The Nation of Lun Noir, located in Sisgardia, has established a digital communications network, built by Harper Systematics. An XML-based protocol has been designed to allow other networks to interact with this grid, which is referred to as 'The Harp'. It is a four-channel, secure system, which requires every device to register its connection via its router up channel to a node on a series of routers. The routers then normalize their database of nodes, and if there is no conflict, it receives a confirmation on its router down channel. All communication destined to a particular device queries the nearest router via its router up channel, receives the target node via the router down channel, and then opens up a hard and direct connection to the target node via its bi-directional communications channel.
A separate router has been designated for communication nodes outside of Lun Noir's borders. A cellular and radio tower operating at various easy to pick up frequencies and a satellite communications building have been designated to allow the most flexibility in range of operation.
Upon connection, your network will be prompted to assign a new identification and authentication phrase. This can be used indefinitely unless you become banned for some reason.
Services provided include ordering goods for export and reading current events within Lun Noir's borders, or communicating via text or voice with citizens of Lun Noir. The companies currently allowing Harp-orders are Aegis Shipyards, the manufacturer of the finest yachts and cruise ships to be found, and Low Fishing Company, which yields the best in seafood in all of Sisgardia.

The Soviet Socialist Republic would be interested in purchasing the equipment needed to connect to this network. We hope this will lead to greater commercial and diplomatic relations between our two nations.

We would like to inquire about Lun Noir's main exports and imports...

You will find a telegram delivered to you detailing information on your connection. Your current digital communications equipment is already adequate, so a whitepaper detailing the protocol has been attached, as well as an example package of software necessary to communicate with it. Only minor modification should be required to make it operate within your environment.

Lun Noir presently is exporting ships made by Aegis Shipyards, manufacturers of the finest cruise and yacht variety ships that can be found.
Also Low Fishing Company is exporting some of the best and most varied seafood. Even some exotic varieties are available that cannot be found in many places except the archipellago.

As more companies trickle onto The Harp, our export repitoire will increase.

Lun Noir currently is in need of more electronic gubbins and bandwidth on a satellite network. Also, fossil fuels.

We look forward to doing business with The Republic of Hattia in the future, and anticipate exploring the posibility of diplomatic ties.

Interesting, most Hattians live too far inland to use yachts and such, but there are many in the capitol who have expressed interest in vessels capable of either breaking through or navigating through the ice that covers most of the coast.

Seafood is also rather popular, so there would probably be a market for you to sell to. However, since no private corporations are allowed in the Republic your corporations will have to sell directly to the government.

Now, Hattia's main exports are military equipment, narcotics and computer equipment. We do not use fossil fuels, finding hydrogen far more efficient. If anyone in Lun Noir would like information on hydrogen powered engines we would be glad to provide them.

The Hattian government would like to work out exporting computer equipment and possibly narcotics, depending on your laws, to your nation. We can provide it for extremely low costs, since there is no need to make a profit. The Ministry of Diplomacy has also expressed interest in establishing an embassy in the capital of Lun Noir...

First and foremost, narcotics are illegal within these borders.

The explanation of hydrogen powered engines would be worth quite a lot to this nation, and your computer equipment is most welcome. Perhaps an exchange rate can be worked out.

We would be capable of manufacturing and exporting about two yacht type ships per day capable of navigating and breaking ice, with a variety of safety checks in place to prevent disasters. Your government may enter negotiations with Aegis directly to arrange decoration, et cetera.

On top of this, we would be able to comfortably export twenty metric tons of various seafood. Less, if the more exotic tastes are preferred.

If you wish to trade with liquid currency, that is acceptable, though it would be preferable to barter a direct exchange of computer equipment in return, if possible. What is your return offer?


As for establishing an embassy, I will need to speak with my cabinet and outline how those should be handled. Please be patient, but you will be informed as soon as possible. We appreciate your interest.
