The Island States had ships over it's territory, making sure no Sentient People vessels or their allies came overhead in response to their actions against the conquered territory of Allanea. One of those ships was the ISASF (Island States Aerospace Fleet) "Beetle", under the command of Captain Patterson.
"Captain, scanners indicating an unidentified fightercraft entering TIS jurisdiction! It is not displaying proper IFF codes, and it's profile does not match anything on records: friend or foe."
"This is the ISASF 'Beetle'!" Captain Patterson yelled, selecting intership communications on his headset. "Reverse course immediately or we will open fire!" A small canister dropped from the fighter as the ISASF 'Wasp', a Mosquito-class frigate under SpecOps command, let off a burst of radio interference that drowned out radar and communications before firing on the fighter and grappled the canister, which was barely large enough to fit a man and a short-term life support system.
"ISASF 'Beetle', this is ISASF 'Wasp'... this was an official act of the TIS Special Forces, and is classified as LEVEL BLACK. You didn't see anything." The 'Wasp' then docked with a shipyard, and a small routine garbage-return capsule dropped to the Earth shortly after.

"3 months ago, Councilman William Truman of the small town of Newark, was found alive and in good health, but suffering from major head injuries to his face which have altered his appearance. Doctors are satisfied that they have repaired most of the damage, but that his original appearance could not be reproduced.
His kidnappers, who had tried to kill Truman by beating him to death before TIS Special Forces rescued him, were killed in an exchange of gunfire. Truman has no wife and kids, and is expected to return to his duties in a few days.
