"The Iluvauromeni Commonality of Everlasting Light (ICEL), represented herein by the Vilya Elenosto (and Colonies) Space Administration (VESA), formally requests permission from Mars to deploy an unarmed orbital colony - technically a free trade outpost, with the intent of exploiting the ICEL- civilian-constructed Earth-Mars Highway - to a position above that world.
