thought of as a commodity or property in this sense. And with commodity comes ownership. And the owner can do whatever he wants with his property."

Amanda chuckled softley;

"We are all well aware of the principals of capitalism and ownership with respect sir, there is no contest at all whether the man has the so called right to claim the stars. Indeed, if he claimed the stars, and if he has the power to back his claim, then he has right to such a claim. Like your alliance, you appear to have first rights to the planet Mercury, although I do not nessasarily believe in a realistic example of such an ownership, like you said the same rule does apply. As you have also specified sir, this does not include any kind of fairness."

She paused to sip from her glass before continuing;

"Which is why I believe I ought to clear up some kind of misunderstanding which appears to have occured. We do not contest your claim to large sections of Mercury, nor do we counter-claim your own as false. Since you do in fact have the capacity to back the claim, we can only recognise it as true and politically existant.

I did not come here today to discuss the merits of your claim, or to prove to you otherwise. I came here on representation from my peoples to help settle the bad blood between us, and perhaps even if we get the chance to discuss some kind of arrangement which can be made. We certainly do recognise your claim to the greater parts of Mercury, but at the same time we also like to voice our beliefs that others should be given the same privilages your own peoples have been given"

Winking she added a quick remark about the Order's own visit to Mercury, "One ought not to forget that the Caloris Basin was hardly attempting to prevent the Order from staying on Mercury, and although undesirable they still allowed you to settle. Remember Kril, the Order were certainly not the first to visit this alien surface."

Kril inclined his head slightly and then began.

“Surely you should know that one of the first steps in negotiations is recognizing the soveriegn territorial claims of each side? Especially when the negotiations concern one party wanting some land from the other? Now, it is good to hear that you not only recognize our claim to Mercury as true, but also do not wish to contest it. After all, Yut claims the moon Titan which is bigger than this planet and no one seems to have a problem with that concept yet somehow can’t understand our claim of Mercury. Simply boggles my mind at how people can fail to make that simple connection.”

“We already know that the Caloris Basin was here before us. Why do you seek to remind us of that simple fact? Do you think that we’ve forgotten? For purposes of clarification, we already recognize the claims put forth by the Caloris Basin, namely the previously mentioned basin itself and the recently ceded territory by us, Brahm’s crater, as a gesture of good will. We, obviously, claim the rest of the planet. The Caloris Basin does not have a problem with our claim.”

“Now, let me make this perfectly clear to you. We, the Order of the Seraphim, are under no obligation to you or anyone else for that matter to let others, as you so eloquently put it, be “given the same privileges” that we ourselves enjoy here on Mercury. Now, why should we let complete and utter strangers want to land on Mercury when we no nothing about them? Because their political ideals differ from ours? In fact, why should we allow strangers to colonize any of our territory when our first encounter is with an idiotic, bombastic, and dim-witted captain?”

“Now, before we even decide to even consider offering you any land, what do you have to offer us?”

Amanda laughed, "Im not sure exactly what drugs that Captain may be on. Although I think he is far too much in the mindset of having command in the Military to be in the game of diplomacy."

Arching her brow, she noted that Kril seemed somewhat interested, if even it was speculative, "Well sir, I can understand perfectly when it comes to allowing others into an area; especially if you have little idea of what kinds of peoples they actually are. If you were to allow every tinpot on Mercury, then what kind of a place would it become?"

Smiling, she continued, "Now I am not one to make a first offer at all. It has always been taught to me otherwise. Since we know very little of your alliance, we cannot know exactly what you are wanting. However, I can say that we are more than prepared to tip the proverbial scales toward your favour. We are a rich and diverse race, in both culture and economy. You may wish for some kind of monetary appeasement, but then you may be rich enough to be granted a sample of our culture. And then, another possibility is that you may be requiring our allegance."

Deciding it was best that Kril specified what kind of offer Amanda was to make, she allowed him to choose, and gave him a simple question to answer to his liking, "Exactly what are you considering as sufficient?"

Kril smiled when the phrase “tinpot dictators” was mentioned. He chuckled lightly and then replied,

“Now, you are beginning to grasp why we don’t want everyone settling on Mercury. Consider the volatile planet Mars. However those conflicts arose, we do not to see it duplicated here. Hence, this is why we don’t want anyone else here.

As stated before, we want the following information. This time in detail:

1) Exact territorial specifications you want to obtain.
2) Exact nature of any and all installations you want to construct.
3) Short and long-term plans regarding Mercury.
4) Your current list of allies and territorial holdings.

