Programma Identificacii Vragov i Opasnostey (PIVO) establishment Treaty
1. Signed on September 27th, 20$$ by representatives of the Taraskovyan Federation and the Allanean Government in Exile
2. To take effect upon the independence of the United States of Allanea.
3. The two nations will establish a common counter-terrorist intelligence gathering and law-enforcement coordination service, known as Programma Identificacii Vragov i Opasnostei (later referred to as the PIVO)
4. The agency will coordinate information from Kaskad and the TISD, ABI, the Allanean State Rangers, the CIA, the Aissur State Patrol, the Daikatana State Rangers, the Allanean Coast Guard, the Atlantic Island Police, the Hestonia Police, the Nova-Texas Rangers related to terrorist and espionge activities compromising Allanean and Taraskovyan Security.
5. The Agencies listed will have an internal informaion network installed between their offices, safe enough for transit of information classified up to, and including, Secret.
6. The Agencies listed are authorized to perform common anti-terrorism and counter-espionage operations, under command of the local authorities.
7. All agents involved in such operations should wear the PIVO abbreviation, in Cyrillic or English lettering, in addition to the regular symbols of their mother organization, on their uniforms.
8. If an organisation or individual suspected as 'dangerous' by the authorities of one state is suspected of running operations in the other state, the law enforcement and intelligence agencies of the two states are to share all needed information in order to deal with the threat efficiently.
9. PIVO shall have a headquarters in Baltika-City, Allanea.
10. A High Overseer of PIVO shall be appointed, who will be responsible for administrative duties in the PIVO, making recommendational reports on PIVO activities, annually, and establishing SOP's for mutual operations.
11. Annually, the HO-PIVO shall issue a recommendational report on PIVO functions that year, sending copies in Russian and English to both governments.
12. The HO-PIVO shall appoint team commanders during joint overseas operations.
13. Exceptions to paragraph 12 will be decided upon particularly by the two governments.
