Approved. I'm going to go ahead and edit the list, even though technically you can't get it set up until this whole blockade is taken care of.
While we have no need of an embassy per se, we would like to discuss the possibility of opening a branch office of our organization, Heroes for Hire, Inc. We would have only one representative, and estimate the need for 3-5 full-time employees, hired at the local level. are standing by for your approval. If possible, we would like to rent or purchase a building/office space to act as our embassy. Barring that, we can also construct our own structure. We request that information regarding entrance to your nation; cultural and/or social and/or religious customs and/or regulations; and restrictions on embassy structures be forwarded to the Diplomatic Service, office of the Consul-General.
Space for your delegation is available within Embassy Tower, where all foreign embassies within Weyr are located. Floors 40, 48-67, and 103-210 are available at this time. The Diplomatic Service provides security, basic services, and secure telecommunications. Furniture, electronics, special services, and any other amenities are provided upon request. The Diplomatic Service pays for all services. It should be noted that security and safety of any foreign delegates is not guaranteed outside of Embassy Tower unless those delegates are accompanies by Diplomatic Service staff.
Embassy Tower is located in our capital city of Wye, a city of approximately 300 million built on the southwestern slopes of Mt. Weyr. We recommend that foreign delegations arrive via Wye International Skyport, where Diplomatic Service officials can meet them.
Any foreign entity can also construct or rent a structure or space outside of Embassy Tower. However, the Kingdom of Weyr cannot be held responsible for the safety of that structure, or for the safety of the persons residing within it. Diplomatic Service can provide limited security for the said structure, but cannot guarantee the integrity of that security. Furthermore, the availability of secure communications, services, and transportation for such a structure or location may be limited.
The Kingdom of Weyr has no restrictions on trade, and permits nations to freely buy and sell all goods and substances within its borders. This includes, but is not limited to: weapons, toxic substances, motor vehicles, WMDs, foodstuffs, raw materials, and finished goods. This cannot be restricted or expanded upon by any treaties.
The Kingdom of Weyr does not recognize extraterritoriality. Weyr’s courts will try any foreign delegates or visitors in accordance with Weyrean law.
This includes:
- Trial by an elected jury within seven days of arrest
- A free lawyer, to be given upon request
- Communication with any party, after arrest, via a monitored link
- The ability to sue for personal damages incurred while under arrest
However, foreign delegates are permitted to have their home nation pay for the court fines. It should be noted that Weyrean courts issue sentences that are monetary in nature.
Weyrean law has only three crimes: murder, theft, and malicious manipulation.
Weyr is not interested in military alliances at this time. However, Weyr holds a policy of non-aggression towards all nations.

Gawdly: The Empire's borders are open to private companies. You may purchase an office and set it up as any other business. However, a private foreign company can have no official contact with the Imperial Court. Private travel is temporarily suspended until the illegal blockade of our territory by the Antonian rogue state is dealt with.
Weyr: Your request for an embassy is accepted. However, we need more clarification regarding malicious manipulation as a legal term before we shall send an Embassy. You should also be aware that Antonia is attempting to blockade are entry to and exit from the Empire.

The term 'malicious manipulation' was employed, as a filler measure in order to properly prosecute crimes where one person would be forced to commit a crime against his or her will by another person. In such cases, the court charge is split between the person committing the crime, and the person forcing the commitment of the crime.
This requires both participants in the crime to pay for the damages equally, but puts a greater burden on the person who planned and forced the crime to be committed.
For example:
Person A is charged with breaking and entering a jewelry store, destroying twenty thousand Weyrs worth of goods, and stealing two hundred thousand Weyrs worth of goods. Person A is apprehended two weeks later, and charged with theft. During apprehension, a hundred thousand Weyrs worth of goods are recovered.
Person A faces a charge of one hundred and twenty thousand Weyrs for damages, and a charge of thirty thousand Weyrs for costs to apprehend him.
During trial, three days later, Person A states that he was forced to commit the theft by Person B.
After four days of investigation, Person B is brought in on evidence of malicious manipulation. The evidence -- a trideo recording of his conversation with Person A -- shows that he blackmailed person A into committing the crime.
Person B is forced to pay 50% of Person A's court fine of one hundred twenty thousand Weyrs, is forced to pay Person A's full apprehension charge, and is further charged with sixty thousand Weyrs for costs of his own investigation, and is required to pay Person A five thousand Weyrs for personal damages in the form of a broken wrist.