Amanda smiled. Finally it seemed negotations were once again on the move, rather than going in circles as it had been for several minutes. She reached into her pocket and on the table she rested a small device. At first the people from the Order seemed skeptical, but once she activated it the true meaning and operations of the device became rather obvious. Just above the device floated a large holographic image, which spun slowly. It appeared as if it was displaying some kind of an architectual drawing, only in three dimensions unlike the ancient two dimensional drawings.

As the image spun, she began to dictate to Kril about the drawing, and about its meaning;

"As you must understand, some information will be kept somewhat secret, for obvious security reasons. As you are unfamilar with us, we are also particularly unfamiliar with the Order, and although so far you appear a trustworthy group of races, we cannot be too cautious."

She paused and looked at Kril, allowing that to sink in. Hopefully he would understand.

"At first, we had intended the facility to be something major, and although it still is, we have reviewed many of the plans and chopped much of the... unnessasary garbage out."

She clicked on the remote and the image changed. Now around the architectual object there was some landscape, presumably Mercury around it. She continued.

"This is hardly a large facility, most likely the amount of land required would be only a large crater of some kind. The greater parts of the building will in fact be underground, not just for climatic reasons, but for security also. We do plan to dig rather deep, the exact depth being unknown so far."

The image changed once again, this time showing the interior of the designs, showing the different levels the facilty appeared to have.

"Our facility will of course be somewhat multi-roled, but will all be owned and run by the Austarian Government. I cannot specify the exact uses for it, but in general it will be a military and research station. Levels on the top will be administrative, the middle levels will be the holding bays where we simply keep the supplies which keep the station running. The lower levels will be split into two, but combined they will generally be research for military technology, and other things Mercury may achieve for our society. We do not plan mass production as yet, however we are considering it as an addition to the research departments."

She noticed as Kril as looking at a section on the diagram, which appeared to be the most heavily guarded areas of them all. She smiled.

"And that sir, is a vast array of computer equipment. I cannot specify what the equipment will be for, but rest assured it is anything other than sinister. Most of it will be for record keeping of the research we will be holding inside, hence the security precautions we have decided to take toward that section specifically."

Amanda took a breath, and sipped her glass of water. As she placed her glass back down, she took back the device, switching it off and slipping it gently into her pocket. She pulled out a disc, similar to the one which had been given to her.

"On this disc you will find much documentation regarding our history. You will find that in our earlier years, we once held a great deal of power within our sphere of influence. This spread to a good deal history of arrogence and aggression, and apparently during our alliance with a nation by the name of Credonia, many feared and, or respected the power we held."

Kril was obviously taken aback, but she quickly have him assurance;

"Note of course, this was a long time ago and we have since dropped our alliance with those Credonians. We got rather tired of oppressing those around us, and have now mended fences with those from the early era. In fact, just a short time ago we have affiltilated ourselves with the organisation which once would have been considered an enemy. We have rather positive relations with all of its members. In modern times, we havent been particularly active at all in our new sphere of influence, but have taken a peaceful and passive approach toward all incidences, which havent been many anyway."

She chuckled and continued.

"Our allies range quite wide. We are friendly with many of those who are now members of the alliance known as Metus, and in fact we have numerous allies inside that organisation. We have great allies on the side which Menelmacar resides also, and the President is a good friend of Lady Sirithil herself. We hardly have any enemies, if at all. As it stands, your alliance is the only so far which we have negative relations with. But thankfully, this is quickly changing, at least I hope so."

Smiling at Kril, she was sure he knew basically everything, save for the confidential. She finished off her speech, hoping he was satisfied.

"Basically sir, the reason we came to Mercury above other places is because it makes a good site, which is somewhat nearby our Earthly homeland. We plan to stay a long time, yet we have no plans for expansion. All we ask is that we are allowed to move into the neighbourhood."

She didnt mention allegance again, however she did keep that firmly in her head. She would of course, be willing to go further, but she would wait until the Order decided to mention it again. Plans were still somewhat sketchy back in the Union, and she couldnt really open new doors until they were confirmed.

Kril listened intently, not that it truly mattered since the entire meeting was being recorded. The SOE was fanatical about record keeping and analyzing information.

