President Grove frowned when he read the latest statistics released by the Austarian Statistics Bureau. He knew that general society had in fact become quite crammed in such overpopulated conditions, however he never truly realised the problem when he read the general comments by media personnel, many of them showing a negative view on such high-density living;

"I still think it is funny today that the population issue in the Federal Republic has not completely been addressed by any State or National Government levels. Currently, statisics have shown that the average major city has approximatly a staggering One-Hundred Million inhabitents, and the Residential Prices so high that a high-majority of the worker's pay-packet is spent on just a place to live.

Soon, if such a problem is not fixed, the people and government will be forced into a state where Residential Assistance will need to be provided, so that the average person can actually afford the rising housing and rental prices, which can now be only termed as 'rediculous'. Perhaps only when a large majority of the populous is forced to live on the streets, the government will take notice of the growing situation, which can be termed as only a 'ticking bomb, waiting to be diffused'."

He could only agree with the problem, which now would only wiegh on his election campaign for the next terms. Not yet had the opposition commented on it, however it was only a matter of time, and as the Editor seemed to write, it was only a matter of time before a solution was required rather than just needing consideration.

Imperialism had never been a form of Political Policy in the Austar Union, and this proved to be true when reading through the nation's history books, however a solution would soon be needed, and any situation would surely require a change in policy. Of course, imperialism did include peaceful moves, which were much more prefeerable considering such things were generally frowned upon by the world community.

As President Grove flicked through the history books, he pondered what his fore-fathers had done when placed in a similar situation, and by accident his book laid open to the chapter of UnAPS, and the Allanean Wars. The Austar Union had fought with UnAPS against the Allanean aggression some one-hundred years or more previously, but had pulled out due to some political disagreements.

The whole chapter sparked a memory in Edward's brain, and he began to search through the endless programs of information regarding the world and universe in general. Much technology had been realised and discovered since, and it had filled more information than could be written in books. So detailed computer encyclopedias had been written, so that one the information could be brought and searched quickly; and number two so that there would be enough space for it to be written. The endless powers of a computer chip could baffle even the smartest man.

The maps were brought up, and Edward began to consider the general area. There had been some minor and major changes since it had been looked at, however he was pleased to find what he was looking for. The solution to the population problem in the Austar Union; Free Land.

The fax was quite clear when it came to its instructions. It was rare that one would come directly from the Presidential Office itself, and most would come from simply the general board of ministers. Under such a democratic and party based system, it was rare for the leader to make orders on his own, however what he said was not to be speculated, and the orders would be followed despite the unusual circumstances surrounding the situation.

A very small expeditionary fleet would be arranged to be sent to the region of Haven, which would have only the smallest grades of weapons. It was not intended that they would be coming into open conflict with any Naval Presenses, assuming that most were generally responsible. Such preperations would take two-weeks, considering it was not a wartime activity, and it was calculated a travelling time of two-weeks. If everything went well, it would take approximatly a month for the fleet to actually reach Haven. Before then however, a message would be sent to all nations of Haven, to announce the Austarian intentions, and to make events and future events known. Conflict would be avoided at all costs, and it would be likely that Haven nations would be suspicious if a random fleet arrived at their doorsteps.

SUBJECT: ATTENTION: Future Operations in Haven

We are sending this message to all nations in the region of Haven, to alert you of our future planned operations in the general area. We thought this best, considering we dont want our actions to be interpreted as aggressive, nor a threat to anyone's security.

As you may understand from the latest domestic reports we have recieved, we are in quite an undesirable situation where we literally must search for what can be called as 'living-space' for members of the Austarian society. Over-population not only creates a problem of space, but its effect, high density living, does create both environmental and economical repercussions.

To seek a solution to this problem, we have noted that there are vast spaces of land which is labled as 'uninhabited' in the Haven region, and so we have ordered the sending of a small expeditionary fleet to the area so that we may investigate the land ourselves. If we find that such land its suitable, we intend to forge a colony in a small section of the space, where our populous can consider a less-expensive, and lesser-density lifestyle. Of course, such things are only in planning as such, but do require your attention, if anything but a sign of respect.

If you have any questions or concerns, please be free to ask them and we will try to answer as best as possible. If you require a meeting with anyone in person, we can arrange to send a diplomat to the region, so that our governments may discuss the situation further, with the outcome of mutual cooporation.

Sending the message, the diplomatic staff wondered what the response would be from the nations of Haven, and kindly went back to their general procedures. If anything, they naturally hoped that the response would be positive.

With excitement, he held the document in his hands. Adam had been selected for the expeditionary fleet to Haven, and as a soldier, he would be one of the many who would be providing security to the first set of engineers. Although plans were somewhat sketchy so far, it was generally assumed that they would be finding a suitable site, then starting the engineer buildings and structures on arrival. Once a good transportation facility is constructed, then the settling citizens could flood into the area.

Running inside, he informed his wife of the news who seemed somewhat disappointed. But still, she was allowed to go with him, which was only something introduced just a few months earlier. Legislation had been passed, making it allowed for the family to travel on missions which were nomintated as 'family-friendly'. This was one of these missions, and she took her advantage of the situation.

Within a month, they would be standing somewhere in the Haven region, perhaps even planning their future together in the colonies.

It had only been a few days since the desision had been reached, yet already plans were being made underway. Letters had been sent out to some thirty-thousand troops, advising them that they had been selected for the mission to Haven. Documentation didnt show any response from the region, however speculatists did say that some governments had already taken some note of the news; yet the region's position on the matter was considered as unknown.

Despite how basic the response was given, the team within the Government Offices were excited that they had in fact been given the green light to begin the general process of colonizing a small portion of Haven. The Island States had been recognised as one of the major region members, and surely their acceptance of an Austarian presense in the region would spread to the others in the area. Anyhow, the President was notified, and it had been told that he was pleased with the result. The fleet was due to leave port within the week, and soon, people would be pioneering the new colony in Haven.

