<<OOC: Most people reading this will not be aware of what the USR is, so before I begin, I'll provide a quick summary. The USR is an organization somewhta similar to the European Union in structure, that brings progressive, democratic socialist nations (I believe we all have "Superb" civil rights, and mine often fluctuate to "World Benchmark") together into a single economic bloc. Although each of our five nations maintains its independence, the USR Parliament has quite a bit of power -a good deal more than the EU equivalent. We generally do not accept more nations joining unless they have long ties to the USR, because it's not just an alliance in the normal sense of the word on NS. We're trying to get as close as we can IC and OOC to merging seperate nations into a single nation without breaking RPing rules, so for that reason, we need a strong OOC commitment as well as an IC one from new members. "Over the last few years, Edölia has witdrawn itself somewhat from external affairs, focusing on domestic policy and projects. Marking an official return to the world stage, we are offering a formal invitation to all members of the Union of Socialist Republics (USR) and any other nations wishing to send representatives to a formal USR summit. The representatives at the summit will have no formal power over the affairs of the Union of Socialist Republics, but will be authorized to write reccomendations to the organizational parliament. It is the hope that we can touch upon the following issues:
1. The place of the USR in Haven and the United Alliance of Progressive States (UnAPS). The USR is clearly a dominant force in both the USR and Haven, comprising a very large bloc; economic, political and military. How should we use this power?
2. Economic ties between the USR and member states. How will we work to bring our economies closer together, while still maintaining cultural differences and identity?
3. Differences in laws between member states. Different USR nations have a variety of domestic laws. For instance, Hattian gun control laws are virtually non-existant, while they are quite a bit tighter in Edölia. How can we reconcile these differences, putting in safeguards to eliminate contradictions, or by making laws more uniform in all member states?
4. Interstate transportation. Edölia recently proposed an amendment to the USR Constitution that would create a new USR Transportation Authority, independent from individual governemnts and answerable to the USR central government. If this is acceptable, what will be the scope of the USRTA's authority? How could it best be implemented fairly and effectively?
5. The Jonderese economy. By far the weakest link in powerhouse economic bloc that is the USR is the Jonderese economy. Although it has made great strides since joining the USR, it stills needs quite a bit of help before the Jonderese can operate on a level equal to its allies. How can the more economically powerful nations, i.e. Edölia, Hattia, the Island States and Hallad, best provide economic assistance to Jondera to build up its economy?
Finally, it is important that we look at how the USR fits in with the rest of the world, who our friends and enemies are, and what our long-term goals are. We must be able to interact with the rest of the world with a decisive foreign policy if we are to maintain our importance.
Other topics can be proposed as well. The Derik von Blätterschplitt conference hall in Blätterschplitt City will be used to host the conference. We hope that a variety of nations will send representatives.

Also, when we worked out the parliamentary system, we didn't provide provisions for new member states joining. How large is parliament now? 500 members with 100 from each member state? Or do the three original members get more votes? What about if more nations join? We might discuss the future of the parliament IC.
Again, if anyone else is interested in sending delegates, they should, even if they aren't socialist, or even allied to us. We want to get ideas from the rest of the world, as well as let them understand what the USR is all about.>>