"Ah, I'll need a copy of those discs outlining your history and the schematics of your intended base - for review by the Seraphim Military. As well, you make mention of the fact that you have allies within both Metus and the region of Tarelnadore. The latter, is that the organization that you have mended relations with? Or do you mean another one? As well, a brief listing of your allies in Metus and Tarelnadore would be helpful. As well, what new sphere of influence that you have are you referring to, exactly?"

Kril leaned foward.

"You speak in general terms regarding the nature of the base. I asked for you to be exact, in its intent, purpose, and so on. Anyone can say that it's for 'research' and not 'sinister'. You see, we need to assess your threat level, among other things. Hence, the questions."


OOC: Sorry about the recording thing. I meant to mention it earlier, but I don't think it would be too far-fetched. Anyhow, Kril likes to take down extensive notes after every meeting for his reports to his superiors.

Amanda frowned when Kril required more information.

"We dont exactly make lists of allies and enemies, with due respect. We are not ones to set 'levels' which some nations attain, or disattain. We work on a individual relations basis. For example, most nations we would consider to be on friendly relations, but we dont file them, or label them as such, if you get what I mean. We consider all nations as friendly, until they choose to cross us."

She took a sip of water before continuing. She wasnt particularly impressed with Kril attempting to seek the very life out of the information she herself had been given.

"We have had many sphere of influences in our history. When we refer to recent influences, we consider Metus and those in Tarelnadore; and that national circle of influence if you understand. See, some few hundred years previous to this date, our people suffered a kind of time-jump. Previous to this jump, we were in a time known to be 'modern', and were in a vast world some people refer to as International Incidences, although I myself do not understand this term. We moved after we suffered the timeshift, into the world of Nationstates, as some scientists claim.

Those we have mended fences with are from the old circle, and from the old world. We still commune with the old world, more so in recent times, however our true home remains here in this universe."

Amanda said very little about the base itself, "I already stated all the information I actually am allowed. We are not in the business of sharing our deepest most confidential information with those around us. As a seperate entity, we surely have the right to retain information from other entities around us. You yourself expressed the love for soveriegnty, and as a passionate peoples we celebrate such an idea every day."

OOC: The whole timeshift thing is a bit confusing. Basically I just changed forums, and made the Austar Union more future-tech instead of the modern-tech it once was.

Kril’s eyes narrowed.

“Indeed, we do respect a nation’s sovereignty. But if that nation wishes to settle on Mercury, then they have to play by our rules. Is that clear? A list of allies is hardly so secret and confidential. After all, I just gave you our membership roster in the Order. As well, I suggest that you drop your thinly veiled threats. You would find that the Order doesn’t double cross anyone but will severely punish anyone who crosses it. I think we ought to take a break.”

Kril stood up, motioning to his aide and addressed Amanda.

“Joseph will guide you to our cafeteria and lounge area. You may give the discs that I asked for to Joseph. I will join you later.”

With that, Kril departed back to his office.

Amanda waited until Kril had left before deciding to even think her own personal thoughts of the situation. Already, she had decided that although he was a man to be friendly to those conceeding to his 'authority', he obviously had much disregard for those who didnt quite conform to his own wishes and wants. Certainly, the rumours were quite true, and Kril was possibly the most arrogent man she had ever met. She didnt let this on however as she was guided to the cafeteria, and on the way she slipped her guidance the discs she had mentioned to Kril beforehand.

Once at the cafeteria, she led her group to a table after ordering a small snack. Unsure of payment methods, she only had a microchip which allowed scanning and billing onto a special diplomatic account.

The cafeteria itself was a large affair, with seating of up to at least 1000 people. Most of the tables were long benches with individual chairs crammed in as tightly as possible. At one end there was the serving line with trays at one end and the serving staff serving the daily surprise. An assortment of characters were present; engineers, researchers, space pilots, construction workers, soldiers, operators, and so on were in line, joking and carrying on. Emergency pressurized suits were displayed in a locker along one wall. Above were CCTV cameras that afforded someone an entire view of the place. Some people looked at the new arrivals but mostly paid no heed.

Joseph guided the AU group up to a private lounge overlooking the cafeteria. Here, the lighting was less harsh and the tables and chair were what one would find at a nice restaurant. He quickly but discreetly said to Amanda.

“Ah, no need for payment. You are, after all, our guests.”

A snap with the fingers and a pretty waitress appeared. In the center of the table a hologram appeared displaying the menu – complete with visual and olfactory sensory impressions.

“I’m afraid our menu is a bit limited,” apologized Joseph with a bow, “But I hope you like it. If you need anything, please let the waitress know and I will arrive shortly. I leave you to yourselves.”

