I think nations should be allowed to establish colonies. You'd have to implement certain rules, of course. First of all, colonies would have to be in other regions from the mother country. Second, colonies could not join the UN or vote for regional delgates. Third, a country could have no more than one colony in any given region. Forth, each country should have a maximum number of colonies. How you'll decide on that maximum number I don't know. You could either let each nation build up to a set number, or give each nation a number based on the nation's economy and/or age. Also, colonies would have to face issues just like the mother country does. These issues could either be related to the happenings in the mother country, or based solely in the colony.
Also, a Regional Delegate or Founder could be allowed, at any point in time, to prevent the establishment of new colonies within their region.
This was a thought I had from reading the FAQ about people having multiple countries wanting to be in the UN. I also noticed that I can name a country starting with "The Colony of" or "The Protectorate of".
A few thoughts just came to me about this that might be of interest to others. If the economy, civil rights, and/or political freedoms within a colony become terrible, the colony could automatically do one of the following: Declare independence to become its own nation (however, it would just fall of the face of the planet since no one would be there to take care of it), or a better way to put it would be allowing it to be assimilated into another country in the region, thus causing it to no longer exist; or the colony could become a colony (or merge with another colony) of another nation in the mother country's region, or of another region.
