The Liberal Decentralist Alliance, a revolutionary group, has non-violently overthrown the dictatorship that has ruled the country for so many years, and instituted many radical reforms, such as:
1. Decentralised government, with power taken down to the lowest possible level.
2. Laws strictly in accord with the Harm Principle.
3. Creation of a welfare state
4. Instituting a new military doctrine:
A. The military shall recieve only 1,000,000 Kajgals per year, adjusted for inflation as time goes on.
B. Otherwise, the military will be self-funding through raiding of junkyards and the like.
C. It will be decentralised into local militias, centrally coordinated by the Military Supreme Commission, or MISC.
D. Each local militia will recruit and arm itself. Recruits will be required to give up any possessions of military value upon joining, but these will be returned in whatever condition they happen to be in at the end of service. Recruits will not be paid a salary, but they will be given food, room and board, healthcare, and the like. Also, they will, in a war, be able to take spoils from the government and military of the other power.
E. New military tactics and strategies, focused on guerilla war, with the Viet Cong and French Maquis as models, will become the standard.
F. A network of tunnels to house the militias will be constructed, at cost not included in the figure mentioned in A, and it will be something of a cross between the Maginot Line and the Cu Chi tunnels, like the latter in concealability and the former in sophistication of construction with modern advances, naturally.
