Following what in Goobergunchia was referred to as the Second Allanean War, despite being technically a continuation of the first, many Goobergunchians were angry. Although Allanea was held in widespread contempt for its unprovoked attack on the Liberal Unitary Republic, Goobergunchian leaders were also criticised by some for failing to prevent war, despite their protests that this was impossible. To repair their reputation, with elections approaching, Liberty Party leaders crafted a new plan to deal with the Allanean situation in a more permanent fashion. This popular plan, despite being criticised by Goobergunchia's power environmental lobby, sailed through the Low Council with little opposition.

Stamping Ceremony for the Horano Canal Act
Ladies and gentlemen, Goobergunchians, and citizens of the world, I am pleased to stamp today the Horano Canal Act of 20??. I stand here at the capital of Libertus Province, a province that has known firsthand the horrors of war and the cruelty inflicted by the Allaneans. Only a few short months ago, Allanean forces moved through the Isthmus of Libertus, destroyed the ancient Mundungo Wildlife Preserve, and forced us to dam the Mundungo River to stop the Allanean warriors.

Although only one hundred forty-four lives were lost, the environmental cost to this portion of Goobergunchia has been staggering. Sadly, there is perhaps no way to reverse the damage that has been done. However, we can turn the environmental catastrophe into both a new aid for regional commerce and a permanent barrier against future Allanean aggression.

Although our first choice would have been environmental restoration, this is impossible. Therefore, we have decide to create a canal through the once great Mundungo Swamp, taking advantage of the ruts left by the tanks and the floodwaters still left by our defensive action. This canal will provide a sea route from the inland sea between Goobergunchia and Allanea to the Haven Straits, furthering commerce and aiding in transport.

It will also provide an important defensive function for our peaceful nation. Allanean tanks will never be able to roll through a canal!

The canal will be named after Harvey Horano, the former Governor of this great province who gave his life while trying to stop the Allaneans. We will now pause for a moment of silence to remember Mister Horano and the one-forty-three Mundungo Wildlife Preserve rangers killed by the Allanean aggressors.
Thirty seconds of dead quiet.
So that he may be the last Goobergunchian killed by foreign forces, I hereby stamp the Horano Canal Act into law!
Standing ovation as President Goobergunch pulls out the "Stamp of Presidential Approval" and slams it into the paper containing the bill.
It would take several years to build the canal, but work started immediately on the immense project.