With that, he departed. He made his way to Kril who was composing a report.

Left alone, Amanda was at least smart enough to realise they could be bugged. She never under-estimated her opponents, and Kril was most certainly intelligent enough to be a challenge for Amanda alone. She knew that the twenty years of education would come into handy, and perhaps, she even had the slightest inkling of the way to Kril. He was by far, a man with a great mind, and out-smarting him would become futile.

While her companions made their orders, she sent a message back to the Austar Union, via the microchip enhancements emplaced into her mind. With technology now, it was made possible to type messages into your mind, and send them electronically into the frequencies known by the government at home. Soon, she would be joined by another, perhaps someone who could turn the tide in favour of the colonists.

"Fine, report it, if you really want to. They were checked when they arrived. And they have SOE clearance. Diplomatic slugs. Stop bugging me with unimportant shit."

"Okay, fine, I'll be eating. Over here. Wake me if the base gets attacked by solar ghosts."

“Are you enjoying yourself?” asked Joseph Gruk as he came up to Amanda and the rest of the AU delegation. It was, in some ways, a meaningless question since they were monitored by the Seraphim Military. Still, it never hurts to ask.

“I’m afraid we don’t have much in the way of a tour,” smiled Joseph as he waved with one hand, “There really isn’t much to see and, as you can guess, most areas of the base are off-limits.”

Another smile, displaying a dazzling row of white teeth. No wonder his nickname was “Chops”.

“If you would follow me when you are ready, Kril would like to meet with you. Your accommodations are also ready if you would like to go there first and rest. That is, we can postpone the meeting until tomorrow. Up to you.”

Amanda shrugged. She and her team hadnt been particularly amused, but had kept themselves from total boredom. As such, they were ready for another meeting and followed Joseph to the next meeting with Kril. Making light talk with Joseph on the way, she decided to bring to attention a matter of importance, at least she thought the Seraphim Military might want to be aware.

"I think I ought to tell you, but please do not be alarmed that we are expecting another visitor. This new person will be arriving in Mercury-Space in any time shortly, and they are in effect a late addiction to this diplomatic team. I will continue my talks with Kril, but when she comes she will join us as if she had been there the whole time."

She smiled after informing him, and was led to wherever she and her team could perhaps could be being taken.

In the meantime, they wouldnt have exactly known that just an hour later a small, one-seater fighter had entered Mercury-Space. Naturally, such a small craft over such a long distance was armed quite reasonably, though there were no intentions to use any weapons on friendly, or neutral ships. As it entered within reach of communication equipment, the on-board systems broadcasted an automated message, stating the origin, destination, and intention of the small fighter.

"This is a diplomatic craft to join the team from the Austar Union on Earth. Please confirm clearance for attempts to enter the surface base."

How do you mean "we wouldn't have exactly known"? I think we are pretty reasonable in perhaps saying that a small craft may be able to get closer to Mercury space without being detected than a bigger one, but in case you haven't noticed, we are pretty paranoid about Mercury in general. I think you are taking some liberties that you are not entitled to here.

Joseph merely smiled and replied,

"Why, how kind of you to inform us. I shall be sure to notify the Seraphim Military not to destroy any unidentified craft that stray near our holdings."

He then pressed his right ear and spoke quickly in a harsh language, seemingly into the surrounding air. Then he bowed to Amanda and led them back to the same room. Kril saw them coming and rose to greet them.

"Ah, good good! Hope the food wasn't too bad. I sometimes get indigestion myself. Anyhow...shall we continue?"

A large pitcher of water was before the AU delegates along with a crystal goblet for each member.

I was saying that my diplomatic team wouldnt have known that the fighter was entering MercurySpace at that very moment, simply because one cannot know everything. Your sensors of course, could most reasonably pick up the craft, especially as you said, the status of MercurySpace.

Amanda had decided already that she would attempt a new tactic at gaining the trust of Kril, and anyone else who may be swaying the Order's desision either way. She figured instead of appearing as his adversiary, she would appear as his friend. This way, at least hopefully she and her team would seem much less a threat. Anyhow, there was no threat, and she only needed to convince these bastards as such.

"Actually I quite enjoyed your food and drink. I admire the amount of, order you have within this facility. May I ask, does your Military run it? If so I am most impressed. Anyhow, onto business. Perhaps you may be interested in a different angle when considering our, application, to emplace a base onto the Mercury surface. I am willing to be interrogated if need be."