Hattia has no problem with Austar Union colonizing land within Haven, seeing that Austar Union was once an ally of the Republic and noting your stances on civil liberties and whatnot.

It was just a gentle, cool breeze the blew through Admiral Porterhouse's hair as he leaned on the rails at the front of his ship. It was perfect sailing weather; least that was the opinion of the Admiral. The skies were clear, the seas were calm, and despite it didnt have too much effect on the ships which the Admiral was commanding, he much prefeered it this way. He had grown up on the seas, his father a fisherman, and like-father, like-son, he also gained a love for fishing.

Eventually, early in his career, he became the skipper of one of his company's fishing boats, of which they would travel out every day gathering their catch. Once this was done, they would retire to a beer or two on the front porch, while his superiors looked after the business side of things, such as the actual sale of the fish, making the business profitable. He had learned in his career to read the weather around him, and had gained the skills to predict weather even a few days in front. Today, he could easily predict calm weather all week round at least, but often in other times he could predict a storm accuratly, when even the experts believed for calm weather. The experts had their fancy computers, and the Admiral had his senses. He relyed far more on his own judgement than some machine's.

Anyhow, he was no longer a fisherman, and had proceeded to join the Navy. Almost instantly, he had been placed in the rank of Admiral, perhaps because of his own family history, of which he was fond of. His family had been rumoured to have mastered the seas, so of course when military leaders heard that he was joining the Navy, they promoted him almost immediatly. They could do with someone with the practicle skills, and especially with someone who had the ocean in their DNA. He had been proud to be given the role of Admiral of the expeditionary fleet, of which his name would be recorded in history when the colony is established. It was an exciting idea, one which Porterhouse was rather fond of.

Making the relevant adjustements to his orders, he steered the fleet toward the Northern Entrance of the Haven Strait. It would take at least a few days to pass, where he could alter the headings and turn north toward Jondera. Just north of that nation, there had been identified as free, suitable land; and it had been marked on the charts as the final destination.

OOC: Dont blame me for the crappy post, Jolt ate my last one O.o *shakes fist* ... If you want some kind of an idea on what land I am planning to explore and hold in Colonial Claims, then you might want to have a look at somewhere along Zones 4 to 8, inclusive of 23. Though thats just an idea for now, so...

The Free Republic condemns any actions of colonization. Our constitution forbids it and we will work against any nation attempting to establish colonies in Haven. The only way we could possibly support any movement of your overpopulated homeland into Haven is if these people were also able to have the option to set up their own independant democratic governments seperate of the Austar Union.

Your overpopulation is your problem, we will not allow it to be shifted onto the shoulders of the populations of Haven.

Frowning, the President was disapointed to hear of the position which the Ilek-Vaad government had adopted. With the knowledge that he would have to respond, Grove paced about his office and dictated a letter of response to the Haven to-be neighbours. He didnt want to promote negative attitudes, so he would at least try his best at making contact with them. At the same time however, his mind had been decided, and colonization was firm in his plans.

Soon, the Minister of Foriegn Affairs in Ilek-Vaad would recieve a message of response in his inbox;

I am very disapointed to hear of your position, considering that according to our plans we would geographically be very close, assuming our colonial position go's to plan. We would much rather have you in agreeance with our plans, and we will seek some form of comprimise with you. That said, our plans of colonization are firmly placed within my government's plans, which have been public knowledge for well over a month now.

I wonder why you chose to actually comment when our fleets were entering the Haven Strait, rather than when I announced my plans much earlier before they even left port. It would have been far easier to protest our actions back then, so that at least our costs wouldnt be so high. Anyhow, this is besides the point, and I would much prefer to get down to business.

It would be our own domestic desision on the exact details which the colonial government would assume, and in that it does not remain open to international debate. However I will tell you that we have strong plans for the colony to become a protectorate of the Union. It will not be long before the population in that area wants independance from the Austar Union, and our government has no wishes for some kind of a 'sixth-state'. In the meantime, we will continue with our plans, and naturally any attempts to intervene would only be seen as a sign of aggression. Of course, this not needs to be said; your people seem smart enough to work that one out on their own.

Sending the message, the President sat back and opened a new bottle of Port. The drink was heavily popular all through the nation, though it was hardly full of drunks. The people were sophisticated, and didnt retire to being drunk too often. Of course, some times called for celebration, and alcohol was generally accepted. Nevertheless, the President was hardly celebrating, and merely needed a break from the daily stresses.

I am sorry for the late response but we did not know your intentions until your ships were already on their way. Either way we would object to your expansionist policy. We will not make any move to block your actions, that is not our aim, nor is it legally an option. We simply wished to state our position.

Bear in mind that the minute your 'colonists' express their desire for independance, we will support them. Colonial land grabs and exploitation are always condemned by our government precisely because they inevitably lead to bloody revolution when the 'parent' country exploits too heavily it's 'colonies'. You can look to history to see colonial expansions very rarely solve the population and resource problems they sought to alleviate.

I am not so certain that you have fully thought through all of the problems colonization brings and have only seen the short term benfefits. Your people are welcome in Haven, but as always when the problems begin, it is invariably the task of the Free Republic to restore order and territorial integrity in Haven.

I hope that our concerns will cause some reflection on the points we have raised.

Smiling, the President was thankful that the minor matters relating to Ilekian critizism were quickly resolved. At least soon, the fleet would arrive at its destination without hassle, and there would be little, if any delays. Anyhow, he had just recieved word that the fleets had an ETA of just a day or two to reach the area chosen to be the new colony, and as soon as construction could be begin, the better.
