NStates RP Adventure Rules

I have played Roleplaying Games on Nation States Before. They always follow freestyle rules. Eg. There are no fixed rules no games keeper just a list of statements,

Bill: How can we get inside that vault

Ben: Try looking in the cuboard

Bill: I open the cuboard door and find a hatchet.

Ben: wow we could use that to break into the vault.

The problem with this is that players make up details to suit the situation. This makes games too easy. I know its difficult when the system was not designed for RPing.

I propose we draw up a list of easy to follow rules. Perhaps one player will take the part of a games keeper like the more traditional roleplaying games, or maybe players should take it in turns.
Should there be Health Points? (HP(also a great brown sauce)
Sanity points like Cthulhu (an RPG)
Magic Points? (if your in to that sort of thing)
Skills for that Character?

Above all the rules must be simple or no one will use them. Although A bit more complex then they are now.

Any thoughts?