She smiled, and noted the jug of water. Reaching forward, she poured everyone else a glass of the vital liquid, offering to pour Kril himself one with a silent gesture.

Kril took the offered water without comment and then leaned back in his chair. He depressed a button. The holographic display instantly showed the introductory speech of Fuhrer Indigo Blue while a transcript of the speech floated near the visual images. At a certain point, the speech was paused and a sentence in the transcript was bolded while the other words partially faded. The images and transcript floated lazily in the air. Joseph quietly coughed.

"...The only changes will be that we will become much, much more active in what we want to achieve."

Amanda smiled thinly, yet quick to clarify what these things meant in relations toward the Austar Union, and continuing the loop, the Seraphim Order on Mercury. She hoped that the answers were satisfactory...

"Ah, I get many questions on that statement. Its rather simple, no hidden meanings. That statement was on the official birth of Indigo's regime, and that statement relates to the regime previous to his own. The last took quite a passive stance on all issues, and to be honest we werent particularly active on any fronts. Indigo was basically saing, that he did plan to become more active on all fronts, trying to get the ball moving, so to speak.

As for the nation's movement to the region of Tareldanore; Lady Sirithil herself had offered us the opportunity, and due to dis-interest toward her region, we turned her down. But after a long period in a region known as Hmm. , where we were the only nation present, Indigo thought it best that we actually join them there, where things may become more interesting at least. Our stay length there is not considered particularly long however, for already our 'user' has plans already, whatever a 'user' may be..."

Joseph Gruk returned, sooner than anticipated. Kril rose in fury at the unexpected interruption, but the look on Gruk's expressive face told that he would, very surely, not have done so, but for the most urgent and dire of circumstances.

"M-Mr Kril," Gruk said, managing a smile despite his stumble, "Might I beg a few words with you... alone?"

He looked fleetingly at Amanda.

"Please forgive me. It appears that something has come up. I will try to be brief. In the meantime, feel free to help youself to food and drink."

As if on cue, a pretty woman dressed in a drab uniform came in, pushing a cart full of cold meats, appetizers and more fresh water in large jugs.

Kril turned and then followed Joseph out. When out of earshot, Kril softly whispered, but with an edge.

Joseph took a deep breath, and then let out the thoughts he'd been able to collect in the face of recent crisis, in one rather long sentence.

"I just got back from the detention area. The base commander, he's sealed off all level 3 and above communications. There's been some sort of coup. He said everyone in the S.O.E is now under direct military control. He said you're to see... you're to report to him immediately for mission re-assignment. The rest of us, including her, are to head back to our quarters. We'll have escorts."

As if on cue, the door to the mess hall behind the nervous man opened, and two expressionless uniformed guards entered... followed by three more.

The leader, a youngish man with short-cropped black hair whose insignia showed he held the enlisted rank of Petty Officer (E-5), shook his head grimly at Mr Buy, once to the left and to the right.

"No, sir. Your aide's just come from where you're going. Strict orders, you alone."

He motioned briefly with his head. His rifle was pointed down and to the left, but was clearly ready in case of emergency.

The trip was short and nearly boring; Buy had been this particular route several times so far. Now though, the ominous presence of guards made it anything but routine.

The base Commander had a fondness for luxuries. He was also brisk and to the point. When Kril Buy's countenance first framed itself in the metal-plate doorway, he stood up and smiled broadly, offering his hand to the reluctant Ambassador.

"Ah, good! You made it," he said, as if there had been any other alternative. "You are well? I hope this situation didn't scare you too much. Guards, post yourselves outside this door. Good. Okay."

He gestured for Kril to sit, and then sat himself into his high-backed leather chair, resting his handsomely uniformed arms on the command console.

"So, let me get right to the point, Ambassador. As of..." he glanced at his wrist, "45 minutes ago, the Joint Interplanetary Legions are no longer a part of the Order whatsoever. There are some reactionary elements, of course, and it'll be a mess back at the CSF national bases. But that will all be dealt with. Point being, we now have to re-examine our situation and resources. Luckily for us here on Mercury, that's simple to do. I mean we're buried under tons of rock and the surface temperature right now is either freezing or liquefying."