We appreciate the offer, and commend your government on making a business decision that can only aid your people. Accordingly, we have enclosed all the necessary paperwork to expedite the opening of our office with all due haste. We are prepared to wire the appropriate fee's as soon as you provide us with the financial details.
We ask that once this prelinimary stage is complete, special dispensation may be considered in regards to acquiring Embassy status, as well as eventual access to the Imperial Court. President Steele is both CEO of Heroes for Hire, as well as President of the planet Gawdly, so the office would serve a dual purpose.
In terms of travel and entry, we can make our own arrangements once these negotiations have concluded.

In light of recent events in the region of the Resurgent Dream, and in light of past dealings with officials of said nation, the Incorporated States of the Latin Union seeks to formalize its diplomatic ties to the Resurgent Dream with a full ambassadorial mission. We hope this mission will help draw our two nations closer together.
Ambassador Úrsula Espargosa, with a staff of 55, is on standby awaiting information from your nation concerning their final destination. The full mission will consist of:

A general staff of 40 (clerks, secretaries, researchers, cooks, custodians, etc.)

In return, should the Resurgent Dream wish to establish an embassy within the Union, we have recently refurbished a large mansion at 322 Via Consociatio within the capital city of Cuiabá, just blocks from the Capitol Building. This should be adequate housing for an embassy, but if a smaller envoy is sent they can be easily housed in Diplomacy Tower.

CUIABÁ - Early this morning a government jetliner and a C-135 cargo transport took off from Cuiabá International Airport. Thier occupants were the members of the Latin ambassadorial mission to the Empire of the Resurgent Dream, headed by Ambassador Úrsula Espargosa. After having offered Latin forces to the nation to aid in fighting an epidemic, and previously having expected an official from the Resurgent Dream to visit (she was forced to cancel at the last minute, however), the Ministry of Foreign Relations decided to establish a formal base of diplomatic relations in the area. In return a mission headed by Resurgent Dream envoy Contessa Maria ni Ailil will occupy a building on Via Consociatio.

Yes. We have recieved several complaints from persons entering via dropship, who seem to have confused your port facilities with landing sites, at night. The Diplomatic Service can construct a small skydock for accomodating flying vessels, ranging from gravships and maglevs to standard 'flying ship' designs and other variances.

In the traditional Weyrean way, the facility's operating costs were covered through advertising. Over the years, Weyreans had discovered that there were thee things that truly mattered in marketing: "boobs, wheels, and explosions." After a while, once every ad was flashing and oozing with appeal, the only thing left to do was to make those ads as big as possible.
From the outside, the Weyrean/human/elf design team tried to make the structure blend in with the surrounding construction. Much of the facility was built underground. Dropships and shuttlecraft were ferried into an underground parasite bay, although the facility was designed for dropoffs, not for long stays. Maintenance and infrastructure for the more traditional modes like jet airliners was hidden from sight, mainly because most of it involved small alchemical arrays transmuting generic goo into jet fuel, oil, and everything else. They tried to make it inconspicous, down to specialized arrays for slowing down craft to limit the length of runways, down to facilities that produced virtually no waste. A 747 was able to land and take off on a dime, much to the queasiness and unease of its occupants. Of course, at some point the design team gave up.
Upon entry, a visitor was assaulted by advertisements for everything from toothpaste to nanite immune systems to the latest religious-occult-whatever fad.
Now, that was a long and boring post giving a limited description of a facility built through seeders (plant a small seed, watch a building go up overnight), and intended to be as inconspicous as possible. Of course, the interiour is nice and aesthetically pleasing (to some) and filled with ads for everything. Yes, it can handle anything. Dunno where it'd be located, so I can't give a very detailed description. Seeing as it's very late around hrere, some part of me wants to start a long RP about how the Weyrean corporation manages to mess up every stage of construction here........anyhoo....back to your schedueled programming...*dies*......

Excellent, a lattice constructor crew will be sent to assemble our embassy shortly. What would be the best place to construct it?
As for an embassy in Akaton, a large portion of the capital has been destroyed, so there is plenty of empty land to build on. Your embassy may be constructed almost anywhere.

Lattice construction: A process in which a building or item is formed by drawing raw materials into a gravitic wire matrix. A crew must first assemble a framework of nano-wire in the exact form of the structure to be place. Once the matrix has been assembled, the construction process only takes seconds.
Note1: structures requiring moving parts (such as doors) require very complex lattice patterns.
Note 2: Lattice construction is not practical for very large structures, due to the vast amount of energy needed to charge the matrix.