As if realizing he was digressing, the base Commander smiled and then said, "You're an intelligent man. Reasonable. Our files are quite complete. The Order hasn't had a good role for you. Aside from the diplomatic meeting I am interrupting right now, you hadn't had anything scheduled, right? Because the Order's concept of diplomacy is shoot first, open diplomatic channels later, am I right? Let me tell you - we're offering you a real position, serving a real cause and with a vital function. More power, higher pay, your own fief on Mercury, as the Legion's very own ambassador of peace. What do you think of that?"

And he coughed.

Kril Buy was, deep down, a survivalist. He was a minor functionary in the jungle corporate world of Vrak before transferring to the Diplomatic Corps. When Vrak signed on with the Order and the subsequent creation of the SOE, he leapt at the chance to jump in. But, the job did not live up to its expectations in regards to excitement. True, he was now on another world which was something. To him, Mercury was a prison and while he was not particularly adventurous, he did yearn to travel.

Slowly he considered his options. To refuse would most likely mean his death and he did not like that. To accept would mean branded as a traitor to the Order and to Vrak. He realized that he would never see his family and friends again but if he were alive there was always a chance.

Some small part of loyalty to the Order and to his own remained as he formulated his question.

“And what of the other Vrakians that are on Mercury now? What will happen to them? And what of the future here on Mercury? Isn’t it reasonable to assume that the Order will seek revenge, making our existence here rather…er…short?”

Suddenly he felt very thirsty and thought about his pal Joseph.

The base commander leaned in relaxation, the high back of his chair creaking just noticably. Again, the smile crept on his face.

"First, it's possible that the Order nations may seek vengence, but I wouldn't worry about us here on Mercury. We've been making this into a fortress, very secure. Not to mention those spaceships the pilot boys get to play with. If it comes to outright war, we will win.

"But, that's part of why you are being given this chance, Mister Buy. By strengthening the Legions on a diplomatic front, we may secure alliances and trade which can sustain us. You've had some contact with the... other occupants of this rock? An alliance with the builders of these..."

He glanced down at a file on his desk momentarily.

"These 'lightning guns' could give us the edge we need for successful deterrance. Deterrance, you see. Maybe avoid the war entirely, especially with you speaking on our behalf."

"As for your Vrakian compatriots... what happens to them depends on the orders we get from Command."

"And, of course, on your decision."

Kril wasn’t entirely satisfied with the answer, especially regarding his own people. Leaving their fate in the hands of a capricious Command of which he knew nothing about? Still, if he was going to turn his back on the Order with the predictable consequences, he at least could try to ensure that his people would not be sacrificed. He really had no choice. Die a forgotten death or serve in a new government that may have a short existence. Still, a greedy side of him did find the idea of a fief on Mercury strangely appealing, even if he did yearn to get off this rock.

He extended his hand to the Base Commander and said,

“I’m your man.”

Im no sure what you consider the status of Amanda and her team on Mercury, but know that the Austar Union; formally the Nationalist Repubblica of, now the Blood Dynasty of, is still interested in gaining some kind of base on or below the Mercury surface.

[OOC: A.U, I think Amanda is either residing in a guarded room after the abrupt departure of Kril, chatting it up with Joseph; or if you prefer to fast forward things she's back with your government safely.]

The base commander stood, looked at Kril's hand for a moment, and then accepted it and pumped twice. Now he smiled broadly, releasing Kril's hand, walking around the genuine-wood desk.

"Good choice, good choice," he said, almost crowingly. "I'm glad we can start off on such good footing. I knew you'd accept, but some other fellas were less certain..."

He turned, glancing at a digital file on his desk. He sifted through it for a few moments.

"You'll be reporting* directly to Imperator Venaki of the CSFCA (http://forums2.jolt.co.uk/showthread.php?t=379490&page=2). That's the Contact Agency. He's got a few reports for you as well as a breakdown of your duties and policies. You'll get on well with Venaki, I am told he is also a native of Vrak. In the meantime, your current assignment speaking with the A.U is postponed. We'll see to it that their rep is returned safely."

"Now, as you're officially an unranked member of the Joint Interplanetary Legions... ahem, they're thinking of changing the name, but you didn't hear it from me... you are accorded some privilages due your station, but otherwise have no direct part in the regular chain of command, except in matters of security. Basically that means you can go where you like, within reason, and we will see to it you have what you need, and you aren't expected to obey regular orders or give them out. With me so far? Anything uncertain?"

Kril nodded, taking all the information in. Another Vrakian, eh? This should prove to be interesting. He suddenly realized that the base commander hadn't given him his name. And for some reason, Kril didn't think that it would be forthcoming.
